Keeping Washington Clean and Evergreen The Water Quality program within the Department of Ecology is looking to fill a Lead Permit Developer/Facility Manager (Environmental Specialist 4) position. This position is located in our Central Region Office (CRO) in Union Gap, WA . Upon hire, you must live within a commutable distance from the duty station. In this position you will help protect and restore Central Washington’s water quality. You will develop and oversee National Pollutant Discharge Elimination System (NPDES) and/or State Waste Discharge Permits (SWDPs) to ensure that wastewater discharges are managed to protect and restore water quality. This position works with engineers, environmental specialists and scientists within the Ecology Water Quality Program, as well as other Ecology programs and agencies. You will work closely with licensed professional engineers to review engineering reports for process wastewater treatment processes. The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health. During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis . Duties
What makes this role unique? You will serve as CRO’s technical unit lead in permit development working closely with permit developers/permit managers in the drafting of technical fact sheets and permits. You’ll also serve as the CRO technical unit permitting representative on Ecology’s Water Quality Permit Writer’s Workgroup. As the representative on this workgroup, you’ll propose enhancements to shell language, improvements to permit writing tools, and procedures that will increase permit consistency and defensibility. As the lead you’ll also assist regional staff with inspection activities and be a resource to staff when they have permitting questions, need technical assistance, or are seeking funding options to make critical and important upgrades at permitted facilities. The efforts you provide will bring comprehensive compliance inspections, defensible permits, and coordination of permitting and improvements to individual facilities in the region.
What you will do: Prepare fact sheets and draft permits for peer, permittee, and public review. Provides technical assistance to permittees and other affected entities and individuals to achieve compliance. Mentoring and assisting junior staff of permitting activities. Perform statistical analyses on data from wastewater monitoring and receiving waters. Travel within Ecology’s Central Regional Office (CRO) geographic area to perform site inspections, conduct fieldwork, and occasional water quality sampling. Attend trainings that will help develop skill sets. Initiates recommendations for enforcement actions to achieve compliance with applicable water quality laws and regulations.

Keeping Washington Clean and Evergreen The Water Quality program within the Department of Ecology is looking to fill a Lead Permit Developer/Facility Manager (Environmental Specialist 4) position. This position is located in our Central Region Office (CRO) in Union Gap, WA . Upon hire, you must live within a commutable distance from the duty station. In this position you will help protect and restore Central Washington’s water quality. You will develop and oversee National Pollutant Discharge Elimination System (NPDES) and/or State Waste Discharge Permits (SWDPs) to ensure that wastewater discharges are managed to protect and restore water quality. This position works with engineers, environmental specialists and scientists within the Ecology Water Quality Program, as well as other Ecology programs and agencies. You will work closely with licensed professional engineers to review engineering reports for process wastewater treatment processes. The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health. Duties
What makes this role unique? You will serve as CRO’s technical unit lead in permit development working closely with permit developers/permit managers in the drafting of technical fact sheets and permits. You’ll also serve as the CRO technical unit permitting representative on Ecology’s Water Quality Permit Writer’s Workgroup. As the representative on this workgroup, you’ll propose enhancements to shell language, improvements to permit writing tools, and procedures that will increase permit consistency and defensibility. As the lead you’ll also assist regional staff with inspection activities and be a resource to staff when they have permitting questions, need technical assistance, or are seeking funding options to make critical and important upgrades at permitted facilities. The efforts you provide will bring comprehensive compliance inspections, defensible permits, and coordination of permitting and improvements to individual facilities in the region.
What you will do: Prepare fact sheets and draft permits for peer, permittee, and public review. Provides technical assistance to permittees and other affected entities and individuals to achieve compliance. Mentoring and assisting junior staff of permitting activities. Perform statistical analyses on data from wastewater monitoring and receiving waters. Travel within Ecology’s Central Regional Office (CRO) geographic area to perform site inspections, conduct fieldwork, and occasional water quality sampling. Attend trainings that will help develop skill sets. Initiates recommendations for enforcement actions to achieve compliance with applicable water quality laws and regulations.

What is unique about this position?
One of the key objectives of this position will be to help create scientifically defensible Water Cleanup Plans that set limits to clean up toxic pollution sources across the state and meet regulatory obligations. Under the Clean Water Act, Washington State is expected to address known polluted water bodies. With a growing list of polluted water bodies, technical expertise is needed to restore water quality to our rivers and lakes to improve water quality for humans and wildlife.

Serve as an agency statistical expert and consultant.
Conduct & review statistical analyses (descriptive statistics, hypothesis testing, estimation, meta analyses).
Communicate statistical results in an understandable and digestible manner.
Develop talking points related to statistical interpretations.
Develop and offer training on statistical topics of need.
Advise policy staff on statistical defensibility of data used in decision making.
Advise scientific and field staff on best practices for data collection with end statistical goal in mind.
Review publications and web content for accuracy in statistical interpretations.

Job Summary:
The Instrumentation/Calibration Technician II is responsible for the maintenance, testing, troubleshooting, calibration, and repair of a variety of circuits, components, analytical equipment, and instrumentation for research and development and manufacturing laboratory equipment. This individual also maintains the environmental monitoring system and temperature mapping of all laboratory cold storage units.
Essential Functions:
Co-administer the Vaisala viewLinc monitoring, alarming, and reporting system
Secondary trainer of new Instrumentation/Calibration Technicians in the general use, function, calibration and preventive maintenance of designated equipment and instrumentation
Primary liaison for response and scheduling of unscheduled service events
Maintain certification status of all temperature storage devices
Assist with the organization and maintenance of laboratory equipment and the associated documentation
Troubleshoot, maintain, and service a variety of laboratory equipment, including routine calibration and preventive maintenance services
Coordinate outsourced services with qualified and approved vendors
Serve as Subject Matter Expert (SME) for electronic asset management system
Initiate and review change requests, collaborations, corrective actions/preventive actions (CAPAs), non-conformance material report (NCMRs), etc. within electronic quality management system (EQMS)
Requirements:
Successful proficiency and competency of all essential functions of Instrumentation/Calibration Technician II
Applied sciences, engineering, instrumentation or industrial automation degree and commensurate experience is required
Computer Maintenance Management System (CMMS) (Blue Mountain Regulatory Asset Management or similar)
Building Monitoring System (BMS) (Vaisala viewLinc or similar)
Basic understanding of small equipment components and functionality
Basic computer skills (Excel, Word) and good communication skills
Ability to work both as a part of a team and independently
Must be willing and able to work on call as essential staff on nights/weekends/holidays
Ability to lift a minimum of 50 pounds
Valid Washington driver’s license
Preferred Qualifications:
Prior calibration, maintenance, service, and troubleshooting experience in a laboratory environment with laboratory equipment and instrumentation
Regulation environment experience (ISO 13485)
Experience in a manufacturing environment utilizing Good Manufacturing Practices (GMP)
