Keeping Washington Clean and Evergreen The Water Quality program within the Department of Ecology is looking to fill a Lead Permit Developer/Facility Manager (Environmental Specialist 4) position. This position is located in our Central Region Office (CRO) in Union Gap, WA . Upon hire, you must live within a commutable distance from the duty station. In this position you will help protect and restore Central Washington’s water quality. You will develop and oversee National Pollutant Discharge Elimination System (NPDES) and/or State Waste Discharge Permits (SWDPs) to ensure that wastewater discharges are managed to protect and restore water quality. This position works with engineers, environmental specialists and scientists within the Ecology Water Quality Program, as well as other Ecology programs and agencies. You will work closely with licensed professional engineers to review engineering reports for process wastewater treatment processes. The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health. During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis . Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties
What makes this role unique? You will serve as CRO’s technical unit lead in permit development working closely with permit developers/permit managers in the drafting of technical fact sheets and permits. You’ll also serve as the CRO technical unit permitting representative on Ecology’s Water Quality Permit Writer’s Workgroup. As the representative on this workgroup, you’ll propose enhancements to shell language, improvements to permit writing tools, and procedures that will increase permit consistency and defensibility. As the lead you’ll also assist regional staff with inspection activities and be a resource to staff when they have permitting questions, need technical assistance, or are seeking funding options to make critical and important upgrades at permitted facilities. The efforts you provide will bring comprehensive compliance inspections, defensible permits, and coordination of permitting and improvements to individual facilities in the region.
What you will do: Prepare fact sheets and draft permits for peer, permittee, and public review. Provides technical assistance to permittees and other affected entities and individuals to achieve compliance. Mentoring and assisting junior staff of permitting activities. Perform statistical analyses on data from wastewater monitoring and receiving waters. Travel within Ecology’s Central Regional Office (CRO) geographic area to perform site inspections, conduct fieldwork, and occasional water quality sampling. Attend trainings that will help develop skill sets. Initiates recommendations for enforcement actions to achieve compliance with applicable water quality laws and regulations.
Qualifications Required Qualifications: Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1: Nine (9) years of combined experience and/ or education: Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied science field. Experience: In environmental analysis or control or environmental planning. One (1) year of the total required experience Must include municipal and industrial wastewater treatment. Experience may include a combination of the following: Performing field surveys or studies. Responding to complaints involving scientific or technical content Preparing public meetings and hearings. Assistance with routine inspections or investigations requiring specialized knowledge of industry processes, pollutant sources or natural processes. Keeping Washington Clean and Evergreen The Water Quality program within the Department of Ecology is looking to fill a General Permit Manager (Environmental Specialist 3) position. This position is located in our Central Region Office (CRO) in Union Gap, WA . Upon hire, you must live within a commutable distance from the duty station. In this position you will be responsible for implementing the permit program for the Sand and Gravel/Winery general permit and related activities in the seven-county area of the Central Regional Office. This position plans, prioritizes, and performs permit related activities, including inspections, determinations of facility coverage under a general permit or individual permit, technical assistance, status changes, compliance assurance, complaint investigation, and routine enforcement as necessary, to implement the Water Quality Program’s mission of protecting and restoring Washington’s waters. The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health. Duties
What makes this role unique? This position allows for frequent, independent travel from Ecology’s Central Regional Office (CRO) to perform site inspections at remote locations within CROs seven county geographic area. Within the CRO geographic area you will have the opportunity to become the regional general permit expert for the Sand and Gravel/Winery facility operations. Additionally, you’ll participate in active workgroups specific to the general permits with the goal of improving processes and/or outcomes. An abundance of training opportunities will also be provided to enhance your skill sets in your assigned work and beyond. What you will do:
Work with the public (permitted and unpermitted) and other agencies/governments related to activities specific to their facilities.
Provide technical assistance to applicants to help them understand their options for changing or acquiring permits specific to their proposed projects or existing facilities.
Write detailed inspection reports. These reports are used to demonstrate compliance or aid them to get into compliance.
Respond to water quality complaints related to assigned facilities, in cooperation with other program staff and other programs or agencies.
Initiate recommendations for enforcement actions to achieve compliance with applicable water quality laws and regulations.
Utilize Ecology databases to analyze and interpret scientific information concerning water quality, pollution, and impacts to resources from pollution events using knowledge of chemistry and biology including interactions in soil, ground and surface waters.

