Keeping Washington Clean and Evergreen The Office of the Columbia River within the Department of Ecology is looking to fill Ecology's Liaison to USBR-YRBWEP (Environmental Specialist 5) position. This position is located in our Central Regional Office (CRO) in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station. In this role you will serve as the agency expert and liaison to the US Bureau of Reclamation (Reclamation) responsible for representing Ecology's interests in the implementation of the Yakima River Basin Water Enhancement Project (YRBWEP). YRBWEP is a cooperative endeavor of Reclamation and Ecology to improve instream flows for fish and wildlife; to improve water supplies for irrigation; to protect, restore and enhance wetlands; and other purposes in the Yakima Basin. The YRBWEP Lead is responsible for facilitating cooperation and communication between the two agencies and represents the state's interests in the implementation of the 1994 and 2019 YRBWEP federal legislation. This position is responsible for informing Ecology Program Management on emerging issues and problems, new strategy approaches, policy development or law changes needed and enforcement/compliance issues related to the YRBWEP. This position has the unique opportunity to work with both state and federal project management teams made up of highly skilled professionals. As well as routinely update Yakima River Parker and Prosser federal target flow accounting. The mission of the Office of the Columbia River (OCR) is to aggressively pursue the development of new water supplies for the Columbia River through conservation and storage projects. Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Duties
What makes this role challenging: This position works independently, under administrative direction of the OCR Financial and Project Section Manager. As the agency expert, you will serve as the liaison between the Reclamation and Washington State Department of Ecology on issues relating to the Yakima Basin. In this role, you will collaborate with multiple federal, state and local agencies, building partnerships to reach common goals that impact the environment where we live and recreate. You will be part of a highly effective and technically advanced team of project managers with OCR, in addition to the project management team that makes up the Reclamation’s YRBWEP team. What you will do:
Serve as the agency expert and OCR's lead member of the YRBWEP team's water and land acquisition team, which is authorized to acquire water and land to provide immediate instream flow increases in the Yakima Basin to benefit fish and wildlife.
Provide water rights research, assessment information, water law advice and interpretation of Washington water code. Analyzes and creates trust water rights, writes reviews, and edits contracts for water leases and purchases. Meets and negotiates with the public and with staff from various agencies to find and acquire water rights, and drafts and files appropriate petitions and proposed orders with the Yakima Adjudication Court and/or water right change applications to Ecology to transfer water rights from out-of-stream to instream uses.
Act as liaison and resource between the Reclamation and OCR and the Water Resources Program on matters related to YRBWEP. Manages flow tracking at the Parker and Prosser gages, as well as interaction with committee and workgroups related to YRBWEP and the Yakima Basin Integrated Plan (YBIP). Assists in the development of policy and guidance relative to the YRBWEP goals. Communicates with Ecology experts, including Water Resources Section Manager, OCR Program Director, OCR Operations Manager, irrigation district personnel and various engineers and hydrogeologists as needed to meet project commitments.
Review and solicits input on issues such as fish passage, water conservation, fish habitat development, structural/operational changes, surface water storage, groundwater storage and water banks/markets. Provides progress reports to Ecology management on YRBWEP progress and implementation.
Provide staff support to the YRBWEP workgroup, including representing the state's interest and providing advice and guidance. Is responsible for drafting, editing, and providing comments and recommendations to the YRBWEP team for development of the Basin Conservation Plan and implementation of the Basin Conservation Program (Water Conservation Grant Program). Assists Ecology and Reclamation to track conservation quantities for all YRBWEP water supplies.
Serve as Ecology's senior staff representative on state environmental policy and water law including the State Trust Water Right Program for the Yakima Basin, water right transfers, and water rights adjudication.
Provide interpretation of state laws and programs relevant to the implementation of the YRBWEP. Responsible for evaluating, commenting and providing recommendations on papers and reports prepared by Reclamation and others related to the YRBWEP. Serves as Ecology's senior staff representative on various committees, work groups, and interdisciplinary teams including Water Transfer Workgroup, YRBWEP and the Yakima Basin Integrated Plan.
Qualifications
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Keeping Washington Clean and Evergreen The Spill Prevention, Preparedness, and Response program within the Department of Ecology is looking to fill a Spill Responder (Environmental Specialist 3) (In-training) position. This position is located in our Eastern Region Office (ERO) in Spokane, WA . Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 3 (ES3) . From industrial facilities to illegal drug labs to sunken boats, our work to stop releases of hazardous materials to the environment is unique and challenging. In this position, you will collaborate with law enforcement, fire service, other environmental agencies, Tribes, and other partners. Please Note: This position is required to serve as a duty officer for after-hours, on-call pager duty on a regular rotation. Upon completion of the required training and successful medical surveillance baseline examination, the candidate will be assigned to the Emergency Spill Response Team and will be eligible for a 10% assignment pay . Duties
What makes this role unique?
In this role, you will work with a multi-disciplinary team and use science to solve complex environmental and public health challenges. Working with other federal, state, local and Tribal response partners, spill responders serve as Ecology’s State On-Scene Coordinator leading the response and cleanup of complex environmental spills. The most challenging aspect of the work is coordinating with others under stress. However, every response is a new opportunity to collaborate with partner agencies and impacted citizens alike. You will use skill and empathy to mitigate stresses so that everyone involved is able to perform at their best and get the job done safely. What you will do:
Conduct responses to spills of oil and HAZMAT, abandoned waste, fish kills, pressurized cylinders, illegal drug manufacturing facilities, and other environmental and human health emergencies.
Under supervision, conduct operations to control, contain and cleanup spills, and investigate their cause.
Under supervision, perform hands-on cleanup actions at oil and HAZMAT spills and illegal drug manufacturing facilities.
As State On-Scene Coordinator, oversee cleanup actions of spillers and their contractors.
Complete detailed documentation of response actions.
Complete ongoing training related to growth and competence as a Spill Responder.
Ensure safe and appropriate management of dangerous wastes generated as part of emergency oil and hazmat cleanup activities.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

