The Colorado Energy Office leads and coordinates climate action for the State of Colorado. Since 2020, the Energy Office has seen significant growth in the number, size, and breadth of programs it operates to support the reduction of greenhouse gas emissions to benefit all Coloradans. This growth has been the result of nation-leading legislation in Colorado to create new policies and programs, as well as significant and historic investments at the Federal level through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).
This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The Operations team is seeking a detail-oriented team player who can support program managers and Directors throughout the Energy Office in their work, particularly with new federal grants from the IRA and IIJA.
The ideal candidate will enjoy spending time in a big spreadsheet, like budgets to reconcile down to the last penny, and look forward to being the trusted budget advisor for the talented and passionate team at the Energy Office. This role will work daily with staff running programs ranging from transportation electrification, to weatherization for low income Coloradans to carbon management and geothermal. Our office is in downtown Denver, but we offer a flexible workplace with work from home/work from office options, and the possibility of a permanently remote position anywhere in Colorado.
Support CEO’s program teams in managing Federal grants- Review all federal grant opportunities, provide analysis and recommendations
Coordinate and submit federal budgets & budget modifications for federal grants
Work with Sr Budget Analyst to ensure federal budget or budget modifications coordinates with the officewide budget
Use PAGE federal grant reporting system to help project teams administer federal grants-
Prepare and submit annual budgets, budget changes & updates
Quarterly financial and performance reports
Annual & semi annual Davis Bacon Act and other reports as needed
Reconcile grant expenditures, revenue, and receivable each month
Work with Accounting to correct general ledger coding
Calculate and reconcile monthly federal grant cash draws
Collaborate with project staff across the Energy office to prioritize and manage competitive grant applications
Identify grant opportunities that may be relevant to CEO
Track and alert program staff when a competitive grant is due
Manage CEO Indirect federal grants budget and payments to Gov Office
Assist Gov Office in calculating Indirect cost for the Long Bill
Assist Gov Office to negotiate the Indirect Cost Rate with federal cognizant agency
Manage the budgets for all federal grants
Work with Program staff and Directors to develop and balance grant budgets
Ensure budget meets grant requirements (ie admin, payroll, etc)
Monitor and communicate grant expenditure progress
Calculate and book carryforward spending authority
Manage allowability of grant expenditures (grant requirements)
Manage certified payrolls
Maintain CEO Payroll Distribution forecast

Candidates must have demonstrated experience successfully completing quantitative and qualitative analysis projects, including synthesizing complex data and information from a wide variety of sources into easy-to-navigate datasets
Candidates must have strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely
Candidates must have excellent time management skills and ability to balance competing deadlines and priorities for both independent and team-based projects

This position is located in our Headquarters Office in Lacey, WA . This position is eligible for a telework/in-office hybrid schedule. Duties
What makes this role unique? In this role, you will use a blend of business analysis and technology-vendor management skills. You will influence program managers, budget managers, and customers to make data driven decisions to ensure technology purchases align with statewide technology standards and purchasing policies. You will develop and continuously improve processes to collect, analyze and evaluate IT equipment usage data and recommend procurement strategies that are economical and benefit the agency. Activities include developing specifications for large, complex or unusual procurements projects such as major relocation projects, computer systems, and communications systems. What you will do:
Independently perform market analysis on highly complex purchasing projects and take appropriate procurement methodology action to ensure project goals are met.
Collect, analyze and evaluate supply and equipment usage data, managing and controlling the IT inventory for all technology hardware coming into and leaving the agency.
Track existing inventory, warranty replacement schedules, and new equipment purchases
Ensure technology software licenses are in compliance with software licensing agreements.
Work in collaboration with the ITSO staff who manage software and licensing processes; to support license compliance and contract auditing type documentation.
Design, create and publish reports/charts on various metrics as directed by management.
Understand and ensure agency IT procurements are in alignment with current and future IT infrastructure requirements
Submit equipment orders for desktop hardware and peripherals.
Receive and inventory, desktop hardware and peripherals.
Maintain tracking system for IT technicians to configure and deploy IT hardware and peripherals
Develop and continuously improve processes that ensure technology software requests have been properly vetted and are approved for use within Ecology
Maintain and update approved agency computer and component list

