The Colorado Energy Office leads and coordinates climate action for the State of Colorado. Since 2020, the Energy Office has seen significant growth in the number, size, and breadth of programs it operates to support the reduction of greenhouse gas emissions to benefit all Coloradans. This growth has been the result of nation-leading legislation in Colorado to create new policies and programs, as well as significant and historic investments at the Federal level through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).
This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The Operations team is seeking a detail-oriented team player who can support program managers and Directors throughout the Energy Office in their work, particularly with new federal grants from the IRA and IIJA.
The ideal candidate will enjoy spending time in a big spreadsheet, like budgets to reconcile down to the last penny, and look forward to being the trusted budget advisor for the talented and passionate team at the Energy Office. This role will work daily with staff running programs ranging from transportation electrification, to weatherization for low income Coloradans to carbon management and geothermal. Our office is in downtown Denver, but we offer a flexible workplace with work from home/work from office options, and the possibility of a permanently remote position anywhere in Colorado.
Support CEO’s program teams in managing Federal grants- Review all federal grant opportunities, provide analysis and recommendations
Coordinate and submit federal budgets & budget modifications for federal grants
Work with Sr Budget Analyst to ensure federal budget or budget modifications coordinates with the officewide budget
Use PAGE federal grant reporting system to help project teams administer federal grants-
Prepare and submit annual budgets, budget changes & updates
Quarterly financial and performance reports
Annual & semi annual Davis Bacon Act and other reports as needed
Reconcile grant expenditures, revenue, and receivable each month
Work with Accounting to correct general ledger coding
Calculate and reconcile monthly federal grant cash draws
Collaborate with project staff across the Energy office to prioritize and manage competitive grant applications
Identify grant opportunities that may be relevant to CEO
Track and alert program staff when a competitive grant is due
Manage CEO Indirect federal grants budget and payments to Gov Office
Assist Gov Office in calculating Indirect cost for the Long Bill
Assist Gov Office to negotiate the Indirect Cost Rate with federal cognizant agency
Manage the budgets for all federal grants
Work with Program staff and Directors to develop and balance grant budgets
Ensure budget meets grant requirements (ie admin, payroll, etc)
Monitor and communicate grant expenditure progress
Calculate and book carryforward spending authority
Manage allowability of grant expenditures (grant requirements)
Manage certified payrolls
Maintain CEO Payroll Distribution forecast
Ensure payroll documents are updated
Prepare and submit annual, new hire, separation
Input grant documents into the state accounting system
Act as Energy Office representative to Statewide Grant Manager’s Group at the Office of the State Controller (OSC)

Position Summary
The Latinx Engagement Specialist is responsible for the recruitment and retention of Latina girl members and Latinx adult volunteers. They will build and maintain community partnerships to increase Girl Scout presence in identified Latinx communities. They will recruit and support volunteers to ensure the delivery of the Girl Scout Leadership Experience is prevalent in all activities in assigned jurisdiction within the council. They will assist with the creation and implementation of Latinx marketing efforts. They will work closely with recruitment, troop support and the program department to provide high-quality customer service and opportunities for the troops they engage with.
Key Responsibilities
Promote Girl Scouting in the Latinx communities to enhance the understanding and appreciation of the Girl Scout Leadership Experience.
Increase the visibility of Girl Scout opportunities/programs for girls using traditional and non-traditional methods.
Assist in the development of Hispanic community assessment and cultivation strategies to bring the national leadership experience to life via local Latinx resources and customization.
Build a bilingual volunteer support network to help mentor new troop leaders and program volunteers in assigned areas to meet goals and ensure that the Girl Scout Leadership Experience is being implemented in all troops within assigned territory.
Act as staff liaison to Multi-Cultural Advisory Committee and the Global Action Task Force, recommending and promoting connections to participate in both committees.

In 2022, The Humane League launched the Animal Policy Alliance (APA), a national network of state and local animal protection and food policy advocacy groups in the US that include animals raised for food among their legislative priorities. Their mission is to unite to end large scale animal cruelty through policy change. To accomplish this mission, the APA works to facilitate sharing of resources and best practices, provide trainings, develop and coordinate strategies for public policy campaigns and provide the capacity building and support necessary for those strategies to succeed.
As the Animal Policy Alliance Program Specialist, you will play a key role in supporting the growth and operation of the APA. You will be accountable for working as part of a small team to develop and oversee the Alliance’s member support and recruitment strategies, coordinate and implement the development of resources and trainings, coordinate APA members around strategic policy objectives, and publicly represent the Alliance. This position reports directly to the Director of Public Policy.
This is a full-time, remote position. This position requires domestic travel for an annual staff retreat, conferences, and to meet with alliance members, this is equivalent to approximately 3-6 trips per year.

