In our efforts to provide the best possible public library system in our community, our work to renew public libraries in Pueblo continues with our new plans to renovate the Patrick A. Lucero library. Since its opening in 2014, The Patrick A. Lucero Library has been fully embraced by Pueblo's historic eastside community.
The Patrick A. Lucero Library Branch Manager provides leadership in a community library with focus on encouraging visits, circulation, program attendance, and use of digital resources. The Branch Manager manages a staff and is accountable for achieving key results. This position works collaboratively with the management team on programming, services and change initiatives. Management of the facility, grounds and fiscal responsibilities are key elements of this position.
The Library Manager reports to the Associate Director of Public Services and manages a team of exempt and non-exempt employees. This position has overall responsibility for customer service at the branch; resolves escalated issues and addresses problems as they occur. The Lucero Branch Manager works closely with other departments including support services. Builds relationships and partnerships in the community that support and expand library services, programs, and events. Networks with peers and professional organizations to stay current on trends in public libraries and in relevant technology. The position provides excellent customer service demonstrating the ability to communicate effectively with people regardless of age, race, sexual orientation, ability level or background.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsible for the overall administration of a community library including planning and oversight of the library’s operations, staff, facility, and grounds.
Manages a staff of seven employees, participates in hiring, creates work schedules, communicates clear performance expectations, and conducts performance reviews. Develops and monitors work improvement plans as needed. Handles employee relations issues with assistance from the Human Resources Department.
Tracks and analyzes operational data and statistics; creates financial, statistical, and narrative reports on branch library operations. Makes presentations to library staff, the Board of Trustees, and other groups.
Participates in the development of the branch budget and annual goals. Develops projections for future needs in resources and staff to meet goals and objectives.
Has overall responsibility for customer service for the branch. Ensures customer service practices are followed. Applies communication techniques to reduce tension in escalated situations. Responds to incidents to include enforcing policy, calling responders if needed, writing suspensions or other corrective actions.
Works directly to serve customer library needs with customers who may be experiencing mental health challenges, homelessness, addiction, human welfare, and exclusion issues to include troubled youth.
Manages daily operations of the library within defined procedures and policies.
Communicates with the Community Relations Department for marketing, publicity, and partnership initiatives. • Works with Facilities to ensure that the building and grounds of the branch are properly maintained.
Works with Collection Development to maintain a vital collection; facilitates the weeding process. • Collaborates with other department managers and librarians to create efficiencies in programming.

QUALIFICATIONS
Education and Experience:
A Masters Degree in Library Science from a college or university accredited by the American Library Association is required.
Two years’ professional level library experience and experience working directly with the public is required.

What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.

The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. Duties
What makes this role unique? As the Program Contracts and Grants Specialist, you will interface with Air Quality Program and Ecology staff in a multitude of disciplines. You will also directly consult with and support local government and not-for-profit grant recipients, Tribes, local clean air agencies, the Attorney General’s office and other agencies and universities. Your grant portfolio includes landfill methane grants, improving air quality in overburdened communities, diesel and soot reduction, and other federal environmental grants. You will receive support and be involved with the Agency-wide grant group (including other agency-wide grant administrators) and develop expertise in competitive procurement processes. What you will do:
Negotiate, prepare, and manage complex contracts and agreements. Resolve issues that arise during the contracting process.
Ensure state policies and procedures are followed throughout the procurement process.
Assist staff in helping them in understanding regulations, policies, and procedures in the preparation of contracts, agreements, and procurements.
Review and analyze contracts and agreements to be sure they comply with regulations, policies and procedures.
Negotiate agreements with a variety of stakeholders.
Independently confirm reimbursement requests and grant submittals are eligible using working knowledge of grant agreement and guidelines, state and federal statutes and rules, AQP and Agency policies and procedures, and taking into account audit requirements and grantee relationships.
Provide expertise in determining eligibility issues and tracking and recording eligibility decisions as precedent for future issues.
Develop performance measures to accurately track and report data on all AQP grant programs.
Coordinate with the regional grant fund managers in grant cycle planning and execution.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Specialist 4 (ES4) . We will consider applicants who meet the requirements for the ES2, ES3 and ES4 levels. If the finalist meets the requirements for the ES2 or ES3 levels, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Duties
What makes this role unique? As the Program Contracts and Grants Specialist, you will interface with Air Quality Program and Ecology staff in a multitude of disciplines. You will also directly consult with and support local government and not-for-profit grant recipients, Tribes, local clean air agencies, the Attorney General’s office and other agencies and universities. Your grant portfolio includes landfill methane grants, improving air quality in overburdened communities, diesel and soot reduction, and other federal environmental grants. You will receive support and be involved with the Agency-wide grant group (including other agency-wide grant administrators) and develop expertise in competitive procurement processes. What you will do:
Negotiate, prepare, and manage complex contracts and agreements. Resolve issues that arise during the contracting process.
Ensure state policies and procedures are followed throughout the procurement process.
Assist staff in helping them in understanding regulations, policies, and procedures in the preparation of contracts, agreements, and procurements.
Review and analyze contracts and agreements to be sure they comply with regulations, policies and procedures.
Negotiate agreements with a variety of stakeholders.
Independently confirm reimbursement requests and grant submittals are eligible using working knowledge of grant agreement and guidelines, state and federal statutes and rules, AQP and Agency policies and procedures, and taking into account audit requirements and grantee relationships.
Provide expertise in determining eligibility issues and tracking and recording eligibility decisions as precedent for future issues.
Develop performance measures to accurately track and report data on all AQP grant programs.
Coordinate with the regional grant fund managers in grant cycle planning and execution.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Specialist 4 (ES4) . We will consider applicants who meet the requirements for the ES2, ES3 and ES4 levels. If the finalist meets the requirements for the ES2 or ES3 levels, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Full-time employment.

Strong communication skills and dependability. Previous customer service experience required, with a strong preference for prior customer service experience in a higher education, museum, or related industry.
Ability to complete written reports; follow and enforce standard operating procedures; and interact with visitors in a courteous and respectful manner while ensuring the safety of patrons and art.
The ability to create a welcoming and engaging environment, as well as to communicate effectively in oral and written formats with multiple diverse populations, with demonstrated knowledge and skill to engage across a wide variety of individual differences and identities through meaningful interactions characterized by respect, mutual understanding, and reciprocity.
Must be able to effectively navigate through difficult conversations and use de-escalation skills and strategies, as needed.

Museum Security Officers maintain order, reduce injury and reduce property loss at the Museum. They provide routine protection of galleries and visitors by making continuous tours throughout the Museum and informing visitors of museum rules. Officers serve as an initial security and safety responders for events and escalate and/or report as appropriate and respond politely and in a courteous, professional manner to visitors and staff. They also answer visitors' questions or direct visitors to someone who can answer.
