Keeping Washington Clean and Evergreen The Office of Equity and Environmental Justice (OEEJ) within the Department of Ecology is looking to fill a Language Services Coordinator (External Civil Rights Specialist 4) position. This position can be located in any of the following locations: Headquarters Office in Lacey, WA. Northwest Region Office (NWRO) in Shoreline, WA . Central Region Office (CRO) in Union Gap, WA . Eastern Region Office (ERO) in Spokane, WA . Upon hire, you must live within a commutable distance from the duty station. In this instance the salary range will be $6,348 - $8,539 per month. This new position is part of Ecology’s investment in improving and expanding our language services and language access. More than a half million Washingtonians speak English “less than very well”, according to recent Census Bureau data. This position is crucial to supporting Ecology’s language services, eliminating barriers to access, and promoting equity in our environmental work. In this role, you will work with our Civil Rights Compliance Coordinator, the Language Access Work Group, Spanish, Korean, Chinese, and Vietnamese teams, and people from across our environmental programs. What makes this role unique?
Within your first few months in this role, you will have the opportunity to put a new Language Access Plan into action and lead the agency through some important changes. A key aspect of this work will be to ensure that we have high-quality, timely language services through a combination of internal language teams and external vendors. You will also work to bring consistent and clear language access guidance and training to teams that serve and regulate diverse communities across the state, which can be both challenging and highly rewarding. What you will do:
Help make Ecology’s information and services accessible to more Washingtonians by leading implementation of the new Language Access Plan.
Empower agency staff to improve language access through guidance, training, and technical support.
Help our internal Multilingual Interpretation and Translation Teams (MITT) feel supported, valued, and effective through your coordination and leadership.
Streamline processes and improve language services by working collaboratively with MITT members and team sponsors.
Build clarity and consistency in how we work with external vendors to ensure high quality language services.
Leverage the enthusiasm and capacity of the Language Access Work Group to creatively and collaboratively work on a range of issues and projects.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. Position Summary: Under the supervision of the Sr. Program Specialist, the Program Specialist is responsible for developing meaningful community connections for people with developmental and intellectual disabilities. He/she will accomplish this by developing resources in the community in which they live where they can participate in community inclusive recreational and leisure activities of their choosing. The Program Specialist will support individuals to reach their highest level of independence through community connections and activities; treat them with respect; and honor individual rights. He/she will provide the support necessary for the persons we support to achieve their desired lifestyles and increase levels of independence, productivity, and social/physical inclusion into the community. This includes: developing and assisting with the person-centered planning process, supervise the implementation of daily program activities and community experiences. Complete necessary daily documentation, as well as follow-up documentation.