Duties
What makes this role unique? In this role, you will use a blend of business analysis and technology-vendor management skills. You will influence program managers, budget managers, and customers to make data driven decisions to ensure technology purchases align with statewide technology standards and purchasing policies. You will develop and continuously improve processes to collect, analyze and evaluate IT equipment usage data and recommend procurement strategies that are economical and benefit the agency. Activities include developing specifications for large, complex or unusual procurements projects such as major relocation projects, computer systems, and communications systems. What you will do:
Independently perform market analysis on highly complex purchasing projects and take appropriate procurement methodology action to ensure project goals are met.
Collect, analyze and evaluate supply and equipment usage data, managing and controlling the IT inventory for all technology hardware coming into and leaving the agency.
Track existing inventory, warranty replacement schedules, and new equipment purchases
Ensure technology software licenses are in compliance with software licensing agreements.
Work in collaboration with the ITSO staff who manage software and licensing processes; to support license compliance and contract auditing type documentation.
Design, create and publish reports/charts on various metrics as directed by management.
Understand and ensure agency IT procurements are in alignment with current and future IT infrastructure requirements
Submit equipment orders for desktop hardware and peripherals.
Receive and inventory, desktop hardware and peripherals.
Maintain tracking system for IT technicians to configure and deploy IT hardware and peripherals
Develop and continuously improve processes that ensure technology software requests have been properly vetted and are approved for use within Ecology
Maintain and update approved agency computer and component list

POSITION SUMMARY
The SEL Specialist promotes the social-emotional wellness of students and staff through programming that supports a positive culture and climate, coordinates universal social-emotional instruction, and provides evidence-based targeted supports. The SEL specialist supports students across the continuum with Multi-Tiered Systems of Support (MTSS). The SEL Specialist supports the effective implementation of the network’s SEL vision.
ESSENTIAL FUNCTIONS INTEGRATED MTSS STRUCTURES AND PROCESSES
Lead and partner with school staff and school community to build a positive school culture and climate by coordinating universal social-emotional programming and supports such as universal SEL instruction, data-based decision making, safe school planning, professional development, and facilitation of tier 2 supports, which may include psychoeducational counseling groups
Support assigned campus with establishing an integrated MTSS team
Organize and facilitate the administration of the school-wide social-emotional and behavioral screener (i.e., Behavioral and Emotional Screening System (BASC-3 BESS)) during 2-3 benchmark windows throughout the school year
As a member of the integrated MTSS team, analyze a variety of data to i dentify needs for social-emotional programming and continuously improve existing social-emotional programming
Monitor and adapt to student response to academic, behavioral, and social-emotional intervention
Celebrate and learn from performance gains and systemic improvement
In collaboration with the mental health team, culture team, and school leadership team, analyze school-wide trends around attendance, behavior/discipline data, and safety responses and develop and lead initiatives to address challenges and social-emotional wellness
Invest in and directly support stakeholders in developing the school-level infrastructure necessary for the implementation of social-emotional programming and interventions
Serve as the social-emotional learning expert, providing expert in and direct facilitation of social-emotional programs and interventions
Work with teachers and school staff to support students’ individual needs through teacher consultation, team meetings, and MTSS process
SOCIAL-EMOTIONAL PROGRAMMING AND SUPPORTS
Provide evidence-based, age/grade/developmentally appropriate social-emotional interventions to students in small group and one-on-one settings
In collaboration with integrated MTSS team, culture team, mental health team, and school leadership implement systems and routines that create a safe, predictable, and welcoming school and classroom culture
Lead implementation of assigned school-wide campus social-emotional program, including direct facilitation of the program and support for teachers with the internalization and implementation of assigned campus social-emotional curriculum (e.g., lead implementation fidelity checks)
Respect for diversity in the home, school, local and global communities.
TARGETED, RESPONSIVE COACHING AND PROFESSIONAL DEVELOPMENT: SOCIAL-EMOTIONAL LEARNING AND CLASSROOM CULTURE
Develop and provide professional learning or content for adult learners
Support teachers in building meaningful relationships with students and families
Provide coaching, modeling, and ongoing consultation with behavioral and social-emotional interventions
PREVENTATIVE AND RESPONSIVE CRISIS SERVICES
Collaborates with school personnel, parents, students, and community resources to provide competent mental health support during and after crisis situations and support network crisis responses as needed and follow ERCM network response team procedures
Conducts suicide risk reviews and self-injury inventory process according to training and best practices (e.g., follow protocol, inform parents, provide recommendations and referrals to community services, and often provide follow up counseling and support at school)
Participates in threat response system process according to training and best practices
As appropriate, offers families resources and referrals for services in the community and support families in navigating those services
OTHER DUTIES AS ASSIGNED
Current School Counselor endorsement on a valid Colorado License or hold current CDE Special Services Provider License with a School Psychologist or School Social Worker endorsement

