Serves as a Budget Analyst for the Management Integration Office. Assists in projecting and tracking obligations and expenditures within assigned organizations throughout the execution phase of the annual operating budget. Verified that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls, and are within amounts programmed. Reports variations in excess of accepted funding limitations to activity managers and assists project personnel in the development of cost estimates for proposed projects. Furnishes information on cost factors, historical performance data and other relevant considerations. Calculates or verified technical indirect costs and reviews each propels to insure adherence to instructions, validity of requirements, reasonableness of estimates, etc. Recommends transfer of funds between accounts, or based on obligation or expenditures all within DOD guidance and policy.

Serves as a Project Acquisition and Support Assistant which coordinates the laboratory’s acquisition program encompassing a variety of research related commodities and services. Performs a variety of tasks related to credit card purchases and work preparatory or auxiliary to the formal contracting process.

Serves as a Research Civil Engineer, conducting basic and applied research in cold-regions related civil and materials engineering areas with emphasis on pavements, airfields, ice-laden terrain, hydrology and/or hydraulics. Conducts research pertinent to the development of civil engineering design and construction criteria in cold regions, conducts laboratory and/or field testing to quantify material performance characteristics and/or other related investigations. Knowledge in mathematics, statistical methods, numerical modeling and other related computer skills and programming is required.

Serves as a Computer Scientist responsible for research, development, design, testing, and acquisition of computer based geospatial information, physics, and mathematically based modeling of sensor performance and database management systems. This position varies in pay-grade level dependent upon education and experience levels.

This position is located within the US Army Corps of Engineers, Engineering Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) located in Hanover, NH. The advertisement is to fill one GS-1301-12 Project Manager to support the Biogeochemical Services Branch through Project Support, Customer Communication, Financial Application, and other Management Duties which vary based upon project need. Position selected will depend on applicant's qualifications and agency needs.

Serves as Technical Specialist for architectural systems and feature aspects of civil and military construction projects under the jurisdiction of the District. Works with field offices, A-E representatives, and different using agencies, providing solutions or alternatives to complex problems. Reviews work in progress and responds to referrals and requests for assistance to identify, coordinate develop, and/or advise on solutions. These areas may involve latent site conditions, design deficiencies, conflicts, oversights, etc., as well as problems encountered during design. Makes investigations /studies and coordinates with field offices, users, and design elements, including coordination of other features of work. Makes decisions on necessity for design changes in relation to construction status from the standpoint of feasibility, economy, and standard practices. Initiates and designs modifications, including technical descriptions not involving major revisions of large scope to plans and specifications. Reviews proposed revisions for adequacy and the effect on construction, any appropriate design recommendations to correct design deficiencies and/or field conditions, modification of methods to accommodate technological changes of special systems, changes desired by using agency, as requested by contractors. Assists field offices as needed. Reviews those facets of design documents in area of expertise, coordinating reviews of other disciplines as appropriate. Reviews plans and specifications to determine feasibility of indicated construction procedures and detailing, sufficiency of content for purposes of bid, award, construction, and contract administration in identifying excessive costs. Furnishes desired and recommended changes and corrections to design element.
