Participate in the end of fiscal year organizational fund close and reporting.

Qualifications:
Minimum of Bachelor’s-level degree in public administration, business, finance, economics, accounting, or a related field, Master’s preferred .
Minimum of five years of professional experience in financial management of international development projects .

Improve technical leadership and knowledge management:

Gender barriers operate at multiple levels (e.g., individual, couple, service provision, community) and include, but are not limited to, those related to gender norms, inequalities in access to opportunities based on sex and gender, gender-based violence and harmful traditional practices.

Selection Criteria
Bachelor’s degree with 10+ years of relevant experience. Master’s degree preferred.
Strong preference may be given to candidates with experience working in, with, or around state-level government.
At least 3-5 years of supervisory experience.
Experience cultivating team-based environments that empower staff to work independently while fostering collaboration across an organization.
Demonstrated success in leading strategy implementation to drive results, with a record of seeing processes through from idea to execution.
Experience working on electricity sector climate policy is preferred but not required.

Summary
American Progress is seeking a Finance Manager to assist with financial analysis and the preparation, management, implementation, and reconciliation of budgets and forecasts. The candidate will additionally oversee all financial transactions in a portfolio and manage grant financial proposals and reports while also serving as a liaison between policy departments and the Development, Human Resources, and Legal teams.

WRI’s Climate Program requires an individual to help support a diverse team of experts as a Project Coordinator with the National Climate Action initiative. You will support the Long-Term Strategies project focused on shifting climate policies in five major emerging economies that account for nearly 40% of greenhouse gas emissions and strives to improve governments’ readiness to implement actions following the long-term transitions necessary to limit warming and achieve the goals of the Paris Agreement. In this role, you will support the financial and administrative operations of the Long-Term Strategies and other projects under the National Climate Action initiative. Prepare and maintain sub-agreements and contracts in collaboration with project team ensuring agreements are completed on time, including the accurate submission of progress and financial reports

WRI’s Climate Program requires an individual to help support a diverse team of experts as a Project Coordinator with the National Climate Action initiative. You will support the Long-Term Strategies project focused on shifting climate policies in five major emerging economies that account for nearly 40% of greenhouse gas emissions and strives to improve governments’ readiness to implement actions following the long-term transitions necessary to limit warming and achieve the goals of the Paris Agreement. In this role, you will support the financial and administrative operations of the Long-Term Strategies and other projects under the National Climate Action initiative. You will provide important support to senior managers and project teams. Specific responsibilities will include drafting and monitoring contracts and procurements, processing payments, facilitating outreach efforts and events, managing team meetings, tracking expenditures, and supporting budgets, financial proposals, and grant reports, and other tasks as assigned. What you will do:
Financial Management (35% time)
Prepare final financial report for project’s main donor and work with relevant departments to finalize report and accompany audit process
Update and maintain project budgets including shared grants, cost-share, and other project financial arrangements
Regularly review, update, and monitor all transactions, commitments, and revenue prospects for projects
Solicit, review and process invoices and other payments in compliance with established WRI policy
Follow WRI’s internal processes and deadlines related to funding, including quarterly reviews, monthly & annual closeouts, and future fiscal year annual budget submissions
Collaborate with other NCA-related projects across WRI to coordinate on staffing, fundraising, and financial management
Grant Management (25% time)
Support financial report for project management and external donors and work with relevant departments to document expenses and prepare for audits
Draft grant proposal budgets and support the collection and submission of formal proposals for team fundraising
Support donor and grants management by supporting upkeep of company database and other knowledge management systems
Monitor and advise team on maintaining compliance with terms and conditions of complex grant and contract agreements
Project Management (25% time)
Support project managers in coordinating with external partners, and provide close liaison with WRI staff across programs and departments, and operations teams at WRI international offices
Process contracts, procurement documents, work orders, and other formal documentation for project commitments
Prepare and maintain sub-agreements and contracts in collaboration with project team ensuring agreements are completed on time, including the accurate submission of progress and financial reports
Support partner management by reviewing and drafting language for contracts, reviewing interim and final reports, and ensuring all supporting documentation is accurate and provided; remind them of deadlines, and keep records of all their documents (reports, invoices, receipts, etc.)
Maintain project status tracker to gather relevant information and activity inputs to support required narrative reports
Administration & Events Management (15% time)