This role’s primary initial goal will be to set the priorities and strategies for the aggregation and dissemination of information, while jumping in mid-stride to improve existing efforts. General Strategy
Develop and implement a strategy – with success metrics – that integrates knowledge management and learning and addresses key gaps in both.
Connect the strategy to the firm’s and MO business’ strategies and model, including anticipating and acting on future business needs that a knowledge management and learning strategy will need to address.
Lead change management initiatives related to the knowledge management and learning strategies, including for MO staff, the IT team, the Business Development team, and clients.
Develop and implement a budget, along with business cases for investment of funds.
Build, manage, and support knowledge management and learning teams to drive the outcomes of the knowledge management and learning strategies and related functions.
Identify, recommend, and lead the build-out of relevant IT systems.
Build the roster of, work in partnership with, and manage external consultants to support the advancement of the knowledge management and learning strategies.
Participate in knowledge management and learning communities of practice across the firm.
Knowledge Management Leadership
Identify needed team and role competencies necessary to achieve business outcomes, and develop a functional and related knowledge management program.
Implement knowledge management and sharing processes and systems that increase knowledge availability, through the lens of self-service and self-sufficiency.
Partner with internal teams to identify knowledge that team members need to know throughout different stages in their employee lifecycle and make it accessible.
Work across MO to develop and implement tools, reports, dashboards and databases that will improve program, technical and operational effectiveness and efficiency.
Improve the ease that knowledge is distributed and searchable across MO.
Develop and implement guidelines and expectations for how the team creates, maintains, and accesses knowledge and resources.
Identify best knowledge management practices and leverage existing technology (e.g., SharePoint, Salesforce) or secure new technology to create new and better systems and business intelligence forums.
Engage staff as active participants in updating knowledge management systems and processes with relevant information.
Support subject matter experts in distributing their specialized knowledge across MO.
Implement processes and technology systems that minimize continuity disruptions caused by institutional and project knowledge leaving when team members depart.
Support coordination of how MO business policies and processes are changed and shared.
Learning and Development Leadership
Identify needed role competencies within the team necessary to achieve business outcomes, and develop a team-based learning program to support staff development.
Develop a structure that best positions staff to develop the skills that are appropriate to their role and where they are in their Managed Organization’s career lifecycle.
Create an efficient and effective onboarding program that targets optimizing new team members in their roles as quickly as reasonable.
Develop and manage skills training for team members by level and services provided.
Build curricula to ensure staff at all levels have the right knowledge and skills to competently deliver core services.
Develop and leverage experiential learning programs– including shadowing, role playing, and sandboxing – to increase learning outcomes.
Work the firmwide learning and development (L&D) leader in the usage of and further development of our learning management system (LMS).
Use self-service (including within the LMS and across other available technology solutions) and interventions (e.g., video training, flow charts) to systematize and foster efficient learning.
Create a development pathway, in coordination with HR, that clarifies how a team member can grow from level to level.
Develop and convey effective learning and development standard operating procedures working within the firmwide blended L&D function.

To Be Successful in This Role, You’ll Need

Working under the supervision of the Director of Government Relations, and in collaboration with policy and advocacy staff, the Manager of Community Engagement & Education is directly responsible for building new and strengthening existing relationships with AFC’s key constituencies across Illinois, including people living with and vulnerable to HIV, health and social service providers, and community leaders. The Manager of Community Engagement & Education will develop and implement plans to educate and build advocacy capacity among AFC’s constituents and stakeholders on HIV-related public policy and legislative issues, lead mobilization efforts to influence public policy, expand AFC’s network of grassroots advocates, and provide other supportive functions as needed. The Manager of Community Engagement & Education is responsible for supporting the advancement of sound HIV public policy and must demonstrate a commitment to social justice.
The salary range for this role is $45,000 to $55,000 annually.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Community Engagement
Develop and implement community engagement plans and strategies to ensure involvement of people living with and most impacted by HIV in all aspects of AFC’s advocacy and policy work, including but not limited to development of campaigns and community engagement tactics that advance AFC’s policy and legislative objectives
Identify, mobilize, and build relationships with key AFC constituencies across Illinois with special attention and sensitivity to highly vulnerable, stigmatized, and marginalized populations including (and not limited to) people living with HIV and communities of color
In collaboration with AFC policy and advocacy staff, identify, cultivate relationships with and mobilize civic leaders and organizations in key areas of the state through coordinated legislative and educational campaigns
Work in partnership with Program Development to identify and apply for funds to support community engagement and advocacy related projects
Collaborate with Policy Communications Specialist to develop and implement a plan to grow AFC’s online advocacy network members and their responsiveness to action requests
Deepen relationships with IL-ASAP (Illinois Alliance for Sound AIDS Policy) members and grow membership in Chicago and across the state, prioritizing outreach and engagement of community members from AFC’s Priority Populations.
Community Education
Under the direction of the Director of Government Relations, develop, implement, and monitor state-based mobilization and education campaigns on AFC’s legislative and policy goals
Increase capacity of agencies and individuals to understand relevant policy issues and effectively communicate about such issues to decision-makers through developing, organizing, and facilitating advocacy trainings, workshops, and technical assistance
Liaison as a representative of AFC to community leaders and organizations to educate them on important policy issues and help maintain AFC’s ongoing coalition and campaign work
Create and conduct educational presentations for our communities on a variety of topics including relevant and current HIV public policy issues, and other topics as assigned
Project Management
Manage, train, and closely work with IL-ASAP members to build their leadership and skills in communications, advocacy, legislative outreach, and knowledge on important HIV related policy issues. Manage the onboarding process of new members, with emphasis on recruitment outside of Cook County
Organize several large and small annual policy/advocacy community events, including but not limited to Advocacy Days and AIDS Run & Walk Chicago policy presence.
With guidance from AFC policy and advocacy staff, develop, set, and achieve annual Advocacy Day goals and objectives
Other
Assist department leadership on other project-related matters
Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk Chicago, and others
Maintain and update job knowledge by participating in training and educational opportunities, reading professional publications, and participating in professional organizations
Protect organization's value and manage risk by keeping information confidential
Perform other duties as assigned.
EXPERIENCE AND EDUCATION
Minimum Qualifications
Bachelor’s degree in policy-related field and minimum two (2) or more years’ experience with community engagement, education, and mobilization in HIV health care
OR
5 years of applicable work experience with community engagement, education, and mobilization in HIV health care
Willingness and ability to travel throughout Chicago and Illinois
Preferred Qualifications
Event planning, volunteer coordination and program management experience preferred.

