Job Description

Overview
The Transportation & Environmental Services Department is looking for a qualified individual to serve as a Sanitary Infrastructure Senior Engineer in the Sanitary Infrastructure Division. This position will lead initiatives aimed at reducing infiltration and inflow into the sanitary sewer system and reducing the impact of sewer backups during rain events that result in flooding. This position will be responsible for overseeing planning level engineering for sanitary sewer capital projects, as well as other sanitary sewer programs and initiatives to mitigate the impacts of climate change and make Alexandria a safer, healthier community.
 
This position will manage a small team of civil engineers and shall provide guidance, mentoring, and technical expertise to the team. The Sanitary Infrastructure Senior Engineer will utilize their extensive engineering experience to resolve critical issues on complex projects. The successful candidate will have a strong technical background in civil engineering, experience in managing project and/or program budgets, along with strong time management skills and ability to effectively manage competing priorities. Work is performed with considerable independence and independent judgement, while ensuring compliance with City policies and procedures, under the general supervision of the Sanitary Infrastructure Division Chief.
             
Thorough knowledge of the principles, practices, management, and planning in the field of civil engineering and sanitary sewer systems. Able to plan, assign and direct work of subordinate employees; ability to manage consultant work; ability to supervise the work of others; ability to manage and lead others with diverse interests to build consensus and the resolution of complex problems; ability to develop and maintain effective working relationships with employees, elected officials, boards, commissions, governmental agencies, business and community groups, other jurisdictions, and the general public; and the ability to communicate effectively and clearly, both verbally and in writing.
 
The Opportunity – Examples of Work 

  • Provides leadership in managing sanitary sewer programs and initiatives as an experienced civil engineer, while regularly providing project reviews to the Sanitary Infrastructure Division Chief;
  • Oversees the implementation of existing programs aimed at reducing inflow and infiltration into the sanitary sewer system and reduction of flooding in the combined sewer system;
  • Develops new programs and initiatives for City leadership to consider in order to address sanitary sewer backups that occur during periods of heavy rainfall and associated flooding;
  • Works with stakeholders, engages the community, and presents information regarding sanitary sewer programs and projects to residents, outside agencies, senior staff and City officials;
  • Provides technical expertise and mentoring to civil engineers within the team, along with conducting regular team meetings and performing annual reviews;
  • Monitors sanitary sewer projects and programs to ensure conformance with scope, schedule, and budget in order to best meet division objectives;
  • Assists in the development of the Sanitary Sewer Capital Improvement Program (CIP) and operating budget for the Sanitary Infrastructure Division;
  • Works collaboratively with the Department of Project Implementation and meets at regular intervals to review status of all sanitary sewer projects, from planning level engineering through design and construction;
  • Engages internal and external subject matter experts as required to ensure project challenges are addressed with appropriate level of expertise. Has developed a level of expertise and experience that ensures the proper resources are engaged;
  • Steps in to perform the duties of the Sanitary Infrastructure Division Chief in her/his absence;
  • Approaches work with a critical eye, challenging accepted practices, seeking new approaches and continuous improvement. Supports the Director in the development and continuous improvement of departmental procedures and processes;
  • Performs related work as required.

Minimum & Additional Requirements

To qualify for this position, candidates must possess a bachelor's degree in Civil Engineering, or other related field, and a minimum of eight (8) years of experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.

Preferred Qualifications

In order to be considered a preferred applicant, candidates should have a minimum of four (4) years of engineering experience related to reducing the impacts of infiltration and inflow in sanitary sewer systems and at least three (3) years of progressively responsible experience as a lead program or a project manager.

Salary

$88,803.78 - $156,276.12 Annually
