The Environmental Analyst III / Ecological Restoration Specialist serves as a restoration project manager for DER’s Dam Removal Program and contributes to internal and external capacity building for DER’s habitat restoration activities. The Ecological Restoration Specialist provides programmatic support to improve dam removal best practices, build partnerships, develop technical guidance documents, and improve monitoring and evaluation of environmental outcomes to increase the pace and quality of dam removal projects across the Commonwealth. This position works closely with the Dam Removal Program manager to support DER’s Habitat Restoration Branch initiatives and activities. The Ecological Restoration Specialist – Dam Removal will be based in DER’s Boston office; the position will follow a hybrid schedule, consisting of in-office and telework. In-state travel to conduct fieldwork is also required.
Duties and Responsibilities
Serve as project manager for assigned ecological restoration projects including dam removal, salt marsh restoration, freshwater wetland restoration, retired cranberry bog restoration, culvert removal/replacement, or other project types. Work will be focused on dam removal and river restoration. (65%)
Coordinates and maintains communication between DER staff, and state, federal, and other project partners; ensures project goals are clear and objectives met.
Identifies potential restoration projects and works with landowners and partners to develop project plans.
Manages implementation of aquatic ecological restoration projects from inception to completion, including overseeing feasibility assessment, project design, permitting, and construction. Directs the work of consultants carrying out technical work.
Develops and leads restoration project teams.
Obtains project funding through grants and donations of in-kind services.
Conducts fieldwork in support of dam removal restoration projects, including field evaluations, hydrological and biological monitoring, and other work.

Duties
What makes this role unique and challenging?
You will serve as the senior hydrogeologist and project manager in the design and management of Total Maximum Daily Load (TMDL) water quality studies to identify and evaluate the fate and transport of point- and nonpoint-source pollution within the state, including complex river and lake systems, and complex groundwater/surface water interactions as well as supervises a technical group. You will manage and direct the Central Regional Office Unit staff, which conducts Surface water, Groundwater, Stream Biological Habitat Assessment, and Effectiveness Monitoring studies in support of the agency’s water cleanup efforts.
What you will do:
Plan, organize, conduct, and direct multiple major hydrologic and water quality field investigations evaluating the effects of point and non-point pollution sources on water quality in waters of the State. The investigations require an understanding and assessment of the hydrology, hydrogeology, water quality, and primary productivity of aquatic systems.
Serve as project manager of large, complex projects, set project objectives and plan/oversee the work of the project team, including other senior and junior staff, to reach the objectives on time and on budget. The project team typically collects and analyzes data on streamflow, water quality and other waterbody conditions. Trains project staff on the appropriate technical methods.
Research and select mathematical water quality and hydrologic models appropriate for the project objectives.
Analyze data by applying advanced statistical, water quality and hydrologic/hydrogeologic modeling techniques, and formulate and justify conclusions and recommendations.
Report status and results of water quality, hydrologic, hydrogeologic, and other studies and analyses to management, staff, public, and stakeholders in TMDL studies.
Direct and prepare publication of technical reports and present results to scientific audiences (e.g., conferences, universities, technical advisory groups). Draft reports are typically reviewed by external experts.
Defend scientific conclusions in legal setting if the report's conclusions are challenged on their technical merit.
Train other staff in surface water and hydrogeologic research and investigative techniques.
Qualifications
Required Qualifications:
Option 1: A Bachelor’s degree involving a major study in hydrogeology, hydrology, geology, environmental, physical, or one of the natural sciences, or closely allied field AND Five years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession.
Option 2: A Master’s degree with a major study in hydrogeology, hydrology, geology, environmental, physical, or one of the natural sciences, or closely allied field AND Three years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession.
Option 3: A Ph.D. with a major study in hydrogeology, hydrology, geology, environmental, physical, or one of the natural sciences, or closely allied field AND Two years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession.
Special Requirements/Conditions of Employment:
Must possess and maintain a valid driver’s license.
Must possess a valid Washington State Hydrogeologist license.

