                                                           Stormwater Principal Planner
An Overview
Are you an experienced stormwater site plan reviewer well-versed in reviewing site development plans to ensure compliance with local, state, and federal environmental laws, regulations, and policies?  Are you ready for a career move to work with a great team that’s progressive and strategic in the way we approach our work, manage people, and service our community?   If so, you are highly encouraged to apply for the Stormwater Principal Planner position in the Department of Transportation & Environmental Services (T&ES), Stormwater Management Division to perform professional and technical work as part of the stormwater management team.  
 
A person in this role will lead environmental site plan review and supervise staff in environmental site plan review, the City’s Stormwater Quality Facility Best Management Program (BMP) Inspection Program, and the Illicit Discharge Detection and Elimination (IDDE) Program and serve as administrator for the City’s Virginia Stormwater Management Program (VSMP) and the Chesapeake Bay Act (CPBA) local program, and the Erosion and Sediment Control (E&SC) program.  The goals of these important environmental programs include reducing the impact of development and redevelopment on Alexandria streams, the Potomac River, and the Chesapeake Bay.
 
The Opportunity

  • Manages the review and approval of site plan projects and refines stormwater quality compliance initiatives to ensure state, local, and federal compliance to mitigate stormwater quality and quantity impacts for complex, multi-faceted development projects and stormwater planning initiatives;
  • Reviews development site plans, negotiate conditions and positions with applicants, citizens, and City staff, and provides comments at all stages in the process to ensure compliance with VSMP and Chesapeake Bay regulations and other aspects of the City’s Environmental Management Ordinance;
  • Serves as an internal stormwater management expert and represents the department and City on panels, committees, and technical advisory committees and proposed policies and amendments to local codes and ordinance;
  • Exhibits the breadth and depth of knowledge and technical expertise to manage multiple stormwater regulatory programs 
  • Employs technical expertise and soft skills to communicate with developers’ representatives such as engineers, landscape architects, and development attorneys, as well as City staff on public and private stormwater planning initiatives;
  • Participates in Planning Commission and City Council briefings and sessions, as applicable, by leading presentations and/or acting as a subject matter expert for site plans and small area plans; presentations to management staff and elected officials;
  • Proposes stormwater quality and environmental policies via memos to industry or for inclusion in small area planning initiatives;
  • Reviews and provides comments and direction on the work of others related to area of expertise, and acts as an internal consultant to the department and a mentor to other the Water Quality Compliance Specialist and the Stormwater Site Plan Reviewer/Urban Planner III; 
  • Responds to complex stormwater, planning, and community inquiries and requests for interpretations or determinations involving an area of expertise; and
  • Perform related work as required.

Minimum & Additional Requirements

Four-Year College Degree; at least five years of progressively-responsible experience in urban or transportation planning and management of large-scale urban projects, and completion of college-level courses in urban planning, transportation or transit planning, public administration, engineering, geography, or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

The preferred candidate will possess a bachelor’s degree and at least five years of responsible experience in stormwater management planning, water resources, or engineering and completion of college-level courses in environmental science, biology, ecology, soils, stream ecosystems, and water quality, or related field; with training in stormwater plan review and erosion and sediment control.