What makes this role unique?
As the senior section specialist tasked with supporting environmental justice provisions in the Climate Commitment Act, you are integral to measuring our progress in reducing criteria pollutants and implementing new monitoring in the communities most affected by pollution. In this position, you will interact with others often, using advanced scientific knowledge of air monitoring operations and equipment to provide technical assistance, support, and training to local, state, and federal agencies, tribal nations, academia, contractors, and the public. Based in the Calibration and Repair Laboratory, the work includes solving advanced technical challenges as well as field support, providing the opportunity to enjoy Washington’s beautiful and diverse landscapes and weather as you travel between Lacey and supported monitoring sites around the state. What you will do:
Configure air sensors, FEM/FRM monitors, and other equipment for telemetry and monitoring needs.
Coordinate the deployment of low-cost air pollution sensors and other FEM/FRM monitors with AQP, local air agency, and other agency/tribal air monitoring operators.
Develop and recommend policies and guidelines for ambient air monitoring approaches within overburdened communities.
Review and analyze collected overburdened community ambient air monitoring raw data, quality control information, and associated information for adherence to EPA and AQP quality system requirements to ensure data are accurate and defensible.
Investigate and advise the Quality Assurance team regarding quality assurance protocols for low-cost sensors.
Provide mentoring to Ecology and partner agency air monitoring operators on the deployment, operation, quality control, and maintenance of air sensors and FEM/FRM monitors in overburdened communities to ensure accurate air pollution measurement and reporting across the state.
Develop and teach classes to professional-level air monitoring operators on the operation, calibration, maintenance, and quality control of air sensors, FEM and FRM particulate monitors, and other equipment to ensure operators are well trained and consistent in data collection across the state.
Provide backup support for Calibration & Repair Lab and Southwest Regional Office (SWRO) air monitoring operations. Duties include calibration and repair of instruments as well as quality control checks and installation and retrieval of samples at air monitoring sites in the SWRO jurisdiction.