Duties
What makes this role unique? As the Federal Facilities Underground Storage Tank (UST) Inspector and Leaking Underground Storage Tank (LUST) Site Manager, you will travel throughout the state to inspect and provide technical assistance at underground storage tanks located at a wide range of federal facilities, such as Department of Defense sites, national parks, and post offices. You will use your technical, project management, and communication skills as you coordinate initial investigations of petroleum product spills at underground storage tanks and leaking underground storage tank sites. What you will do:
Conduct underground storage tank installation/retrofitting and decommission inspections.
Conduct initial investigations in response to spills of petroleum products at UST and leaking underground storage tank sites.
Issue the appropriate enforcement action(s) to Responsible Parties (RPs) when violations are observed and documented.
Resolve enforcement actions by following the procedures in the UST Inspector Enforcement Manual and by supplying RPs with guidance in order to correct violations.
Provide testimony for Pollution Control Hearing Board hearings, case reviews, and court cases involving UST regulations and inspections.
Direct and coordinate owners and operators, contractors, local government agencies, and others on complex UST projects.
Create new guidance documents and develop new tools to assist UST inspectors.
Provide technical assistance, guidance, and expertise at UST and LUST sites.
Independently review cleanup project reports to determine if cleanup actions meet the substantive requirements of Model Toxics Control Act (MTCA); draft opinion letters.

Uses advanced scientific knowledge to independently plan, prioritize, implement and perform professional activities in locating, installing, and operating new and existing air monitoring sites within Ecology’s Northwest Region that will help the Air Quality Program characterize air quality, meet federal air pollution standards, and ensure clean healthy air.
Serves as the primary operator for, and has a specialty focus on, the national near-road, PM2.5 Chemical Speciation Network, and fine and coarse particulate monitoring programs within Ecology’s Northwest Region.
Processes large amounts of air sample media for several different types of manual-method samplers. This is includes installing sample media in samplers in the field, properly storing media (e.g., refrigerating) sampled filters, as well as packing, shipping, and tracking media sample packages and coordinating with delivery services (FedEx, USPS) and analysis laboratories.
Investigates and evaluates new and current air monitoring sites, including sites in overburdened communities consistent with the implementation of the Environmental Justice provisions of the Climate Commitment Act.
Installs monitoring equipment including the site shelter and air monitors and coordinates with the IT & Telemetry unit and Calibration & Repair team to configure air monitors with data logging equipment.
Installs and operates temporary monitors and low-cost air sensors as needed to respond to wildland fire smoke and other emergent events.

Providing environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects
Experience must Include : One (1) year of the professional level experience must be in conducting air monitoring or similar environmental measurements to qualify at the ES 4 level. A Master's degree in Atmospheric, Meteorological, or Environmental science will substitute for 6 months experience in conducting air monitoring experience, and a Ph.D. in Atmospheric, Meteorological, or Environmental science will substitute for the full year requirement.
Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

Must possess and maintain a valid driver's license.

Advanced knowledge and understanding of the principles, practices and methods of air quality monitoring and assessment, environmental pollution prevention and pollution control.
Understanding of and experience with emerging technologies and techniques of air quality sampling, testing, data gathering, basic research and field investigations.
Experience performing gas chromatography, particularly to analyze ambient air samples.
Understanding and experience applying applicable state, federal, and local environmental regulations and policies.
Ability to provide technical direction to professional staff for complex or controversial studies or projects.
Excellent deductive reasoning skills.
Experience designing and developing guidelines for environmental assessment activities, field studies and siting surveys.
Experience conducting final reviews for technical reports, and conclusions reached by professional staff.
Experience collaborating with other government officials, the regulated community and other clientele groups on complex or controversial environmental issues or problems.
