As a Government Property Program Manager, you will:
Maintain Government approved business systems that are fully compliant with government, customer, and contractual requirements, as well as pertinent aerospace policies and procedures. Actively manage the Property Management system to the 10 Government Property Management Outcomes that are identified in the Federal Acquisition Regulation (FAR), specifically FAR 45 and 52.245-1. Manage a team of 7+ individuals (some of whom may include property professionals responsible for US Government, Customer-owned property, and capital assets) across multiple customer sites. Execute the Property Management Lifecycle Model from Acquisition, Use and Disposition consisting of 10 functional outcomes at multiple customer sites. Utilize established asset management metrics to ensure operational wellness. Present and review Key Process Indicators (KPIs) with customers; develop and implement improvement plans using Root-Cause/Corrective-Action (RCCA) tools when KPIs or other performance measures don’t meet customer or internal expectations. Meet customer and internal financial budget targets such as revenue, growth, operating income, and past dues. Meet operational goals such as quality, delivery, Voice-Of-the-Customer (VOC), safety, and fill time. Demonstrate knowledge and use of business concepts associated with the project cost and budgetary planning/control which occur on a regular basis. Identify growth opportunities and develop those opportunities into revenue; including the creation of proposals, followed by implementation and proper execution after wins. Evaluate, train, develop, and mentor staff personnel. Ensure departmental goals and objectives are completed in accordance with standards and within time and budget constraints. Drive participation in support of Continuous Improvement Plans as part of Leadership Standard Work. Lead cross-functional teams and utilize improvement tools to design, implement, or re-engineer work processes related to Property Management within the Integrated Supply Chain, Finance, Engineering, Contracts, Manufacturing, or Aftermarket activities to ensure compliant system operations. Conduct meetings and technical presentations with customer and internal leaders as required. Perform other duties as assigned. REQUIREMENTS:
Must be a U.S. Citizen. Bachelor’s Degree along with 8 years of directly related work experience. In lieu of formal education, an additional 4 years of directly related experience may be considered. 4 years of people management experience. Experience ensuring compliance to FAR 52.245-1 Government Property standards at one or more sites managing Aerospace US Government, Customer-owned property; managing contracts containing the FAR 52.245-1 clause; and supporting Government/DCMA and Customer On-Site & Limited Surveys. Experience using common ERP systems (e.g., SAP), web-based collaboration systems (e.g., SharePoint) and Asset Management tracking systems (e.g., eQuip). Must be able to travel up to 10%. Duties
What makes this role unique?
In this role you will work with a wide range of people with diverse backgrounds to help them stay compliant with Washington regulations. The work is complex and challenging and rewarding as it requires identifying implementable solutions. What you will do:
Act as an agency technical compliance and enforcement specialist on hydrofluorocarbons (HFCs) and refrigerant technologies, including site visits.
Apply state regulations, promote best available science and technologies, and provide technical assistance to the regulated community on HFC restrictions and allowable alternatives.
Help Ecology teammates to develop best management practices and standard operating procedures for conducting site visits for the Refrigerant Management Program.
Expand your knowledge in alternative refrigerant technologies and developments in new low-GWP refrigerants.
Help outreach staff to educate the regulated community on restrictions as they become effective, RMP compliance requirements, and how to use Ecology’s HFC reporting system.
Network with other compliance specialists in other programs, with other states, and trade group representatives.

Keeping Washington Clean and Evergreen The Air Quality Program (AQP) within the Department of Ecology is looking to fill a Greenhouse Gas Reduction Specialist (Environmental Specialist 3)(In-Training) position. This position is located in our Headquarters Office in Lacey, WA .
Do you want to help Washington State tackle climate change by reducing greenhouse gas (GHG) emissions? Interested in getting out of the office to help people do their [ML(1] part to reduce GHG emissions? Do you enjoy helping businesses in Washington stay compliant with certain Washington State laws so they can continue being sustainable? Do you like mixing the technical aspects of science, working with complex machinery like large refrigeration equipment, and becoming well versed in the implementation of Washington’s climate regulations? Are you a detail-oriented person who wants to explain complex a process to the public in a way that increases their knowledge? Do you want to be part of a growing team that enjoys team collaboration? Provide technical compliance assistance to the regulated community;
Work with teammates to promote awareness of Washington’s fluorinated gas regulations and encourage low-global warming potential alternatives; and,
Help develop, test, and then use Standard Operating Procedures (SOPs) to perform compliance inspections at facilities covered under Washington’s HFC laws.

Duties
What makes this role unique?
In this role you will work with a wide range of people with diverse backgrounds to help them stay compliant with Washington regulations. The work is complex and challenging and rewarding as it requires identifying implementable solutions. What you will do:
Act as an agency technical compliance and enforcement specialist on hydrofluorocarbons (HFCs) and refrigerant technologies, including site visits.
Apply state regulations, promote best available science and technologies, and provide technical assistance to the regulated community on HFC restrictions and allowable alternatives.
Help Ecology teammates to develop best management practices and standard operating procedures for conducting site visits for the Refrigerant Management Program.
Expand your knowledge in alternative refrigerant technologies and developments in new low-GWP refrigerants.
Help outreach staff to educate the regulated community on restrictions as they become effective, RMP compliance requirements, and how to use Ecology’s HFC reporting system.
Network with other compliance specialists in other programs, with other states, and trade group representatives.
Qualifications
Required Qualifications: Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
The goal class for this position is an Environmental Specialist 3 (ES3). We will consider applicants who meet the requirements for the Environmental Specialist 1, 2 & 3 levels. If the finalist meets the requirements for the ES1 or ES2 level, then they will be placed into a training program to become an ES3 within a specified period of time.
Environmental Specialist 1 (Salary Range 38: $2,999-$3,887 Monthly)
A total of Four (4) years of experience and/or education as described below:
Professional level Experience in: Environmental analysis or control or environmental planning. Experience may include: Work related to air quality, chemistry, and environmental monitoring (e.g. field sampling).
