The employees occupying the positions of this class are responsible for performing and resolving technical and complex civil engineering tasks and problems within the framework of broad engineering and administrative guidelines within transportation. The Engineer I is an entry level engineer position in the Public Works Department. These employees operate from an office or in the field performing work under the supervision of an administrative supervisor. This is the first step in a career progression that continues to the Engineer II position and the Engineer III position. Engineer II employees work on more complex engineering tasks with less supervision and Engineer III employees manage the most complex engineering projects and are Certified Professional Engineers. The Engineer II position is the second step in a career progression that begins with Engineer I and ends with Engineer III. Engineer II employees perform tasks with limited supervision and require substantial use of independent judgment within the scope of advanced engineering assignments. Engineer I employees perform basic engineer work under the supervision of an administrative supervisor. Engineer III employees manage the more technical engineering projects and are Certified Professional Engineers. This transportation professional role is responsible for the review of land use and development engineering applications, plans, and reports for transportation concurrency, street and road standards. This position will be responsible to prepare transportation staff findings and presentations to the County hearings examiner regarding the required public improvements. Qualifications
Engineer I
Education and Experience:
• B.S. degree in Civil or related engineering.
- OR -
• High School Diploma or G.E.D. and two (2) years relative engineering work experience and possession of an E.I.T. certification.
Knowledge of: engineering principles, practices and the techniques and equipment involved; physical (hydraulics, mechanics, etc.) and mathematical (trigonometry, calculus, geometry, etc.) sciences and their application to engineering and field surveying computations and engineering design; construction materials, material testing and application; basic principles of supervision.

Inspection Supervisor

James City County’s General Services Department is hiring an Inspection Supervisor to perform advanced technical work in the oversight and inspection of capital improvement construction projects for compliance with County, State, and Federal Ordinances, including but not limited to, Virginia Stormwater Regulations, Hampton Roads Planning District Commission Regional Construction Standards, Virginia Building Codes, and Virginia Department of Transportation Road and Bridge Standards.
Responsibilities:
Provides effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing, and assigning work in an efficient and effective manner, and related activities; plans, coordinates and directs the Capital Projects Inspectors I/II/III in the enforcement of applicable County, State, and Federal Ordinances and implementation of various Division programs and policies. Reviews County Inspection Reports and coordinates with the County project managers to ensure appropriate documentation is recorded in a thorough, complete, and timely manner that is consistent with approved construction documents.
Performs advanced inspections of Capital Improvement Projects on a daily basis to ensure that projects are in compliance with applicable Ordinances and approved plans; informs project managers, engineers and contractors of any deficiencies or deviations from approved plans and specifications, and issues inspection reports documenting required corrective action.
Assists project managers with schedules, pay applications reviews, reporting and monitoring, project updates for Departmental briefings, and project meetings.

PHYSICAL DEMANDS

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Senior Underground Storage Tank Inspector/Site Hazard Assessment and Washington Ranking Specialist (Environmental Specialist 4) position. In this role, you will prevent environmental contamination by protecting the land, water, and air of the state through regulatory oversight of underground storage tank facilities, investigations on potential occurrence of a release, and site hazardous assessments. What makes this role unique?
As a Senior Underground Storage Tank (UST) Inspector, you will conduct UST system inspections following the Environmental Protections Agency's TC guidance and demonstrate an ability to apply sound professional judgment in identifying and resolving violations of UST regulations. UST Inspectors provide technical assistance and education on UST related topics for the Toxics Cleanup Program. They also act as regional contact for external customers and statewide contact for internal customers regarding UST regulations, forms, technical questions, and direct and coordinate with owners and operators of UST systems, UST service providers, local government agencies, and others on complex UST sites. You will also conduct Initial Investigations of potential releases of hazardous substances. Following the Initial Investigation, you will conduct Site Hazardous Assessments ranking the potential exposure risk posed by the hazardous substance. What you will do:
Conduct UST technical compliance, decommissioning, and installation inspections.
Promptly respond to UST complaints.
Conduct Initial Investigations under the provisions of MTCA of potential of a release or threatened release of a hazardous substance.
Conduct Site Hazardous Assessments involving ranking the potential exposure risk posed by a hazardous substance within a relative scoring system.
Issue the appropriate enforcement action(s) to responsible parties and resolve enforcement actions.
Provide technical assistance, expertise, and education concerning UST systems and the regulations that apply to them.
Direct and coordinate owners and operators, contractors, local, state and federal government agencies, and others on complex UST projects.

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Senior Underground Storage Tank Inspector/Site Hazard Assessment and Washington Ranking Specialist (Environmental Specialist 4) position. This position is located in our Bellingham Field Office (BFO) in Bellingham, WA . In this role, you will prevent environmental contamination by protecting the land, water, and air of the state through regulatory oversight of underground storage tank facilities, investigations on potential occurrence of a release, and site hazardous assessments. Duties
What makes this role unique?
As a Senior Underground Storage Tank (UST) Inspector, you will conduct UST system inspections following the Environmental Protections Agency's TC guidance and demonstrate an ability to apply sound professional judgment in identifying and resolving violations of UST regulations. UST Inspectors provide technical assistance and education on UST related topics for the Toxics Cleanup Program. They also act as regional contact for external customers and statewide contact for internal customers regarding UST regulations, forms, technical questions, and direct and coordinate with owners and operators of UST systems, UST service providers, local government agencies, and others on complex UST sites. You will also conduct Initial Investigations of potential releases of hazardous substances. Following the Initial Investigation, you will conduct Site Hazardous Assessments ranking the potential exposure risk posed by the hazardous substance. What you will do:
Conduct UST technical compliance, decommissioning, and installation inspections.
Promptly respond to UST complaints.
Conduct Initial Investigations under the provisions of MTCA of potential of a release or threatened release of a hazardous substance.
Conduct Site Hazardous Assessments involving ranking the potential exposure risk posed by a hazardous substance within a relative scoring system.
Issue the appropriate enforcement action(s) to responsible parties and resolve enforcement actions.
Provide technical assistance, expertise, and education concerning UST systems and the regulations that apply to them.
Direct and coordinate owners and operators, contractors, local, state and federal government agencies, and others on complex UST projects.