The Nuclear Waste Program (NWP) is looking to fill two 100 and 200 Area Specialist (Environmental Specialist 4) (In-Training) Positions. These positions will be located in our Richland Field Office (RFO) in Richland, WA . Upon hire, you must live within a commutable distance from the duty station. In these roles, you will work with the U.S. Department of Energy (USDOE) and their contractors on the cleanup of contaminated soil and groundwater for the Hanford Site. What makes these roles unique?
In this role, you will lead reviews and recommend approval for 100 or 200 Area project documents. You will also develop Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) decision documents to achieve cleanup of the Hanford Nuclear Facility in accordance with state and federal regulations. This position assists the ER PM in regulatory analysis of proposed cleanup actions/remedies prepared by the United States Department of Energy (USDOE) and its contractors. What you will do:
Lead project staff on review of Remedial Investigation/Feasibility Study (RI/FS) work plans.
Perform independent environmental review of plans and specifications, and site plans.
Provide regulatory analysis and writing support to the review and evaluation of the existing and proposed cleanup plans for the Hanford site.
Make recommendations for enforcement actions.
Interpret state Dangerous Waste Requirements, RCRA, Model Toxics Control Act (MTCA), and CERCLA regulations; agency and program policies; and technical guidelines and procedures for environmental control and management of Hanford waste sites and facilities and other facilities regulated by the Nuclear Waste Program.

Required Qualifications: This is an In-Training position . T he goal class for this position is an Environmental Specialist 4 (ES4). Participate in agency-wide work groups for accessibility and language access.
Develop social media, blogs, and external webpage content.

Duties
What makes this role unique? Acid mine drainage and heavy metals can contaminate Washington’s lakes, rivers, and streams, impacting ecosystems across the state. As the Abandoned Mine Lands (AML) Program Engineer, you will use your expertise in remediation design to develop and implement optimal cleanups for complex sites impacted by past mining practices. Your planning should encompass innovative thinking and creative solutions to the complex environmental engineering problems that come with these sites. What you will do:
Lead a multi-disciplinary Ecology team for the cleanup of mining-impacted sites.
Serve as a statewide expert for mining cleanups, both inside and outside Ecology.
Use engineering expertise to evaluate cleanup plans and engineering design reports.
Make sure cleanups comply with agency regulations.
Prepare memos, reports, or other documentation that evaluates options for investigation and cleanup.
Share mining cleanup expertise with both internal staff and external parties.