As the senior section specialist tasked with supporting environmental justice provisions in the Climate Commitment Act, you are integral to measuring our progress in reducing criteria pollutants and implementing new monitoring in the communities most affected by pollution. In this position, you will interact with others often, using advanced scientific knowledge of air monitoring operations and equipment to provide technical assistance, support, and training to local, state, and federal agencies, tribal nations, academia, contractors, and the public. Based in the Calibration and Repair Laboratory, the work includes solving advanced technical challenges as well as field support, providing the opportunity to enjoy Washington’s beautiful and diverse landscapes and weather as you travel between Lacey and supported monitoring sites around the state. What you will do:
Configure air sensors, FEM/FRM monitors, and other equipment for telemetry and monitoring needs.
Coordinate the deployment of low-cost air pollution sensors and other FEM/FRM monitors with AQP, local air agency, and other agency/tribal air monitoring operators.
Develop and recommend policies and guidelines for ambient air monitoring approaches within overburdened communities.
Review and analyze collected overburdened community ambient air monitoring raw data, quality control information, and associated information for adherence to EPA and AQP quality system requirements to ensure data are accurate and defensible.
Investigate and advise the Quality Assurance team regarding quality assurance protocols for low-cost sensors.
Provide mentoring to Ecology and partner agency air monitoring operators on the deployment, operation, quality control, and maintenance of air sensors and FEM/FRM monitors in overburdened communities to ensure accurate air pollution measurement and reporting across the state.
Develop and teach classes to professional-level air monitoring operators on the operation, calibration, maintenance, and quality control of air sensors, FEM and FRM particulate monitors, and other equipment to ensure operators are well trained and consistent in data collection across the state.
Provide backup support for Calibration & Repair Lab and Southwest Regional Office (SWRO) air monitoring operations. Duties include calibration and repair of instruments as well as quality control checks and installation and retrieval of samples at air monitoring sites in the SWRO jurisdiction.

Plan, develop materials for, and carry out community outreach and environmental education events,

In this role, you will advise and assist the Director of Agriculture Policy in NWF’s work on the conservation and climate provisions of the Farm Bill, and other agriculture related legislative and policy issues. Portfolio issue areas will include: promoting climate beneficial agriculture practices and policy, diversification of agriculture systems, agriculture appropriations, and other conservation related agriculture policy issues.
Your primary responsibilities will include:
Performing policy analysis and research
Working with the Policy Director to develop and execute a lobbying and advocacy strategy around assigned legislative and administrative policy issues.
Developing educational and outreach materials, including factsheets, white papers, and blog posts
Building and maintaining relationships with key agency and Congressional staff
Collaborating with and supporting NWF’s lobby team and policy staff to further key legislative goals and priorities
Serving as an NWF policy representative on key coalitions
Intra-organizational communication and coordination.
Qualifications:
Four-year degree required, in environmental policy, climate, agriculture, or related field.
At least five years of relevant professional experience, preferably with at least one year of experience in policy analysis, advocacy, or lobbying at the federal, state, or local level.
Experience working with coalitions or NGO partnerships.
Excellent written and oral communications skills, including the ability to translate highly technical information for a public audience and for Congressional and agency offices.
Ability to work collaboratively with a team

(Due to COVID-19 all employees are working remotely until we make return to work decisions). This position is an integral part of the National Advocacy Center’s (NAC) leadership team. In this role you will be responsible for working with the Vice President of National and International Conservation Programs and the NAC leadership team to achieve the goals of the strategic plan. You will act as a trusted advisor to the Vice President of National and International Conservation Programs, and will develop and maintain high-level oversight of all aspects of operations and administration. You will work to establish best practices within the NAC, and will be an active member of the wider NWF Program Operations team. You will also supervise the Contracts Specialist and the Office Manager, two full-time positions whose responsibilities are a subset of those listed below.
Your major areas of responsibility are:
Financial Management and Fundraising Support: Oversee the development and implementation of the various NAC budgets and ensures overall sound financial management of grants and donations consistent with NWF's policies. Takes a holistic approach to budget management and creation, looking across all NAC programs to strategically allocate funds. Develop, implement and manage budgets through projections, cost classifications, transfers and year-end carryovers; prepare and monitor NAC budgets consistent with NWF’s financial reporting system. Oversee and approve all expenses, including salary allocations, travel, office operations and special events. Generate and oversee all contract and grant agreements of the NAC including appropriate approvals and financial tracking. Process and manage input of NAC donations/payments received into the CRM system. Assist program staff in grant research and applications. Track grant reporting requirements and ensure that all requirements are met. Work closely with the Finance and Philanthropy departments.
Operational Management: Develop and implement operational processes and procedures for the NAC to ensure consistency, effectiveness and efficiency across teams and programs. Maintain and promote a safe, efficient and productive office environment. Oversee office lease and contract agreements, including modifications and renewals. Organize and/or assist with internal meetings, visits, retreats and special events and projects. Assist with development and communications tasks, such as events and mailings. Keep office equipment updated and in working order. Ensure systems and procedures are current and functional; keep office equipment updated and in working order. Provide for a process to approve, track and retain all contracts, grant agreements and other legal documents. Organize and/or assist with internal meetings, visits, staff retreats, and special events. Run regular staff meetings, and ensure all department staff are aware of processes and procedures.

