Since 1972, Covenant House has served and advocated for youth and young families experiencing homelessness, human trafficking, and exploitation. Our overarching goal is to end homelessness among youth and young families by helping them achieve housing stability, heal from trauma, tap into their innate resilience, and hone their interests and skills to forge new pathways to independence. This work is carried out across Covenant House sites in 34 cities in the US, Canada, Mexico, Guatemala, and Honduras.

PRIMARY FUNCTION OF THE POSITION
The AVP, Latin America Programs will be responsible for leading the development and implementation of CHI’s Program initiatives with our site partners in Latin America and the CHI Latin America team. The purpose of this work is to support and leverage opportunities to improve practice, quality and service delivery and achieve the strongest outcomes possible at individual youth, site and Federation levels. This role will focus on aligning, adapting, and supporting the implementation of Covenant House’s program model and trauma-informed approaches to the Latin America context and areas of focus, including but not limited to residential services, family reintegration, mental health services, education, vocational training, life planning, and specialized services for specific populations of Covenant House youth including survivors of human trafficking and sexual violence, migrants, young families, and youth who identify as LGBTQ. All work in this area will be undertaken with a spirit of collaboration and commitment to partnership with Covenant House site leaders and designed from a strengths-based, culturally sensitive, trauma-informed lens.
ESSENTIAL DUTIES & RESPONSIBILITIES
Program Strengthening (50%)
Program Model – Collaborate with Latin America sites, the CHI Programs team, and the CHI Latin America team on adapting the Covenant House program model for adoption and implementation at CH sites in Latin America.
Practice Improvement and Innovation – Lead efforts to use data to drive practice improvement and program outcomes at Federation, site and youth levels.
Training – Adapt and further develop training materials for the program model, migration and human trafficking screening projects, as well as other trainings and resources aligned with Latin America programming; train Latin America sites to implement a train-the-trainer model.
Program Resources – Develop a resource library on SharePoint where program resources and training materials can be compiled and accessed by CH sites in Latin America.
Professional Development – Collaborate on the development, roll out and implementation of CHI’s Learning Management System with CH sites in Latin America , building out training content in the system for site staff in Latin America.
Best Practice Sharing – Coordinate and lead regular Latin America Program Director meetings and other Latin America specific learning communities; collaborate on planning for the Program Leadership Retreat & Latin America retreats, and develop additional mechanisms through which best practices can be shared and promoted across our sites in Latin America and the larger CH Federation.
Evaluation – Collaborate with the Research, Evaluation and Learning team on the development and implementation of new program outcome measures at CH sites in Latin America as well as all program evaluation activities, including monitoring program related requirements and outcomes for government and foundation grants.
Site Support – Develop and lead onboarding activities for new Program Directors at CH sites in Latin America.
Development and Thought Leadership (35%)
Fundraising – Serve as technical lead on programmatic aspects of grant proposals and reports with CHI’s Foundations and Corporations teams and support Casa-led proposals as needed.
Presentations & Publications – Prepare and contribute to external publications and other efforts to position CHI as a leading expert and thought leader in the sector and participate in conferences to raise visibility of Casa learnings and expertise.
Other Duties (15%) – As assigned by the SVP, Latin America and VP, Programs and may include program activities and trainings in support of CH sites in the U.S. and Canada.

We are seeking an entrepreneurial, dynamic Director of Development (DOD) for Latin America to join our team, a senior leader position within TNC. The DOD will lead our fundraising work in collaboration with other team members across TNC globally and in the region. They will lead the design and implementation of our revenue strategy to unlock conservation and sustainable development at a scale that really matters. Having created comprehensive, science-based strategies for each of our priorities, our opportunity and challenge now is to design the enabling conditions to unleash systems change approaches building on almost 60 years of experience, leveraging our work on policy, markets, and innovative finance. We have entered a crucial decade where the convergence of cross-sectoral efforts, public support and the leadership of individual donors needs to be fully leveraged to achieve transformational impact.
The Director of Development, Latin America Region (LAR) reports to TNC’s Regional Managing Director for Latin America and is responsible for developing and executing a 5-year, integrated fundraising strategy that supports the region’s strategic plan, leading the region’s private revenue-generating functions, actively engaging key donors, and coordinating and leveraging our partner and philanthropic resources (corporations, foundations, multilaterals, and individual donors). This person will manage the development of donor prospect lists and guide the team to have strategic interactions with high priority donors and will ultimately lead to increased private donations to TNC. While primarily focused on private philanthropy, the DOD will coordinate with public fundraising efforts as well. Earthworks’ Federal Fossil Fuels Campaign Manager will join our growing Energy Infrastructure and Petrochemicals team works to uplift frontline community opposition to oil, gas, and petrochemical infrastructure and advance policies towards a managed decline of the fossil fuel industry. The position is responsible for advancing our federal campaign to stop oil and gas exports and keep fossil fuels in the ground, leveraging creative organizing strategies to complement our Policy team’s advocacy work.
This position works closely with Earthworks’ program staff who work to reduce risks to water, health, air and climate from oil and gas production, with our communication, digital and development departments, and will participate in, and help to facilitate, engagement with the national movement to keep fossil fuels in the ground. The ideal candidate will thrive at managing multiple priorities in a dynamic and fast-paced campaigning environment, advancing and empowering leadership from frontline affected communities, and maintaining solid relationships with diverse partners.
Core Responsibilities

