The Department of Ecology is hiring an Operations Technical Team Supervisor (Human Resource Consultant 4) within the Human Resources Office.
Location:
Headquarters Office in Lacey, WA .
Upon hire, you must live within a commutable distance from the duty station.
Schedule:

Duties
In this position, you will provide expertise and supervisory support, guidance, and direction to the Operations Technical Team. The Technical Team is responsible for receiving, reviewing, and entering appointment data into Human Resource Management System (HRMS), and administering protected leaves. You will also play an integral part in transitioning from hard copy appointment paperwork to electronic paperwork and electronic routing. This will provide an opportunity to “get in at the ground floor” with an agency who is transitioning to electronic records and electronic personnel files – which will be exciting work and an excellent opportunity to influence our agency's growth in this area.
This position provides a great opportunity for someone who is seeking supervisory experience and who has HR technical skills – specifically in HR Management Systems. Making the leap from HR technician to a supervisory position can be difficult, and this role can serve as an ideal entrance into HR leadership.
What you will do:
Serve as the agency’s technical expert in the state’s HRMS. Attend Data Steward meetings, stay up to date on changes to HRMS or data definitions, and successfully implement those changes with the team. Coach team members through new or confusing HRMS actions.
Supervise the Operations Technical Team: coach and mentor staff in all aspects of their work, be a safe and trusted resource for the team, provide guidance and remove barriers when needed, monitor and adjust assignments as necessary, ensure work is being performed accurately and in a timely manner.
Establish an auditing schedule that is sustainable and effective. The integrity of our HRMS data is essential to the successful operations of our agency. This position will review existing measures and create a feasible plan for auditing entries into the HRMS.
Create canned and customized reports and variants in HRMS or Washington Workforce Analytics to assist customers in making data supported decisions and perform in-depth data analysis when needed.
Identify, recommend, and lead improvement projects to create efficiencies related to HR Operations work (i.e. HRMS, employee actions, FMLA & Shared Leave, position paperwork).
As needed, process appointment paperwork or position actions by entering data into HRMS. This is not a significant aspect of the role but will be required occasionally on a case-by-case basis.

Required Qualifications:
Seven years of experience and/or education as described below:
Experience: in broad-based human resource work, including advising and consulting on human resource issues. Two (2) years of which must include working with a human resource management/information system.
Experience must include:
Extensive Experience with Enterprise HR Systems - Demonstrated experience using, managing, or supporting a Human Resources Management System (HRMS) comparable to Washington State’s HRMS (SAP-based), including position management, personnel actions, payroll interfaces, and data auditing.
Expertise in HR Data Analysis and Reporting - Proven ability to create, modify, and interpret HR reports and queries using HRMS, Power BI, or Washington Workforce Analytics (WWA) to support data-driven decision-making and ensure data integrity.
Regulatory and Policy Application - In-depth knowledge of and ability to apply Washington Administrative Code (WAC), Revised Code of Washington (RCW), collective bargaining agreements (CBAs), and agency or organizational policies to HRMS transactions and decisions.
Technical and Operational Leadership - Experience supervising or leading an HR operations or technical team, managing workload distribution, ensuring accuracy and consistency in personnel actions, and providing coaching and mentoring to staff.
Process Improvement and Systems Optimization - Demonstrated success in identifying, leading, and implementing process or system improvements to enhance efficiency, accuracy, and compliance within HR operations or HRMS environments.
Education involving a major study in human resources, labor relations, organizational development, business, public administration, social or behavioral sciences.
Examples of how to qualify:
7 years of experience.
6 years of experience AND 30-59 semester or 45-89 quarter college credits.
5 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
4 years of experience AND 90-119 semester or 135-179 quarter college credits.
3 years of experience AND a Bachelor’s degree or higher.
Desired Qualifications:
At least 6 months of experience advising and facilitating reasonable accommodation processes and advising management and employees on Family Medical Leave in accordance with federal and state laws.
At least 6 months of experience leading or supervising a team.

Performs general maintenance tasks and repair of fire hydrants and valves. Also responsible for performing utility line locates as needed, which include waterlines, wastewater lines, and city owned fiber. Essential Functions
Utility Line Maintenance - Technician, Operator
Operates backhoe, dump truck, and other equipment to assist with the maintenance and repair of water/wastewater utility lines; transports equipment to and from worksite; participates in preparing the site for maintenance/repair operation, including set-up of safety and warning devices such as shoring, cones, flags, etc.
Inspects and performs basic service, preventive maintenance and minor repairs to equipment as required to keep equipment in safe, working order; fuels equipment, checks tires, assures that equipment is secure and operational; reports major service/repair needs to supervisor or other designated authority.
Assists co-workers in performing work tasks as required; lifts, moves and sets pipe; turns valves; replaces clamps, etc.
Performs service line camera inspections on wastewater lateral lines as needed.
Performs sewer creek crossing inspections as needed.
Performs all other related duties as assigned.
Utility Line Maintenance - Senior Operator
Operates heavy equipment such as mini excavators, rubber tire loaders, skid steers, forklifts, and other equipment to assist with the maintenance and repair of water/wastewater utility lines.
Transports equipment to and from work site and participates in preparing the site for maintenance/repair operation, including set-up of safety and warning devices such as shoring, cones, flags, etc.
Inspects and performs basic service, preventive maintenance and minor repairs to equipment as required to keep equipment in safe, working order; fuels equipment, checks tires, assures that equipment is secure and operational; reports major service/repair needs to supervisor or other designated authority.

Performs supervisory water and wastewater system maintenance work for the County's Utility Department. Involves supervising crews engaged in the maintenance, installation and repair of water and wastewater equipment used in the system. Schedules work to be completed by crew. monitor, create, and keep records on PM schedules. Finds, schedules, and creates training for employees to include safety, and technical. Essential Job Functions
Installs, maintains, and repairs water distribution and wastewater collection piping, systems, and equipment, also performs maintenance at water treatment plants, and wastewater treatment plants.
Schedules maintenance and repair of assigned specialty equipment and machinery.
Trains, coordinates, and evaluates assigned personnel.

Processes invoices for purchasing.
Works with engineering with updating technology.
Ensures adequate maintenance and cleanliness of assigned work areas in accordance with established safety regulations.
Monitors/operates the County wide Supervisor Control and Data Acquisition (SCADA) alarm system, County radios for the County Department of Public Works/Utilities.
Keeps records of preventive maintenance and repairs, also uses computerized maintenance tracking system (INFOR).
Manages timecards and leave request.
Produces shop drawings and sketches.
Stocks truck with proper materials and supplies.
Cleans and lubricates machinery, changes oil, and practices proper preventive maintenance.
Updates and maintains required records, plans, drawings, files, and supplies.
Interacts with County agencies and contractors on inspection and acceptance of water and wastewater systems.
Implements modifications to systems and programs as needed.
Investigates and helps resolve homeowner's complaints.

Education and Experience:
High school diploma or an acceptable equivalency diploma (GED ). Five (5) years of progressively responsible mechanical maintenance experience; or an equivalent combination of education, experience, and training. Basic knowledge of electrical systems.

Skill with electronic devices such as iPhone and iPad is preferred. Must be able to follow oral & written instructions. May be required to be on campus during and immediately following all emergencies such as hurricanes, floods, etc. This position is critical and requires the incumbent to be reliable, highly qualified, capable of performing independent duties under pressure, and possess supervisory ability. This position involves working on a rotating shift as the Central Energy Facility operates 24 hours per day, 7 days per week.