(Due to COVID-19 all employees are working remotely until we make return to work decisions). This position is an integral part of the National Advocacy Center’s (NAC) leadership team. In this role you will be responsible for working with the Vice President of National and International Conservation Programs and the NAC leadership team to achieve the goals of the strategic plan. You will act as a trusted advisor to the Vice President of National and International Conservation Programs, and will develop and maintain high-level oversight of all aspects of operations and administration. You will work to establish best practices within the NAC, and will be an active member of the wider NWF Program Operations team. You will also supervise the Contracts Specialist and the Office Manager, two full-time positions whose responsibilities are a subset of those listed below.
Your major areas of responsibility are:
Financial Management and Fundraising Support: Oversee the development and implementation of the various NAC budgets and ensures overall sound financial management of grants and donations consistent with NWF's policies. Takes a holistic approach to budget management and creation, looking across all NAC programs to strategically allocate funds. Develop, implement and manage budgets through projections, cost classifications, transfers and year-end carryovers; prepare and monitor NAC budgets consistent with NWF’s financial reporting system. Oversee and approve all expenses, including salary allocations, travel, office operations and special events. Generate and oversee all contract and grant agreements of the NAC including appropriate approvals and financial tracking. Process and manage input of NAC donations/payments received into the CRM system. Assist program staff in grant research and applications. Track grant reporting requirements and ensure that all requirements are met. Work closely with the Finance and Philanthropy departments.
Operational Management: Develop and implement operational processes and procedures for the NAC to ensure consistency, effectiveness and efficiency across teams and programs. Maintain and promote a safe, efficient and productive office environment. Oversee office lease and contract agreements, including modifications and renewals. Organize and/or assist with internal meetings, visits, retreats and special events and projects. Assist with development and communications tasks, such as events and mailings. Keep office equipment updated and in working order. Ensure systems and procedures are current and functional; keep office equipment updated and in working order. Provide for a process to approve, track and retain all contracts, grant agreements and other legal documents. Organize and/or assist with internal meetings, visits, staff retreats, and special events. Run regular staff meetings, and ensure all department staff are aware of processes and procedures.
Human Resource Planning and Management : Assist VPs, Associate VPs, and program leads with recruitment and hiring of new staff, and with staff development. Work with VPs and AVPs in overseeing all issues relating to human resources: onsite and remote staff hiring, retention of quality staff, and compliance with NWF policies. Promote a productive and interactive work environment.
Facilities Management : Direct the use and maintenance of NWF’s leased office space in Downtown Washington, DC, which is nearly 13,000 square feet containing five conference rooms and 66 employee workstations. Facilitate negotiation of the office lease and serve as intermediary with landlord regarding office space issues.
Internal Relations: Represent the NAC in relationship building and collaboration with other NWF departments and teams. Inform NAC staff of key messages and developments emanating from around the organization. Work closely with other Operations staff to ensure regular communications and to share "best practices".
Qualifications:
College degree required
Minimum 5 years relevant experience in a budget preparation and/or management, operations, or administration capacity, preferably in a nonprofit setting
Proficient in Microsoft Office applications
Preferred Qualifications:
Formal training in financial administration and budgeting strongly preferred

Travel Requirements:
Due to the COVID pandemic, travel will be restricted. If/when it is deemed safe to travel, there may be some occasional travel.

The salary range for this position is currently $70,000 to $75,000 annually.
