What you will do!
As a Privacy Compliance Officer (PCO), you will support Information Security and Privacy Office (ISPO) through delivery of agency compliance and effectiveness of the privacy program that follows the agency mission and all relevant regulations.
The PCO is a shared service position servicing Oregon Department of Health of Human Services (ODHS) and Oregon Health Authority (OHA) (Hybrid entity) as the HIPAA Privacy Officer as required by law.
In this role, you will be responsible for working with all levels of management in OHA and ODHS, other state agencies, and external community partners etc. The PCO’s main role and function developing and managing the privacy compliance program, perform audits of compliance including audit plans, risk assessments and remediation plans, investigations and resolutions, and compliance and privacy related policies, procedures, education, and training in collaboration with our Awareness and Education Coordinator. PCO reviews contracts related to third party access including contractual agreements to support data protections.
Additionally, will support all reports of compliance issues and prepares reports and corrective action plans as directed by the Privacy Manager. The PCO works with agency partners to ensure access control, secure data sharing, disaster recovery, business continuity, incident response, and risk management for both HIPAA covered and non-covered entities.

What you will do!
As a Privacy Compliance Officer (PCO), you will support Information Security and Privacy Office (ISPO) through delivery of agency compliance and effectiveness of the privacy program that follows the agency mission and all relevant regulations.
The PCO is a shared service position servicing Oregon Department of Health of Human Services (ODHS) and Oregon Health Authority (OHA) (Hybrid entity) as the HIPAA Privacy Officer as required by law.
In this role, you will be responsible for working with all levels of management in OHA and ODHS, other state agencies, and external community partners etc. The PCO’s main role and function developing and managing the privacy compliance program, perform audits of compliance including audit plans, risk assessments and remediation plans, investigations and resolutions, and compliance and privacy related policies, procedures, education, and training in collaboration with our Awareness and Education Coordinator. PCO reviews contracts related to third party access including contractual agreements to support data protections.
Additionally, will support all reports of compliance issues and prepares reports and corrective action plans as directed by the Privacy Manager. At Cadmus, our Homeland Security Sector provides clients with pragmatic solutions to their most important analytical and policy challenges. Our Homeland Security Sector seeks qualified candidates to support program analysis, assessment, and evaluation; training design and development; doctrine, development of guidance and tools; communications; and provide programmatic support to our homeland security clients, partners, and stakeholders. Successful candidates will have at least five years of demonstrated professional experience in one or more of the following (Master’s Degree can be substituted for two years of experience): training development and implementation, stakeholder engagement, policy or report writing, operational or contingency planning, process development, or other related experience in the emergency management, homeland security, or other public policy fields.
Responsibilities:
Manage project-level tasks (e.g., developing project plans, providing guidance, quality control) and client engagements as part of a project team (in many cases as the task lead)
Help clients define project objectives and strategic direction for projects
Lead and support analytical tasks as part of an integrated client delivery team to anticipate and solve client challenges
Evaluate policies, processes, training, tools, and other methods of implementing national response and recovery programs
Assess and assist with recovery planning, strategies, implementation, and outcomes including housing; mass care; sustainability, natural and cultural resources; disadvantaged populations; infrastructure; and other areas
Distill complex information from multiple sources into analytical assessments, reports, memoranda, and presentations tailored for senior public and private sector clients
Assist with development of training courses, courses, forums, and workshops to educate stakeholders on programs, policies, and application of disaster processes
Plan and execute support of work-groups and workshops
Conduct comprehensive analysis of materials and stakeholder feedback to author and adjust training and job aides
Provide strong attention to detail and apply writing skills to create reports, assessments, case studies, and other written deliverables that are error free, on time, and within budgeted hours
Qualifications
Required Qualifications:
Bachelor’s Degree in political science, public policy, social sciences, journalism, homeland security, emergency management, public health or other relevant field
Minimum five years of professional experience (Master’s Degree can be substituted for two years of experience), with relevant professional experience supporting policy-related projects; preference given to those with experience in homeland security, emergency management, and recovery operations or planning
Demonstrate knowledge of emergency management and recovery program principles to apply to project tasks
Understanding of the National Disaster Recovery Framework (NDRF), Recovery Support Functions (RSFs), and major recovery programs (e.g., Community Development Block Grant Disaster [CDBG-DR])
Experience supporting recovery programs at the federal, state, or local level preferred
Ability to earn a favorable Public Trust clearance, DHS Suitability and/or a security clearance - requires US Citizenship.