Earthworks’ Federal Fossil Fuels Campaign Manager will join our growing Energy Infrastructure and Petrochemicals team works to uplift frontline community opposition to oil, gas, and petrochemical infrastructure and advance policies towards a managed decline of the fossil fuel industry. Reporting to the HECHO Executive Director, the HECHO Strategy and Partnerships Director is responsible for providing strategic input to HECHO’s staff at federal, state, and local levels that will help guide HECHO’s advocacy work. This role is responsible for identifying, analyzing, and proposing winning strategies that help HECHO’s advocacy staff and advocacy network succeed. Reporting to the HECHO Executive Director, the HECHO Policy and Advocacy Manager is responsible for leading the implementation of a federal policy that will drive HECHO’s advocacy work, and include state and local policymaking in Arizona, Colorado, Nevada, New Mexico, and Utah. This role is responsible for identifying, analyzing, and promoting public lands conservation policy opportunities and working with HECHO’s and NWF’s staff and advocacy network to translate policy opportunities into policy wins. This role will advance our goal of increasing public lands conservation wins led by Hispanic leaders, and will be responsible for building relationships with congressional offices to inform, update, and educate about HECHO’s work.
KEY RESPONSIBILITIES:
Serve as an advisor on federal public lands conservation policy, as well as state and local conservation policy in HECHO’s geographic region.
Identify, monitor, analyze, and prioritize public lands policy advocacy opportunities, and seek to improve policy outcomes for HECHO’s constituencies.
Build and maintain relationships with elected officials and their staff, administration officials, community leaders, government agencies, non-profit partners, etc.
Advance and adjust, as needed, HECHO’s policy priorities, and develop and implement public lands policy advocacy action campaigns.
Collaborate with NWF’s programs, National Advocacy Center, and affiliates to coordinate on federal policy opportunities.
Advise and assist the HECHO program and communications staff on the development and delivery of educational, training, and advocacy tools, including: webinars, factsheets, opinion media, talking points, reports, etc.
Work with the HECHO Advisory Board and Conservation Leadership Council to identify and analyze local or state public lands policy opportunities, recommend policy outcomes, and provide support for advocacy.
Identify funding opportunities and collaborate on securing funding for programs, and assist with writing grant proposals and reports.
Serve as an ambassador and champion of HECHO.
Carry out additional duties, as assigned
QUALIFICATIONS:
Minimum of 5 years of experience in public policy advocacy required.
Excellent writing and research skills, and ability to prepare timely issue briefs, position statements, reports, letters, and advocacy materials required.
Exceptional knowledge of conservation and public land conservation issues and the various public land management agency missions, structure, and regulatory authorities.
Ability to thrive in a collaborative, fast-paced environment.
Passionate about understanding and communicating the impact legislation and other policies will have on western Hispanic communities and culture.
Familiarity of and demonstrated commitment to Hispanic cultural heritage.
Demonstrated ability to effectively navigate and understand government policy-making processes, particularly with Congress and the Executive Branch.
Conversational Spanish language skills preferred.
Bachelor’s degree required; graduate degree in environmental policy, public policy, law, or other related field preferred.
EXPERIENCE:
Previous experience developing policy agendas and advocacy strategies.
Proven success in persuasive or advocacy writing and oral communication skills, particularly with decision-makers.
Experience working with people from different backgrounds and ability to bring people together to work toward common goals.
Ability to collaborate, communicate, and coordinate effectively and efficiently with both internal multi-disciplinary teams and external partners to achieve results.
Experience managing simultaneous work streams and tracking deliverables, through various organization systems and work flow processes.
Demonstrated organizational skills and ability to establish priorities and manage activities independently.
Demonstrated knowledge of Hispanic heritage, in particular cultural and historical connections to the land, air, and water, and ability to share knowledge in a culturally responsive way.
Experience securing and managing grant funding preferred.
Travel Requirements
Initially, the position will work remotely with an expectation for location in the Washington, D.C. office. (Due to COVID-19 all employees are working remotely until we make return to work decisions).
When travel is allowed, expect travel 4-6 times per year, 12-15 nights per year.
Salary Range and Benefits:
The salary range for this position is $65,000 to $75,000 (depending on experience).
