Job Description

 PURPOSE  

The Bilingual Case Manager provides a full range of case management services to youth in Foster Care, which includes working with foster parents, birth parents, and identified supports to assist the youth toward legal residency and permanency. The Case Manager coordinates all case planning among the team members, which includes researching and screening families to be potential sponsor resources for the youth.   

RESPONSIBILITIES AND DUTIES 

  • Maintain children and youth caseloads for youth 0-17 years of age, including females and males, pregnant teens, and newborn babies. Standard caseloads will consist of 8 to 12 clients. Caseloads may increase if multiple family-level foster children are assigned. 
  • Provide and coordinate program services in a manner that is sensitive to the culture, native language, and special needs of Division of Children’s Services (DCS) youth. Such as creating an individual service plan with each child and reunification and release services to a family member(s) or sponsor. 
  • Complete, in a timely manner, various forms and reports mandated by Friends of Youth and funders, such as initial and on-going Individual Service Plans, quarterly reports, incident reports, discharge summaries, etc. 
  • Maintain case notes as required, including documentation of all contacts. 
  • Meet a minimum of one hour per week for individual supervision with the Foster Care Assistant Director to discuss policy, review program operations and direction, initiate discussions on problem areas, and to report on the status of youth, families of origin and foster families. Number of hours of supervision will be increased to reflect complexities of case load. 
  • Participate in a monthly meeting with the Office of Refugee Resettlement (ORR) Case Coordinator and team to review youth on your caseload. 
  • Facilitate and provide support to the DCS Foster Parents in the monthly support groups and monthly trainings. 
  • Follow all ORR and DCS policy and procedures. 

REQUIRED QUALIFICATIONS   

  • Bachelor's Degree in Behavioral Sciences, human services or social service fields.  
  • Bilingual in Spanish with direct knowledge and experience of Spanish culture.  

  

PREFERRED QUALIFICATIONS  

  • 3 years of progressive employment experience in the aforementioned fields.   
  • Child welfare, DCS/ORR, and/or case management experience.   
  • Experience with 24-hour crisis line a plus. 

 

COMPENSATION AND BENEFITS

LOCATION & SCHEDULE  

Monday through Friday, 9am-5pm with occasional weekends and evenings required; in-person/onsite in Beacon Hill/Renton, WA.   

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of various therapeutic approaches with adolescents.  
  • Knowledge of relevant licensing and reporting requirements.  
  • Ability to learn relevant Council on Accreditation (COA) standards and Performance Quality Improvement (PQI) processes.  
  • Ability to develop and maintain community resources.  
  • Ability to effectively communicate orally and in writing.  
  • Ability to develop and monitor treatment plans.  

 

 CONDITIONS OF EMPLOYMENT  

  • Must satisfactorily pass criminal history check   
  • Must satisfactorily pass tuberculosis (TB) test.   
  • Must successfully complete the following health certification requirements within 30 days of employment: CPR, First Aid, Food Handlers permit and Bloodborne Pathogens training.   
  • Complete a de-escalation and restraint training within the first 45 days of employment to be eligible to be involved in the restraint of a resident if necessary.   
  • Must have a valid Washington State driver's license or be able to obtain one by date of employment   
  • Employees who operate their own or Friends of Youth vehicles on Friends of Youth business must have a safe driving record and carry auto liability insurance as defined by Friends of Youth.   
  • Proof of COVID-19 vaccination (or approved medical/religious exemption request).