Duties
What makes this role unique and challenging?
You will serve as the senior hydrogeologist and project manager in the design and management of Total Maximum Daily Load (TMDL) water quality studies to identify and evaluate the fate and transport of point- and nonpoint-source pollution within the state, including complex river and lake systems, and complex groundwater/surface water interactions as well as supervises a technical group. You will manage and direct the Central Regional Office Unit staff, which conducts Surface water, Groundwater, Stream Biological Habitat Assessment, and Effectiveness Monitoring studies in support of the agency’s water cleanup efforts.
What you will do:
Plan, organize, conduct, and direct multiple major hydrologic and water quality field investigations evaluating the effects of point and non-point pollution sources on water quality in waters of the State. The investigations require an understanding and assessment of the hydrology, hydrogeology, water quality, and primary productivity of aquatic systems.
Serve as project manager of large, complex projects, set project objectives and plan/oversee the work of the project team, including other senior and junior staff, to reach the objectives on time and on budget. The project team typically collects and analyzes data on streamflow, water quality and other waterbody conditions. Trains project staff on the appropriate technical methods.
Research and select mathematical water quality and hydrologic models appropriate for the project objectives.
Analyze data by applying advanced statistical, water quality and hydrologic/hydrogeologic modeling techniques, and formulate and justify conclusions and recommendations.
Report status and results of water quality, hydrologic, hydrogeologic, and other studies and analyses to management, staff, public, and stakeholders in TMDL studies.
Direct and prepare publication of technical reports and present results to scientific audiences (e.g., conferences, universities, technical advisory groups). Draft reports are typically reviewed by external experts.
Defend scientific conclusions in legal setting if the report's conclusions are challenged on their technical merit.
Train other staff in surface water and hydrogeologic research and investigative techniques.
Qualifications
Required Qualifications:
Option 1: A Bachelor’s degree involving a major study in hydrogeology, hydrology, geology, environmental, physical, or one of the natural sciences, or closely allied field AND Five years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession.
Option 2: A Master’s degree with a major study in hydrogeology, hydrology, geology, environmental, physical, or one of the natural sciences, or closely allied field AND Three years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession.
Option 3: A Ph.D. with a major study in hydrogeology, hydrology, geology, environmental, physical, or one of the natural sciences, or closely allied field AND Two years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession.

OAI conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries and protected species.
Description
The EFS Division examines the impact of diseases on fish and shellfish, and how different species/stocks, temperature, and anthropogenic stressors (e.g., contaminants) can alter the impact of disease. The Aquaculture and Marine Fish and Shellfish Biology Program is focused on biological questions pivotal to the sustainability of natural marine fish and shellfish populations and their artificial propagation for aquaculture. The goal is to utilize information gained from studying wild populations to enhance aquaculture. In reverse, information gained from experiments on artificial propagation can be used to understand the dynamics of wildmarine fish and shellfish populations and to aid in their management. Our science is used by commercial and Non‐ governmental organization (NGO) partners to enable and optimize their aquaculture operations.
Research of the EFS Division addresses at least three NWFSC research themes and several foci under those themes, including: i) sustainable, safe, and secure seafood for healthy populations and vibrant communities; ii) ecosystem approach to improvemanagement of marine resources; and iii) habitats to support sustainable fisheries and recovered populations.
The EFS Division conducts research in the areas of aquatic animal health and disease to assess the impact of diseases on both important cultured and wild species. These areas of research are important to the Center’s research programs with finfish andshellfish aquaculture and also assist in characterizing disease interactions between and among both wild and cultured species.
Disease of aquatic species can severely impact the health of both cultured and wild aquatic species at various life stages. Understanding disease dynamics requires knowledge of the epidemiological triad that consists of the host (fish/shellfish), the environment of the host and the disease‐causing pathogen that the host may contact.Aquatic animal health management requires knowledge of host immunology, molecular and microbiology, and how the environment interacts with pathogens and hosts to influence disease outbreaks.
The employee shall conduct research in the areas of aquaculture and aquatic animalhealth and disease and manage laboratory activities associated with a fish health and immunology laboratory. This will include assessment of the impact of diseases on both important cultured and wild fish and shellfish species. The employee will specifically perform vaccine and immunology research, diagnose and characterize disease agents, culture bacterial, viral, and parasitic fish/shellfish organisms, and utilize a range of molecular and microbiological assays to address important research questions. The employee shall optimize methods for determining the degree of phenotypic variation in host responses to various pathogens and environmental influences. Optimizing methods may include determining and obtaining an appropriate pathogen,determining the appropriate concentration of the pathogen, and determining optimal water temperature for optimal mortality. Environmental influences examined may include contaminants, ocean acidification, temperature, and predators.
4. Fish husbandry of both finfish and shellfish
The employee shall work with the aquaculture team and periodically assist with husbandry for both finfish and shellfish as needed. This may include raising artemiaand rotifers, cleaning tanks, feeding fish, and measuring water quality parameters necessary to produce healthy finfish and shellfish for performing experiments.