PROJECT DESCRIPTION The Catskill Center seeks to identify and select an experienced professional grant writing consultant with a proven track record of researching, developing, writing, preparing and submitting successful grant proposals for federal and state government grants and private foundation grants. Primary responsibilities include responding to grant opportunities – typically federal, state, or private foundations - as selected by the Catskill Center. Details of responsibilities are described in this Request for Proposals (RFP) under “Scope of Services.”
The selected consultant will work with the Catskill Center’s management team, composed of the Executive Director and Deputy Executive Director, and associated program directors managers. Some of the Catskill Center’s programs and services for which we seek funding include:
● General Operations; ● Advocacy; ● Catskill Fire Tower Project; ● Land Trust initiatives; ● Catskills Visitor Center (CVC); and ● Riparian, Fire Tower, High-Use Location, and Ridgerunner Stewards Program.
AGREEMENT DURATION This agreement will have a term of twelve (12) months beginning on or about May 1, 2023 and ending on April 30, 2024, with the possibility for extension.
SCOPE OF WORK The selected consultant(s) will be required to deliver the services outlined in this RFP to the Catskill Center.
Task 1 . Learn more about us. Gain familiarity with the history and programs of the Catskill Center.
Task 2 . Identify grant opportunities. Research and identify potential relevant grant opportunities. Work with Catskill Center staff to assess the validity of current funding priority areas, and identify new priority areas for funding. Engage the Catskill Center management team in creative strategizing for project development. Stay up-to-date about potential community resources for grant collaboration/ partnership and work with Catskill Center management team to identify community partners as necessary.
Maintain a shared google spreadsheet with the Catskill Catskill of basic information related to potential funding opportunities. Such information includes but is not limited to the agency/foundation name, application due date(s), eligibility, a brief program summary, and the level of funding available. The Catskill Center will share a pre-populated, outdated spreadsheet with the selected consultant for the consultant to update or incorporate into a new spreadsheet, as mutually agreed.
Task 3 . Help prepare grant applications, from A-Z. Provide comprehensive general grant writing services associated with the completion and submission of grant applications and program administration. At the beginning of the proposal process, develop a timeline that is agreeable to the Catskill Center management team for submission of proposal drafts and review. With prior written approval, attend applicable pre-proposal workshops/webinars and update the Catskill Center management team with relevant information. Collaborate with the Deputy Executive Director and associated program/project manager to prepare budgets and budget narratives to sufficiently fund the activities of the project. Collate data, prepare and submit approved grant materials in accordance with grant requirements.
Task 4 . Tie-out the application process. Immediately notify by email the Executive Director & Deputy Executive Director following all grant submissions. Upload a complete electronic copy, including all attachments, of each submitted grant application package to a specified Catskill Center Shared Google Drive folder as soon as possible following submission.
Task 5 . Set us up for success with funded projects. For all submitted grants which receive funding, create a brief cover sheet with a clear list and timeline of summarized deliverables and reporting obligations, including any specific to funding requests and/or expense documentation. Upload this list to the specified Shared Google Drive folder and share it with the relevant project/program manager and Deputy Executive Director.
QUALIFICATIONS The consultant should have the following minimal qualifications: 1. A proven track record of a 3-7 years of successful grant writing experience including sourcing, developing, writing, and submitting successful federal and state government grant proposals documented by summary of funding source, date, & amount. 2. Experience preparing grant proposals for a nonprofit; 3. The ability to do multiple assignments at the same time. 4. Documented experience with collaborative project development with multiple partner organizations. If respondent has experience with development of regional grants, include documentation of extent of region and partnerships. 5. Excellent writing skills and ability to write persuasive proposals as demonstrated by clear and compelling proposal samples. 6. Excellent budget preparation skills and ability to prepare budgets and budget narratives to sufficiently fund the activities of projects in compliance with all government regulations. 7. PROJECT DESCRIPTION The Catskill Center seeks to identify and select an experienced professional grant writing consultant with a proven track record of researching, developing, writing, preparing and submitting successful grant proposals for federal and state government grants and private foundation grants. Primary responsibilities include responding to grant opportunities – typically federal, state, or private foundations - as selected by the Catskill Center. Details of responsibilities are described in this Request for Proposals (RFP) under “Scope of Services.”
The selected consultant will work with the Catskill Center’s management team, composed of the Executive Director and Deputy Executive Director, and associated program directors managers. Some of the Catskill Center’s programs and services for which we seek funding include:
● General Operations; ● Advocacy; ● Catskill Fire Tower Project; ● Land Trust initiatives; ● Catskills Visitor Center (CVC); and ● Riparian, Fire Tower, High-Use Location, and Ridgerunner Stewards Program.
AGREEMENT DURATION This agreement will have a term of twelve (12) months beginning on or about May 1, 2023 and ending on April 30, 2024, with the possibility for extension.
SCOPE OF WORK The selected consultant(s) will be required to deliver the services outlined in this RFP to the Catskill Center.
Task 1 . Learn more about us. Gain familiarity with the history and programs of the Catskill Center.
Task 2 . Identify grant opportunities. Research and identify potential relevant grant opportunities. Work with Catskill Center staff to assess the validity of current funding priority areas, and identify new priority areas for funding. Engage the Catskill Center management team in creative strategizing for project development. Stay up-to-date about potential community resources for grant collaboration/ partnership and work with Catskill Center management team to identify community partners as necessary.
Maintain a shared google spreadsheet with the Catskill Catskill of basic information related to potential funding opportunities. Such information includes but is not limited to the agency/foundation name, application due date(s), eligibility, a brief program summary, and the level of funding available. The Catskill Center will share a pre-populated, outdated spreadsheet with the selected consultant for the consultant to update or incorporate into a new spreadsheet, as mutually agreed.
Task 3 . Help prepare grant applications, from A-Z. Provide comprehensive general grant writing services associated with the completion and submission of grant applications and program administration. At the beginning of the proposal process, develop a timeline that is agreeable to the Catskill Center management team for submission of proposal drafts and review. With prior written approval, attend applicable pre-proposal workshops/webinars and update the Catskill Center management team with relevant information. Collaborate with the Deputy Executive Director and associated program/project manager to prepare budgets and budget narratives to sufficiently fund the activities of the project. Collate data, prepare and submit approved grant materials in accordance with grant requirements.
Task 4 . Tie-out the application process. Immediately notify by email the Executive Director & Deputy Executive Director following all grant submissions. Upload a complete electronic copy, including all attachments, of each submitted grant application package to a specified Catskill Center Shared Google Drive folder as soon as possible following submission.
Task 5 . Set us up for success with funded projects. For all submitted grants which receive funding, create a brief cover sheet with a clear list and timeline of summarized deliverables and reporting obligations, including any specific to funding requests and/or expense documentation. Upload this list to the specified Shared Google Drive folder and share it with the relevant project/program manager and Deputy Executive Director.
QUALIFICATIONS The consultant should have the following minimal qualifications: 1. A proven track record of a 3-7 years of successful grant writing experience including sourcing, developing, writing, and submitting successful federal and state government grant proposals documented by summary of funding source, date, & amount. 2. Experience preparing grant proposals for a nonprofit; 3. The ability to do multiple assignments at the same time. 4. Documented experience with collaborative project development with multiple partner organizations. If respondent has experience with development of regional grants, include documentation of extent of region and partnerships. 5. Excellent writing skills and ability to write persuasive proposals as demonstrated by clear and compelling proposal samples. 6. Excellent budget preparation skills and ability to prepare budgets and budget narratives to sufficiently fund the activities of projects in compliance with all government regulations. 7. Six (6) years of Public Health laboratory management experience in a public or private organization which included responsibility for each of the following areas:
a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation.
A doctorate degree and a graduate degree in public health or other administrative field (MPH or MPA), and a record of independent scientific work and publication.
Special Qualifications:
Under federal law, the incumbent must meet special qualifications for a laboratory director of high complexity testing at 42 CFR 493.1443(b)(3)(i); the laboratory director must hold an earned doctoral degree in a chemical, physical, biological or clinical laboratory science from an accredited institution and be certified and continue to be certified by a board approved by HHS. Requested Skills:
The ideal candidate will be an experienced lab scientist as well as a thought leader and supervisor of a large staff.
Experience with public health, program management, community relations and public health administration.
Experience or working knowledge of the roles of public health in state and local government.
Experience with medical laboratory management.
Demonstrated ability to work with diverse stakeholders, incorporate community input, and implement programs and policies that further health equity.
Considerable leadership experience and demonstrated personnel management experience related to the motivation, management, direction, coordination, and review of the work of professional, technical, and clerical personnel.
Knowledge of budgeting, contracting, and financial management processes related to public health compliance and efficient use of resources.
Ability to facilitate Public Health’s emerging role in achieving health equity.
Experience promoting a culturally competent and diverse work environment.