This support may include, but is not limited to, one-on-one support, group work, small group counseling, classroom and teacher support, and collaborative problem solving with both prevention and intervention models. The SEL Specialist supports the effective implementation of the network’s SEL vision.
ESSENTIAL FUNCTIONS INTEGRATED MTSS STRUCTURES AND PROCESSES
Lead and partner with school staff and school community to build a positive school culture and climate by coordinating universal social-emotional programming and supports such as universal SEL instruction, data-based decision making, safe school planning, professional development, and facilitation of tier 2 supports, which may include psychoeducational counseling groups
Support assigned campus with establishing an integrated MTSS team
Organize and facilitate the administration of the school-wide social-emotional and behavioral screener (i.e., Behavioral and Emotional Screening System (BASC-3 BESS)) during 2-3 benchmark windows throughout the school year
As a member of the integrated MTSS team, analyze a variety of data to i dentify needs for social-emotional programming and continuously improve existing social-emotional programming
Monitor and adapt to student response to academic, behavioral, and social-emotional intervention
Celebrate and learn from performance gains and systemic improvement
In collaboration with the mental health team, culture team, and school leadership team, analyze school-wide trends around attendance, behavior/discipline data, and safety responses and develop and lead initiatives to address challenges and social-emotional wellness
Invest in and directly support stakeholders in developing the school-level infrastructure necessary for the implementation of social-emotional programming and interventions
Serve as the social-emotional learning expert, providing expert in and direct facilitation of social-emotional programs and interventions
Work with teachers and school staff to support students’ individual needs through teacher consultation, team meetings, and MTSS process
SOCIAL-EMOTIONAL PROGRAMMING AND SUPPORTS
Provide evidence-based, age/grade/developmentally appropriate social-emotional interventions to students in small group and one-on-one settings
In collaboration with integrated MTSS team, culture team, mental health team, and school leadership implement systems and routines that create a safe, predictable, and welcoming school and classroom culture
Lead implementation of assigned school-wide campus social-emotional program, including direct facilitation of the program and support for teachers with the internalization and implementation of assigned campus social-emotional curriculum (e.g., lead implementation fidelity checks)
Respect for diversity in the home, school, local and global communities.
TARGETED, RESPONSIVE COACHING AND PROFESSIONAL DEVELOPMENT: SOCIAL-EMOTIONAL LEARNING AND CLASSROOM CULTURE
Develop and provide professional learning or content for adult learners
Support teachers in building meaningful relationships with students and families
Provide coaching, modeling, and ongoing consultation with behavioral and social-emotional interventions
PREVENTATIVE AND RESPONSIVE CRISIS SERVICES
Collaborates with school personnel, parents, students, and community resources to provide competent mental health support during and after crisis situations and support network crisis responses as needed and follow ERCM network response team procedures
Conducts suicide risk reviews and self-injury inventory process according to training and best practices (e.g., follow protocol, inform parents, provide recommendations and referrals to community services, and often provide follow up counseling and support at school)
Participates in threat response system process according to training and best practices
As appropriate, offers families resources and referrals for services in the community and support families in navigating those services
OTHER DUTIES AS ASSIGNED
Current School Counselor endorsement on a valid Colorado License or hold current CDE Special Services Provider License with a School Psychologist or School Social Worker endorsement
If an applicant does not hold a current relevant CDE License, must be willing to pursue and be eligible to receive licensure in their field within 2 years of employment. The applicant could start with obtaining their TEE by that timeline if needed

Master’s degree in counseling, school psychologist, social worker, or another related mental health field

PREFERRED QUALIFICATIONS
At least 2 years of urban school-based experience in the area(s) of mental health, intervention, special education, counseling, and/or school culture
Experience with data collection and analysis
Demonstrated success working with students of color and students with varied abilities
Experience in Title I and/or charter schools
Training and experience with effective, research-based behavioral interventions and strategies for supporting urban youth
Experience leading and managing adults