The Environmental Assessment Program (EAP) within the Department of Ecology is looking to fill a Hydrogeologist 4 position. This position is located in our Central Region Office (CRO) in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station.
In this role, you will plan, develop, direct, conduct and/or oversee hydrological/hydrogeological projects or investigations for surface water and/or groundwater investigations as well as supervise a technical group. Duties
What makes this role unique and challenging?
You will serve as the senior hydrogeologist and project manager in the design and management of Total Maximum Daily Load (TMDL) water quality studies to identify and evaluate the fate and transport of point- and nonpoint-source pollution within the state, including complex river and lake systems, and complex groundwater/surface water interactions as well as supervises a technical group. You will manage and direct the Central Regional Office Unit staff, which conducts Surface water, Groundwater, Stream Biological Habitat Assessment, and Effectiveness Monitoring studies in support of the agency’s water cleanup efforts.
What you will do:
Plan, organize, conduct, and direct multiple major hydrologic and water quality field investigations evaluating the effects of point and non-point pollution sources on water quality in waters of the State. The investigations require an understanding and assessment of the hydrology, hydrogeology, water quality, and primary productivity of aquatic systems.
Serve as project manager of large, complex projects, set project objectives and plan/oversee the work of the project team, including other senior and junior staff, to reach the objectives on time and on budget. The project team typically collects and analyzes data on streamflow, water quality and other waterbody conditions. Trains project staff on the appropriate technical methods.
Research and select mathematical water quality and hydrologic models appropriate for the project objectives.

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Voluntary Cleanup Program Unit Supervisor (WMS Band 1) position. This position is located in our Headquarters Office in Lacey, WA.
In this position, you will lead the Policy and Technical Support Unit. The work in this unit covers a wide range of topics that support the statewide cleanup activities directed by TCP. This includes developing statewide guidance, defining appropriate cleanup levels for environmental contaminants and drafting environmental rules and policies. You will need to understand a wide range of statewide work and deploy staff strategically to get the work completed.

What makes this role unique?
The Toxics Cleanup Program works to clean up environmental contamination throughout Washington. This contamination ranges from small oil spills to complex contamination from industrial facilities. Completion of this work can require innovative solutions to meet environmental and human needs, while staying within the parameters defined by the Model Toxics Control Act (MTCA). This position is at the heart of developing those solutions. What you will do:
Lead and manage a staff of 10-15 environmental professionals.
Develop, implement and prioritize policy projects that reduce environmental impacts and health disparities.
Analyze and develop statewide programs and policies through collaborative engagement in a complex work environment.
Lead a team that develops new program-wide initiatives that include drafting and supporting development of legislation, replying to budget requests, guidance development, rule writing and implementation.
Serve as the back-up for the program’s legislative liaison.

Keeping Washington Clean and Evergreen
The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Voluntary Cleanup Program Unit Supervisor (WMS Band 1) position. This position is located in our Headquarters Office in Lacey, WA.
In this position, you will lead the Policy and Technical Support Unit. The work in this unit covers a wide range of topics that support the statewide cleanup activities directed by TCP. This includes developing statewide guidance, defining appropriate cleanup levels for environmental contaminants and drafting environmental rules and policies. You will need to understand a wide range of statewide work and deploy staff strategically to get the work completed.

Program Mission : The Toxics Cleanup Program Protects Washington’s human health and environment by preventing and cleaning up pollution, supporting sustainable communities, and protecting natural resources for the benefit of current and future generations. During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position has the opportunity to work remotely up to 90% of the time . Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties
What makes this role unique?
The Toxics Cleanup Program works to clean up environmental contamination throughout Washington. This contamination ranges from small oil spills to complex contamination from industrial facilities. Completion of this work can require innovative solutions to meet environmental and human needs, while staying within the parameters defined by the Model Toxics Control Act (MTCA). This position is at the heart of developing those solutions. What you will do:
Lead and manage a staff of 10-15 environmental professionals.
Develop, implement and prioritize policy projects that reduce environmental impacts and health disparities.
Analyze and develop statewide programs and policies through collaborative engagement in a complex work environment.
Lead a team that develops new program-wide initiatives that include drafting and supporting development of legislation, replying to budget requests, guidance development, rule writing and implementation.
Serve as the back-up for the program’s legislative liaison.
Qualifications
Required Qualifications: Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
A total of Nine (9) years of experience and/or education as described below:
Professional level Experience: in environmental regulations, permitting, policy, or environmental planning.
Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

Project management experience: Leading, planning, implementing and managing projects. Developing project work scope, schedule, budget and priorities. Utilizing and coordinating project support functions. Evaluating progress, preparing, and presenting project reports.
Working knowledge of the Model Toxics Control Act Cleanup Regulation, Chapter 173-340 WAC, and the Sediment Management Standards, Chapter 173-204 WAC; familiarity with site assessment and cleanup techniques, aquatic toxicology, marine ecology, sediment chemistry and biology, related testing protocols, remediation technologies and regulatory programs.
Experience in policy development and implementation.
