Job Summary

Did you know Bellevue currently operates and maintains 215 traffic signals? The traffic Operations Mobility group is responsible for the safe operation and maintenance of the transportation system. This group consists of signal technicians, street maintenance workers, plan reviewers, and traffic engineers. We are looking for a Crew Chief that is self-motivated and team-oriented to join our team. You will be responsible for repair, maintenance, and inspection of traffic signals, street lighting systems, and pedestrian signals.
 
 As the Tr
ansportation, Traffic Signals and Lighting Electrician Working Chief: Manages the day-to-day work activities associated with repair and installation of traffic signal display and street lighting system. Develops policies, procedures, maintains record keeping system and implements short and long range programs for the repair and maintenance of the traffic signal display system and street lighting system. Develops plans, specifications, and agreements for hiring contractors as needed when scope of work is beyond the capabilities of the traffic signal shop.
 
 **If you possess a Journeyman Electrician Certificate (EL01) and four years of experience as a journey level electrician you may be eligible for an additional 2.5%. 

Essential Duties and Responsibilities

  • Personnel management, including participation in hiring, monitoring, scheduling vacations, writing of performance reviews, and documenting performance issues and identifying training needs. This does not, however, include resolution of grievances.
  • Directs and reviews the program work plan; assigns work activities and projects; monitors workflow.
  • Ensuring compliance with city, county, state, and federal regulations.
  • Maintains a clean, safe work environment.  
  • Monitors and assigns work order (Maximo) records.  
  • Scopes out projects before assigning to crews.
  • Enter service work requests and physical infrastructure information into maintenance. management system.
  • Coordinates schedules and assigns work orders supplies and tools.
  • Participates in plan and project review.
  • Responds to and resolves citizen and customer complaints.
  • Analyze and diagnose problems and performs repairs as required.
  • Assist Engineers with plan reviews, material submittals attend pre-construction meetings.
  • Coordinate staff activities with other divisions and departments.
  • Program management; planning, scheduling, assigning, and monitoring workflow.
  • Strong communication skills both written and verbal.    
  • Leadership problem solving and critical thinking abilities.
  • Ensures that performance measures and standards for program(s) and projects are met; monitors performance; guides staff in adjusting program administration and strategy to ensure that standards are achieved. 
  • Ability to respond to emergencies on a 24-hour basis.  
  • All City personnel have a duty to report when emergencies impact the health, safety, and/or mobility of City residents.

Qualifications

Desired Knowledge, Skills and Abilities:

  • Extensive knowledge of electrical circuitry, Traffic Signal, ITS and Street lighting systems. 
  • Knowledge of National Electrical Code, Washington State Administrative Code and ability to learn City of Bellevue Standard plans and Specifications.
  • Ability to effectively plan, assign, direct and evaluate the work of staff; ability to establish and maintain effective working relationships with the public, Engineers, Designers other governmental jurisdictions, contractors, and other City staff.
  • Ability to organize, analyze, interpret, and evaluate problems and provide practical, cost-effective solutions; ability to juggle multiple priorities.
  • Ability to plan, organize, and monitor the work and activities of self and direct reports; ability to plan, organize, and monitor activities according to priorities, established schedules, and deadlines.
  • Ability to read blueprints, maps, and as-built drawings.
  • Ability to communicate and express ideas effectively, both orally and in writing.  
  • Ability to provide counsel, leadership, training, motivation, engagement among staff with strong communication, and organizational skills sufficient to manage self and others. 
  • Ability in using a personal computer, engineering applications, and data management software in performing duties. 
  • Ability to work with numerous interruptions.  
  • Ability to set priorities and meet deadlines for staff.
  • Ability to perform hands-on work in the field individually and with staff. 
  • Ability to become emergency standby qualified and serve on a scheduled rotation among other standby qualified personnel.
  • Excellent customer service skills both internal and external. 
  • An ability to operate specialty truck and/or trailer combinations, a wide variety of hand- and power-operated tools, and electronic test gear. 
  • Working knowledge of construction and project management; scheduling crews, time estimating of work and staffing levels. 

Education, Experience, and Other Requirements:

  • Five years' experience as Traffic Signal Electrician or has the qualifications as a journey level electrician. Or Four years of experience as a journey level electrician.
  • EL01 certificate preferred but is not required. 
  • Possession of a current, valid Washington State driver's license and a good safety and driving record. 
  • Possession of an IMSA Level II Certification as a Signal Electrician, or the ability to obtain within 1 year. 
  • Possession of a Washington State Traffic Control Flaggers Card, or the ability to obtain within 6 months.
  • A Traffic Control Supervisor (TCS) certification is preferred not required.
  • Must have or be able to obtain a Washington State Class B Commercial Driver's License and valid medical card, within 1 year of employment. 
  • Selected candidates must pass a pre-employment drug and alcohol test (consistent with Federal Laws requiring drug and alcohol testing of all job classifications requiring a CDL). 
  • In-house applicants who do not currently possess a CDL will be subject to the pre-employment drug and alcohol test in accordance with DOT rules and regulations. 
  • May be required to pass a criminal background check upon hire.

  • The noise level in the work environment is usually moderately quiet while in the office or moderately loud when in the field. 
  • Work may routinely require the employee to climb, balance, bend, stoop, kneel, crouch, and/or crawl in all types of weather. 
  • The work environment is in the field in all weather conditions and in streets open to traffic. Work may routinely require the employee to work in bucket trucks at heights of 57 feet or greater and work on street light systems of up to 240 volts. 
  • The employee may be required to work in outside weather conditions, in wet and/or humid conditions, in high precarious places, near moving mechanical parts and traffic, near fumes, airborne particles, and/or toxic or caustic hazardous chemical, or near risk of electrical shock and/or vibration. Employee must understand and use appropriate PPE as needed.
  • This is a full time, union IBEW-77 position and is located at the Bellevue Service Center.

Salary

$97,669.68 - $113,058.84 Annually
