Job Description

JOB SUMMARY

 

This person in this position assists with the planning, organizing and administering of the day-to-day operations of the Public Services Department of the City of Douglasville. Includes Commercial and Residential Sanitation and the various operations of the Maintenance Department and is responsible for clerical, computer, and secretarial duties under the direct supervision of the Department Head.

 

 

ESSENTIAL JOB FUNCTIONS

 

  • Performs Commercial Sanitation and is responsible for the daily correspondence with both the Front- End and Roll-Off Contractors and customers; includes new accounts; tracking of accounts; entering weight tickets; billing as it relates to weight tickets, haul rates, delivery fees, etc; reviewing contractor invoices; customer service related issues, etc.
  • Residential Sanitation – new accounts; enters weight tickets; reviews & records solid waste and recycling invoices; forwards new customer information and changes for billing; reviews WSA billing; tracks customer compliance with regulations; customer service related issues.
  • Assists Department Director with essential functions of the Maintenance and Sanitation
  • Department.
  • Types letters, forms, reports, articles and other material from copy and rough draft.
  • Enters and accesses information from computer.
  • Operates a variety of office equipment including but not limited to telephone, calculator, computer, copier, typewriter, fax machine and 2-way radio.
  • Assists with planning of work, scheduling of activities and the setting of standards, rules and regulations for the various activities of the Sanitation Department.
  • Sees that records are properly kept and reports are correctly prepared.
  • Assists with the monitoring and keeping of records on amounts and types of different solid waste that are collected and disposed of by the Sanitation Department, Recycling Operation and Commercial Solid Waste Contractors.
  • Assists with Monitoring and coordinating activities with the City’s Commercial Solid
  • Waste Contractors.
  • Observes the various activities of the Maintenance and Sanitation Department and assists with recommendations for changes in practices.
  • Supervises and directs activities of Commercial Sanitation
  • Maintenance Department duties as specified by the Department Head.
  • Performs other related duties as directed by the Department Head.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS 

 

Requires five (5) years of experience in clerical work and/or related experience sufficient to thoroughly understand the objectives and functions of the Sanitation Department; Graduation from an accredited college or university with a relevant degree is desirable. Primary areas of study would include business administration, planning, finance, public administration, and/or small business development or related field that would provide knowledge and ability to perform the essential functions of this position. 

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

  • Considerable knowledge of office terminology, procedures and equipment.
  • Ability to understand and follow complex oral and written directions. Ability to maintain records and prepare reports
  • from such records.
  • Ability to make decisions in accordance with laws, ordinances, regulations
  • and established policies.
  • Ability to type from clear copy or rough draft. Ability to operate computer equipment.
  • Ability to write legibly. Clerical aptitude. Good judgment, tact and courtesy.
  • Ability to direct work of employees.
  • Financial Responsibilities: Accept, receive, and/or collect payments; and prepare and/or process purchase orders.
  • Ability to maintain good physical condition.

 

 

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS 

 

Requires a valid Georgia Motor Vehicle License.

 

 

PHYSICAL DEMANDS

 

The work is light work and requires crawling, crouching, fingering, handling, hearing, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, talking, visual acuity, and walking.

 

 

WORK ENVIRONMENT        

 

Primarily works in air-conditioned environment in an office setting. However, duties will often require outdoor activities to observe operations in the field, to investigate complaints, for the confirmation of facilities and to verify reports, which may involve working in all types of weather conditions. Outdoor activities may include but are not limited to supervision of sanitation operations, communicating with Commercial Sanitation Contractors, responding to complaints from residents and commercial customers and insuring that violations to the City of Douglasville Solid Waste Ordinances are reported to the City of Douglasville Code Compliance Department. The functions of this position are performed in all types of weather conditions, constant noise, fumes/odor hazards, and dust/mites hazards.