Keeping Washington Clean and Evergreen The Water Quality Program within the Department of Ecology is looking to fill a Senior Water Quality Inspector position. This position is located in our Northwest Regional Office (NWRO) in Shoreline, WA. You will have the opportunity to telework the majority of your time, and should live within a commutable distance to our Shoreline office for in-person meetings, activities, and Seattle for field work.

Duties
What makes this role unique?
You will provide statewide leadership and on-the-ground implementation of new and ongoing water quality initiatives involving stormwater and toxic pollutants, so that point and non-point sources of pollution are controlled. This priority work is located on the banks of the Duwamish River, an area of historical industry in a community which has been negatively affected by the environmental, social, and economic impacts of pollution. You will address high-priority toxic pollutants, using both traditional and non-traditional stormwater best management practices. You will work to reduce stormwater pollution in areas that are in close proximity to underserved populations. What you will do:
Plan, coordinate, and conduct inspections and enforcement actions for facilities that fall under the Industrial Stormwater General Permit, Constructions Stormwater General Permit, and Boatyard General Permit.
Help facilities within the Duwamish River estuary reduce the pollutants they discharge to this environment.
Work with the Industrial Stormwater General Permit Implementation team to clarify permit language, and identify and develop tools and guidance to help facilities meet permit requirements.
Develop sampling strategies to identify contaminants that aren't typically found in routine stormwater management and compliance activities.
Conduct compliance assurance activities to leverage compliance with permits, rules, and laws including enforcement actions.
Work with other Water Quality staff to implement and refine statewide initiatives to reduce stormwater pollution, with a focus on reducing pollution in overburdened communities.
Collaborate with professional engineers, planners and hydrogeologists to develop and implement stormwater treatment technologies, toxics reduction plans, and monitoring/assessment strategies.
Co-chair the Duwamish Inspectors Group to ensure work is coordinated among the multiple agencies working in this area. This includes sharing data, reviewing complaints, and identifying facilities for join inspections.
Represent Ecology at technical conferences, stakeholder forums, and public meetings involving stormwater management, toxic pollutant controls, and the Duwamish River.

Keeping Washington Clean and Evergreen The Water Quality Program within the Department of Ecology is looking to fill a Senior Water Quality Inspector position. This position is located in our Northwest Regional Office (NWRO) in Shoreline, WA. You will have the opportunity to telework the majority of your time, and should live within a commutable distance to our Shoreline office for in-person meetings, activities, and Seattle for field work.
This position is our program's expert in industrial stormwater permit implementation and enforcement in the Duwamish River watershed, with an emphasis on industrial facilities and contaminated properties. Duties
What makes this role unique?
You will provide statewide leadership and on-the-ground implementation of new and ongoing water quality initiatives involving stormwater and toxic pollutants, so that point and non-point sources of pollution are controlled. This priority work is located on the banks of the Duwamish River, an area of historical industry in a community which has been negatively affected by the environmental, social, and economic impacts of pollution. You will address high-priority toxic pollutants, using both traditional and non-traditional stormwater best management practices. You will work to reduce stormwater pollution in areas that are in close proximity to underserved populations. What you will do:
Plan, coordinate, and conduct inspections and enforcement actions for facilities that fall under the Industrial Stormwater General Permit, Constructions Stormwater General Permit, and Boatyard General Permit.
Help facilities within the Duwamish River estuary reduce the pollutants they discharge to this environment.
Work with the Industrial Stormwater General Permit Implementation team to clarify permit language, and identify and develop tools and guidance to help facilities meet permit requirements.
Develop sampling strategies to identify contaminants that aren't typically found in routine stormwater management and compliance activities.
Conduct compliance assurance activities to leverage compliance with permits, rules, and laws including enforcement actions.
Work with other Water Quality staff to implement and refine statewide initiatives to reduce stormwater pollution, with a focus on reducing pollution in overburdened communities.
Collaborate with professional engineers, planners and hydrogeologists to develop and implement stormwater treatment technologies, toxics reduction plans, and monitoring/assessment strategies.
Co-chair the Duwamish Inspectors Group to ensure work is coordinated among the multiple agencies working in this area. This includes sharing data, reviewing complaints, and identifying facilities for join inspections.
Represent Ecology at technical conferences, stakeholder forums, and public meetings involving stormwater management, toxic pollutant controls, and the Duwamish River.
Qualifications
Required Qualifications: Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1 Ten (10) years of education and/ or experience:
Education: involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Experience: in stormwater management or a related environmental field.
Experience may include a combination of the following:
Investigating environmental complaints or violations
Performing inspections or field investigations
Explaining complex environmental rules or regulations
Recommending compliance or enforcement options
Planning, developing, and conducting data collection, and analyzing the results
Assisting businesses with regulatory requirements, including explaining options for coming into compliance
Conducting scientific studies or environmental data analysis
Option 2
A Bachelor’s degree involving major study in environmental physical, or one of the natural sciences, environmental planning or other allied filed.
Six (6) years of experience in stormwater management or a related environmental field, which may include experience as listed in Option 1 above.
Option 3
A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Four (4) years of experience in stormwater management or a related environmental field, which may include experience as listed in Option 1 above.
Option 4
A PhD involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Three (3) years of experience in stormwater management or a related environmental field, which may include experience as listed in Option 1 above.
