James City County’s General Services Department seeks an individual to perform responsible work overseeing, directing, and supervising employees responsible for performing custodial and manual work in the care and cleaning of County facilities; and performing custodial and manual work as necessary.
Responsibilities:

What makes this role challenging: This position works independently, under administrative direction of the OCR Financial and Project Section Manager. As the agency expert, you will serve as the liaison between the Reclamation and Washington State Department of Ecology on issues relating to the Yakima Basin. In this role, you will collaborate with multiple federal, state and local agencies, building partnerships to reach common goals that impact the environment where we live and recreate. You will be part of a highly effective and technically advanced team of project managers with OCR, in addition to the project management team that makes up the Reclamation’s YRBWEP team. What you will do:
Serve as the agency expert and OCR's lead member of the YRBWEP team's water and land acquisition team, which is authorized to acquire water and land to provide immediate instream flow increases in the Yakima Basin to benefit fish and wildlife.
Provide water rights research, assessment information, water law advice and interpretation of Washington water code. Analyzes and creates trust water rights, writes reviews, and edits contracts for water leases and purchases. Meets and negotiates with the public and with staff from various agencies to find and acquire water rights, and drafts and files appropriate petitions and proposed orders with the Yakima Adjudication Court and/or water right change applications to Ecology to transfer water rights from out-of-stream to instream uses.
Act as liaison and resource between the Reclamation and OCR and the Water Resources Program on matters related to YRBWEP. Manages flow tracking at the Parker and Prosser gages, as well as interaction with committee and workgroups related to YRBWEP and the Yakima Basin Integrated Plan (YBIP). Assists in the development of policy and guidance relative to the YRBWEP goals. Communicates with Ecology experts, including Water Resources Section Manager, OCR Program Director, OCR Operations Manager, irrigation district personnel and various engineers and hydrogeologists as needed to meet project commitments.
Review and solicits input on issues such as fish passage, water conservation, fish habitat development, structural/operational changes, surface water storage, groundwater storage and water banks/markets. Provides progress reports to Ecology management on YRBWEP progress and implementation.
Provide staff support to the YRBWEP workgroup, including representing the state's interest and providing advice and guidance. Is responsible for drafting, editing, and providing comments and recommendations to the YRBWEP team for development of the Basin Conservation Plan and implementation of the Basin Conservation Program (Water Conservation Grant Program). Assists Ecology and Reclamation to track conservation quantities for all YRBWEP water supplies.
Serve as Ecology's senior staff representative on state environmental policy and water law including the State Trust Water Right Program for the Yakima Basin, water right transfers, and water rights adjudication.
Provide interpretation of state laws and programs relevant to the implementation of the YRBWEP. Responsible for evaluating, commenting and providing recommendations on papers and reports prepared by Reclamation and others related to the YRBWEP. Serves as Ecology's senior staff representative on various committees, work groups, and interdisciplinary teams including Water Transfer Workgroup, YRBWEP and the Yakima Basin Integrated Plan.
Qualifications
Years of required experience indicated below are full-time equivalent years. The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon State Public Health Laboratory (OSPHL) in Hillsboro, OR has a career opportunity for a Clinical Laboratory Inspector (Compliance Specialist 3) to perform inspections for clinical laboratory testing, non-medical substance of abuse testing and health screen permit testing.
This is a full-time, limited duration, classified position which is represented by a union. Limited duration positions are benefit eligible. The duration of this positions is expected to last 17 months. This recruitment may be used to establish a list of qualified applicants to fill current or future vacancies.
What will you do?
As the clinical Laboratory Inspector, you will perform surveys and assist in the administration of the Clinical Laboratory Improvement Amendments (CLIA) program for the Laboratory Compliance (LC) section of the Oregon State Public Health Laboratory (OSPHL). You’ll work independently to assign and track all clinical laboratory inspections to assure they occur on schedule and to assure complaints against clinical, drug testing and health screening testing permit laboratories are investigated timely. You’ll perform inspections for clinical laboratory testing, non-medical substance of abuse testing and health screen permit testing. You will determine if deficiencies pose an immediate jeopardy to the public and take action that may include the laboratory to stop testing until compliance can be assured, determine if deficiencies will be cited at the standard level, condition level, or if the problems are immediate and serious and there is a potential for a negative patient outcome, and determine if the laboratories allegation of compliance or plan of correction is adequate to correct the cited deficiencies.
In this role, will also develop checklist or job aids to inspect nonroutine specialties such as cytogenetics, histocompatibility, nuclear medicine, electron microscopy, DNA and PCR or substance of abuse testing, to assure regulations are being met. You will determine if new testing methodologies developed by the laboratory, produces accurate results and that the test is developed on good scientific principles. You’ll develop and monitor the section quality assurance parameters required by the Center for Medicare and Medicaid Services (CMS) and stay proficient in Medicare/Medicaid laboratory billing requirements in order to consult with laboratories and DMAP to assure appropriate laboratory specialty certification. In addition, you will apply Federal regulations for clinical laboratory testing and enforce State statue and rules for substance of abuse and health screen testing services for 4000 laboratories, guide the Administrative Specialist 2 assigned to the section and help them answer technical questions addressed to the program, and speak at professional meetings to train and advise clinical laboratories on the changes or updates to the Federal and State regulations.