Uses advanced scientific knowledge to independently plan, prioritize, implement and perform professional activities in locating, installing, and operating new and existing air monitoring sites within Ecology’s Northwest Region that will help the Air Quality Program characterize air quality, meet federal air pollution standards, and ensure clean healthy air.
Serves as the primary operator for, and has a specialty focus on, the national near-road, PM2.5 Chemical Speciation Network, and fine and coarse particulate monitoring programs within Ecology’s Northwest Region.
Processes large amounts of air sample media for several different types of manual-method samplers. Investigates and evaluates new and current air monitoring sites, including sites in overburdened communities consistent with the implementation of the Environmental Justice provisions of the Climate Commitment Act.
Installs monitoring equipment including the site shelter and air monitors and coordinates with the IT & Telemetry unit and Calibration & Repair team to configure air monitors with data logging equipment.
Installs and operates temporary monitors and low-cost air sensors as needed to respond to wildland fire smoke and other emergent events.

Provides back-up operations for fellow Northwest Regional Office teammates, including the automated gas chromatograph for the Photochemical Assessment Monitoring Stations (PAMS) program and manual method carbonyls and VOCs for the National Air Toxics Trends Stations (NATTS) program at the Seattle-Beacon Hill NCore monitoring site, as well as for other ambient air monitoring operators around the state as needed.
Uses advanced scientific knowledge to provide technical consultation, assistance, support, and training on highly complex air monitoring operations to regional, tribal, federal, and local air agency air monitoring operators to ensure data collected within the Washington State Ambient Air Monitoring Network are accurate and comparable.
Qualifications

The goal class for this position is an Environmental Specialist 4 (ES4). We will consider applicants who meet the requirements for the Environmental Specialist 3 & 4 levels. If the finalist meets the requirements for the ES3 level, then they will be placed into a training program to become an ES4 within a specified period of time.
Environmental Specialist 3 (Salary Range 49: $4,081-$5,357 Monthly)
A total of Six (6) years of experience and/or education as described below:
Professional level Experience in: environmental analysis or control or environmental planning. Experience may include:
Investigating and / or resolving complaints involving science or technology content
Performing inspections
Drafting technical evaluations and reports
Develops plans for researching information used for technical projects, regulatory or policy development
Plan and facilitate public meetings and hearings
Project work requiring specialized knowledge of industry processes, pollutant sources or natural processes
Providing technical assistance for complex scientific content and/ or support for implementing scientific content programs
Conducting tests, analyzing and evaluating data
Using environmental databases to support technical projects
Developing scientific studies and resource management plans
Providing environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects
Experience in operations and maintenance of air monitoring instrumentation or closely allied environmental sampling field
Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

A Master's degree in Atmospheric, Meteorological, or Environmental science will substitute for 6 months experience in conducting air monitoring experience, and a Ph.D. in Atmospheric, Meteorological, or Environmental science will substitute for the full year requirement.
Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

Must possess and maintain a valid driver's license.

Advanced knowledge and understanding of the principles, practices and methods of air quality monitoring and assessment, environmental pollution prevention and pollution control.
Understanding of and experience with emerging technologies and techniques of air quality sampling, testing, data gathering, basic research and field investigations.
Experience performing gas chromatography, particularly to analyze ambient air samples.
Understanding and experience applying applicable state, federal, and local environmental regulations and policies.
Ability to provide technical direction to professional staff for complex or controversial studies or projects.
Excellent deductive reasoning skills.
Experience designing and developing guidelines for environmental assessment activities, field studies and siting surveys.
Experience conducting final reviews for technical reports, and conclusions reached by professional staff.
Experience collaborating with other government officials, the regulated community and other clientele groups on complex or controversial environmental issues or problems.