The Financial Services Division within the Department of Ecology is looking to fill an Accounts Receivable Contracts Lead (Fiscal Analyst 4) position. This position is located in our Headquarters Office in Lacey, WA .
In this role, you will serve as Principal Assistant to the Revenue and Receivables Unit Manager with expertise in the functional areas associated with contracts and loans receivable accounting.
The Revenue and Receivables Unit is located within the Fiscal Office. The Fiscal Office and Budget Office make up the Financial Services Division (FSD). The FSD is one of six administrative divisions that serve Ecology. The FSD’s core work is to manage the agency’s financial resources and support agency planning so the agency can meet environmental goals and strategic priorities. FSD provides centralized financial support in accounting, budget, contracts, purchasing, and inventory. The result is Ecology managers, the Governor, State Auditor, Office of Financial Management, and the Legislature have confidence in Ecology and our financial information, and can use it to make crucial decisions affecting the environment.

Duties
What makes this role unique?
In this newly established position, you will lead three other positions in the Accounts Receivable Unit. Working with different kinds of contracts will help you broaden your knowledge of receivable contracts and miscellaneous receivable transactions as well as Penalty Enforcement transactions.
What you will do:
Reconcile agency administered accounts and general ledgers per state policy.
Process and review cost recovery documents – including AR Contracts, Interagency Agreements, Cost Reimbursement Agreements, Loan Receivable Documents, Penalties, and other receivable agreements processed by the Unit.
Assure the financial integrity of Ecology receivable contracts and the agency’s multi-million dollar loan programs.
Serve as Ecology subject matter expert for Ecology staff that use the eHub System.
Make recommendations for continuous improvement of payment processing and agreement monitoring, including the use of all available technology, to provide better service to our customers without compromising the integrity of the financial systems.
Provide consultative services and expertise to Ecology staff about accounting policy, procedures and controls, and agency financial systems.

Keeping Washington Clean and Evergreen The Air Quality Program within the Department of Ecology is looking to fill a Climate Commitment Act Environmental Justice Planner position. This position is located in our Headquarters Office in Lacey, WA . The Climate Commitment Act (CCA) includes the responsibility for Ecology to identify overburdened communities, and then take action to monitor and evaluate the air quality, and reduce pollutants in these communities. You will directly support this work as our senior policy expert and analyst. You will design, plan, and implement key rules, policies and guidance to support these environmental justice priorities. This work is closely connected with the requirements of the broader Healthy Environment for All Act (or HEAL Act). With this act, Ecology and other state agencies are engaging with communities throughout the state and incorporating environmental justice practices into our work. In this position, you will participate in government-to-government Tribal consultation on these activities. The mission of the Air Quality Program (AQP) is to protect and improve air quality in Washington. The Air Quality Program’s vision is clean, healthy air and climate for all of Washington. What will you do? This position works closely with program/division partners to proactively identify and facilitate identification of the strategic need including potential funding strategies and opportunities.
The Business Relationship Manager/Intake Partner leads activities associated with the establishment and maturation of governance/prioritization processes through a focus on the Agency-level portfolio of IT work requests managed by BES and the State portfolio for COVID Response activities managed out of the governors office. This position supports various technology project and portfolio activities by understanding funding policies and aligning funding requests to federal and state policy and guidelines. The role provides leadership, facilitation, and coordination of business relationship management efforts coordinated and supported through BES including understanding business direction, strategy, industry impacts, and helping develop roadmaps to align technology solutions and capabilities to business needs.
This position helps connect and coordinate efforts between governance/business relationship management and intake/customer fulfilment activities in BES and collaborates across OIS with other units in support of engagement activities, interfaces with business programs across OHA and DHS, and communicates daily with BES team members.
WHAT WE ARE LOOKING FOR:
(a) Eight (8) years of professional-level experience in Business Relationship Management. OR (b) A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science a related field; AND Five (5) years of professional-level experience in Business Relationship Management. OR (c) A Master’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science a related field; AND Four (4) years of professional-level experience in Business Relationship Management. OR (e) A Doctor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science a related field; AND Three (3) years of professional-level experience in Business Relationship Management.
Ability to build and maintain strong relationships with internal and external partners and stakeholder and to interact effectively on all levels.
Solid understanding of Business Relationship Management frameworks, how to apply structured and strategic approaches to engagements and conduct value realization from interactions and work efforts.
Excellent problem-solving skills and demonstrated experience and skills with critical thinking.
Ability to be adaptable, flexible and work in a quick paced agile environment.
Demonstrated ability to quickly synthesize large amounts of information and present data in a consumable meaningful way for business partners and executive leadership.
Outstanding customer relationship skills including the ability to understand customer needs, build trusted relationships and bridge the language gap between IT and business
Excellent written and verbal communication and presentation skills.
Ability to effectively communicate complex and technical information in a customer-centric and consumable way.
Familiarity with the executive and legislative decision-making process.
Strong leadership skills.
Experience providing leadership to individuals and teams within an information technology environment. Experience in opportunity analysts, requirement gathering and understanding business objectives.
Working knowledge of project management principals, practices and approaches. This includes identification of risks and issues, identification of resource impacts and needs, and the appropriate sequencing of project work.
Experience in advancing health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations.
