The James City County Social Services Department seeks an individual to perform responsible work reviewing and evaluating information gathered from applicants to determine eligibility for public assistance programs and services within established policies, procedures, and guidelines.
There are three levels of Benefit Program Specialist distinguished by the level of work performed and the qualifications of the employee.
Benefit Program Specialist I: $42,734 / year or higher DOQ
Benefit Program Specialist II: $45,704 / year or higher DOQ
Benefit Program Specialist III: $48,903 / year or higher DOQ
Responsibilities:
Determines and re-determines eligibility of individuals and families for one or more federal, state and local financial assistance programs including: Supplemental Nutrition Assistance Program (SNAP); Medicaid for families, children, the elderly and disabled, and nursing home/community based care; TemporaryAssistance for Needy Families(TANF); Auxiliary Grants(AG); GeneralRelief (GR) for unattached children; and Energy Assistance; interprets and explains policies pertaining to financial assistance programs.
Conducts detailed interviews on the telephone or in person to gather required information and troubleshoot discrepancies.
Identifies and assesses customer needs to make proper referrals to various Social Services programs, such as Fraud, Children’s Services, Adult Services and Housing, as well as other community organizations, mental health, Social Security and other organizations.
Tracks and complies with state mandates for timeliness and accuracy compliance for all financial assistance programs; conducts detailed interviews on the telephone or in person to gather required information and troubleshoot discrepancies.
Gathers and analyzes verification documents received for authenticity, validity and accuracy; secures and safeguards confidential information from applicants, recipients and federal reports.
(Benefits Program Specialist III) Assists with training of staff; assumes supervisory duties in absence of supervisor; attends management meetings and public speaking engagements; assists with tracking and monitoring funds available for State, local and federal childcare subsidy budget, along with recruitment and retention of childcare subsidy vendors if assigned the Childcare Assistance program area.
Requirements:
Any combination of education and experience equivalent to an Associate’s degree in human services or related field; some human service related experience, preferably involving interviewing customers.
Must possess or obtain within 30 days of hire a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
Knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction; knowledge of basic mathematical calculations.
Skill in use of computer software, especially Microsoft Office Suite; State Department of Social Services computer systems; and oral and written communication.

The Supply Specialist III works under limited supervision to assist Fleet and Supply Manager, Central Store Manager, and Inventory Control Manager in accomplishment of the Central Warehouse mission. Main responsibilities of the position include order pulling, receiving goods, and delivery as well as basic computer operations to include data entry, processing, and email communications.
Minimum Requirements
High school diploma and valid SC driver’s license required. Basic knowledge of receipt control, storeroom, warehousing, and delivery related areas preferred. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities
Experience with material handling equipment, including a forklift and other standard equipment preferred but not required (current staff will train as needed). Must be able to communicate effectively. Basic knowledge of accounting, bookkeeping, and inventory procedures preferred. Must have legible handwriting, and the ability to accurately record and file information. Must have basic data entry skills and experience in the use of standard PC software.
Additional Comments Regarding Position
Must be able to climb stairs, ladders, operate material handling equipment. Must be able to lift and carry equipment and supplies. Warehouse environment tends to be hot and dusty. Must be capable of lifting 75+ lbs. assisted and 50lbs unassisted. Must have a valid driver’s license and satisfactory background report. May be required to travel for training opportunities.

Employment Standards
EMPLOYMENT STANDARDS: Graduation from an accredited four-year college or university with a bachelor's degree, plus three years of professional social work experience. A master's degree in a related field may be substituted for one year of the required experience. Contingent upon the area of assignment, some positions within this class may require specific certification(s) prior to employment and/or the ability to acquire necessary certification(s) within a specified time period following employment. Contributes to the development of protocols, policies, procedures, grants and contracts for a social services program, department, and other entities; Assists the supervisor in planning and carrying out training for new staff, providing guidance to staff. May directly supervise staff, and covers for the supervisor in their absence; Serves as a policy expert in an area of social work specialization; Conducts comprehensive clinical assessments and prepares and implements service plans; Works with clients to develop a plan of service to meet social, health, emotional and economic needs. With the client, formulates objectives and identifies actions to resolve the clients' problems; Conducts home visits to families for the purpose of monitoring, counseling and supervision; Provides crisis intervention on a timely basis to clients or families whose well being is seriously and immediately threatened, to include Child Protective Services after-hours; Conducts mediation services to families in conflict; Investigates allegations of abuse and neglect of children, elderly persons and incapacitated adults who live in the community and institutional facilities; Makes assessment of risks posed to clients in accordance with state and local policies, and works to ensure risks are eliminated or minimized; Evaluates child's readiness for placement and recommends placement, ensuring compliance with legal provisions; Evaluates and trains foster and adoptive parents; Works with the community to identify families, children and individuals needing services and to coordinate these services using a wrap-around approach; Advocates and assists families and individuals in obtaining services (e.g., mental health, intellectual disability, alcohol and drug, housing referrals, home based services, training and medical services); Communicates and works with colleagues, clients and the community in a manner that supports the agency and program goals and objectives; Participates as a contributing member on interagency, multi-disciplinary teams, community groups and professional organizations; Collaborates and contributes to child specific teams on non-agency cases as assigned to assist in identifying community resources and services for families; Assesses eligibility for foster care protect/prevent funds; Participates, collaborates and contributes to Comprehensive Services Act activities for families on caseload; Provides training and education on a variety of social work topics; Uses automated technology and hard copy files to maintain and update case data, notes, documents, records, contacts and summaries of information; Manages and maintains program data and outcomes.
Required Knowledge Skills and Abilities

Employment Standards
EMPLOYMENT STANDARDS: Graduation from an accredited four-year college or university with a bachelor's degree, plus three years of professional social work experience. A master's degree in a related field may be substituted for one year of the required experience. Contingent upon the area of assignment, some positions within this class may require specific certification(s) prior to employment and/or the ability to acquire necessary certification(s) within a specified time period following employment. The certifications are identified in the position description and employment advertisement . CERTIFICATES AND LICENSES REQUIRED: Valid driver's license. NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background, a driving record check, and a Child Protective Services check to the satisfaction of the employer. PREFERRED QUALIFICATIONS:
Master's degree in social work (MSW) or a related human services degree
Knowledge of kinship practices and experience working with kinship families
At least four (4) years of work experience in Child Welfare
Experience working with individuals and families from diverse multi-cultural populations and facilitating community outreach.