The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon State Public Health Laboratory (OSPHL) in Hillsboro, OR has a career opportunity for a Clinical Laboratory Inspector (Compliance Specialist 3) to perform inspections for clinical laboratory testing, non-medical substance of abuse testing and health screen permit testing.
This is a full-time, limited duration, classified position which is represented by a union. Limited duration positions are benefit eligible. The duration of this positions is expected to last 17 months. This recruitment may be used to establish a list of qualified applicants to fill current or future vacancies.
What will you do?
As the clinical Laboratory Inspector, you will perform surveys and assist in the administration of the Clinical Laboratory Improvement Amendments (CLIA) program for the Laboratory Compliance (LC) section of the Oregon State Public Health Laboratory (OSPHL). You’ll work independently to assign and track all clinical laboratory inspections to assure they occur on schedule and to assure complaints against clinical, drug testing and health screening testing permit laboratories are investigated timely. You’ll perform inspections for clinical laboratory testing, non-medical substance of abuse testing and health screen permit testing. You will determine if deficiencies pose an immediate jeopardy to the public and take action that may include the laboratory to stop testing until compliance can be assured, determine if deficiencies will be cited at the standard level, condition level, or if the problems are immediate and serious and there is a potential for a negative patient outcome, and determine if the laboratories allegation of compliance or plan of correction is adequate to correct the cited deficiencies.
In this role, will also develop checklist or job aids to inspect nonroutine specialties such as cytogenetics, histocompatibility, nuclear medicine, electron microscopy, DNA and PCR or substance of abuse testing, to assure regulations are being met. You will determine if new testing methodologies developed by the laboratory, produces accurate results and that the test is developed on good scientific principles. You’ll develop and monitor the section quality assurance parameters required by the Center for Medicare and Medicaid Services (CMS) and stay proficient in Medicare/Medicaid laboratory billing requirements in order to consult with laboratories and DMAP to assure appropriate laboratory specialty certification. In addition, you will apply Federal regulations for clinical laboratory testing and enforce State statue and rules for substance of abuse and health screen testing services for 4000 laboratories, guide the Administrative Specialist 2 assigned to the section and help them answer technical questions addressed to the program, and speak at professional meetings to train and advise clinical laboratories on the changes or updates to the Federal and State regulations.

THE COMMUNITY
This position is located in Sacramento, the capital of California and the county seat of Sacramento County. Sacramento is located at the confluence of the Sacramento and American Rivers and is connected to the San Francisco Bay by a channel through the Sacramento River Delta. The Mediterranean climate is characterized by damp, mild winters and hot, dry summers. Sacramento is a place where different interests, tastes and lifestyles abound, with something to accommodate all.
The city of Sacramento is the cultural and economic center of the Sacramento metropolitan area, the fourth largest city in California and the 25th largest in the U.S. Local universities include California State University, the University of the Pacific's McGeorge School of Law, and the University of California, in nearby Davis. The UC Davis Medical Center, a world-renowned research hospital, is one of 19 hospitals in the Sacramento region.
The Sacramento region is experiencing a profound shift in its competitive position, in large part due to an influx of entrepreneurs, businesses, creative professionals, and remote workers looking to escape costly urban living. The Greater Sacramento Area is a top employer in life sciences and health services. As part of the agriculturally rich Central Valley, Sacramento is at the forefront of agritech innovation and is considered America’s Farm-to-Fork capital.
Sacramento is also home to the NBA Sacramento Kings, the Sacramento River Cats (the San Francisco Giant’s AAA baseball team), and the Sacramento Republic FC, a USL Professional soccer team. The Crocker Art Museum is one of the leading art museums in California. Plans are underway for the development of an adjacent park into a public, art-focused gathering place. The Sacramento metropolitan area boasts more than 200 parks, four public golf courses, and is known for outdoor recreation including hiking, skiing, canoeing, kayaking, running, and biking.
The world-renowned Napa Valley is an hour’s drive away. San Francisco, Lake Tahoe, and more than a dozen ski resorts are less than a two-hour drive from Sacramento. Sacramento International Airport handles non-stop flights to and from approximately thirty U.S. destinations (including Hawaii), as well as Canada and Mexico.
COMPENSATION AND INTERVIEW PROCESS
The competitive compensation package includes a salary of $125,000. The position is also eligible for employer-paid health insurance and a 401(k) retirement plan.
Pre-screened, selected candidates will be invited for an initial interview in Sacramento, CA, with the Search Committee, on Thursday, October 21, 2021, with second interviews the following morning.