Your responsibilities include but are not limited to:
Alliance Development and Support
Plays a lead role in developing executing the Alliance’s member support strategies, including hosting various events, trainings, mentorship programs, webinars, and other resources that will improve member group’s ability to effectively grow their political power and advocate for legislative change for animals raised for food.
Establishes and maintains relationships with APA member groups while employing a high level of emotional intelligence. This includes fielding incoming communications and sending updates to coalition members.
Advises on and contributes to the development of the APA website, and updates the website as needed. This includes supporting the development and maintenance of a resources database for local and state-level animal protection groups that will be hosted on the Alliance website. This database will include but not be limited to templates for legislative fact sheets, lobbying materials, action alert templates, capacity-building tools, and links to external resources.
Onboards member groups, including adding them to APA communication platforms, uploads member data, provides access to resource databases as well as other supporting materials and services.
In partnership with colleagues on the THL Public Policy team, supports the coordination of member groups around local, state and national public policy campaigns.
Assists as needed in the operation of a grant program for Alliance members, including communications with members about grants.
Uses and manages Salesforce to facilitate APA CRM.
Plays a key role in evaluating member groups’ capacity, capabilities, and needs. This includes collecting, organizing, and maintaining documentation and data on Alliance member groups.
Supports the launch of new organizations that will be members of the APA.
Communications
Manages communications platforms for the Alliance, including Google Groups and potentially Slack; maintains and updates communications protocols for the Alliance.
Curates content for and drafts a monthly newsletter for APA members.
Events
In partnership with THL event planning staff, plans and implements the APA’s annual national summit, webinars, and training events, including development, procurement of content and recruitment of speakers for these events.
Recruits experts and manages contract work with them in developing specialized public policy advocacy trainings and webinars.
Plans and facilitates strategic discussions at the annual APA Summit, as well as on APA conference calls, Google Group communications, and online APA chat forums such as Slack.
Other Responsibilities
Eventually supports the work of a (yet to be established) 501(c)(4) advocacy entity affiliated with THL and Alliance members’ public policy work. This will include tracking all time spent working on tasks for the 501(c)(4).

Our training program connects organizations with our corporate relations and campaign specialists to provide personalized workshops, tactical tutorials, and role playing. Our conferences, called Summits, are hosted annually with the intention of deepening bonds, increasing collaboration, and aligning on strategy. Your responsibilities include but are not limited to:
Organizes and coordinates all logistics of OWA global events, trainings, both virtual and in person. This includes visioning and goal creation, scheduling, program development, budget planning and adherence, and project execution, and evaluation
Develops and oversees a global Training Committee, a group of qualified peers who can lead and facilitate corporate outreach or campaign trainings. Identifies opportunities to strengthen coalition morale and increase engagement during events
Fosters continuous improvement and expansion of training programs through long term program evaluation and by recommending process improvements, content upgrades, or new technology and tools
Assists Director of OWA in planning, execution, and evaluation of annual team retreat
Oversees planning and execution of OWA Global (annual occurrence) and Regional Summits (held annually in Latin America, Africa, APAC and Europe regions), in person, hybrid, and virtually
Attends live OWA events to moderate, provide technical and speaker support, act as frontline contact, and support team through troubleshooting
Processes incoming requests for events and maintains organized and accessible records, including long term evaluation on past events

REQUIRED SKILLS

Duties
What makes this role unique? As the Program Contracts and Grants Specialist, you will interface with Air Quality Program and Ecology staff in a multitude of disciplines. You will also directly consult with and support local government and not-for-profit grant recipients, Tribes, local clean air agencies, the Attorney General’s office and other agencies and universities. Your grant portfolio includes landfill methane grants, improving air quality in overburdened communities, diesel and soot reduction, and other federal environmental grants. You will receive support and be involved with the Agency-wide grant group (including other agency-wide grant administrators) and develop expertise in competitive procurement processes. What you will do:
Negotiate, prepare, and manage complex contracts and agreements. Resolve issues that arise during the contracting process.
Ensure state policies and procedures are followed throughout the procurement process.
Assist staff in helping them in understanding regulations, policies, and procedures in the preparation of contracts, agreements, and procurements.
Review and analyze contracts and agreements to be sure they comply with regulations, policies and procedures.
Negotiate agreements with a variety of stakeholders.
Independently confirm reimbursement requests and grant submittals are eligible using working knowledge of grant agreement and guidelines, state and federal statutes and rules, AQP and Agency policies and procedures, and taking into account audit requirements and grantee relationships.
Provide expertise in determining eligibility issues and tracking and recording eligibility decisions as precedent for future issues.
Develop performance measures to accurately track and report data on all AQP grant programs.
Coordinate with the regional grant fund managers in grant cycle planning and execution.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Specialist 4 (ES4) . We will consider applicants who meet the requirements for the ES2, ES3 and ES4 levels. If the finalist meets the requirements for the ES2 or ES3 levels, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

Duties
What makes this role unique? As the Program Contracts and Grants Specialist, you will interface with Air Quality Program and Ecology staff in a multitude of disciplines. You will also directly consult with and support local government and not-for-profit grant recipients, Tribes, local clean air agencies, the Attorney General’s office and other agencies and universities. Your grant portfolio includes landfill methane grants, improving air quality in overburdened communities, diesel and soot reduction, and other federal environmental grants. You will receive support and be involved with the Agency-wide grant group (including other agency-wide grant administrators) and develop expertise in competitive procurement processes. What you will do:
Negotiate, prepare, and manage complex contracts and agreements. Resolve issues that arise during the contracting process.
Ensure state policies and procedures are followed throughout the procurement process.
Assist staff in helping them in understanding regulations, policies, and procedures in the preparation of contracts, agreements, and procurements.
Review and analyze contracts and agreements to be sure they comply with regulations, policies and procedures.
Negotiate agreements with a variety of stakeholders.
Independently confirm reimbursement requests and grant submittals are eligible using working knowledge of grant agreement and guidelines, state and federal statutes and rules, AQP and Agency policies and procedures, and taking into account audit requirements and grantee relationships.
Provide expertise in determining eligibility issues and tracking and recording eligibility decisions as precedent for future issues.
Develop performance measures to accurately track and report data on all AQP grant programs.
Coordinate with the regional grant fund managers in grant cycle planning and execution.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Specialist 4 (ES4) . We will consider applicants who meet the requirements for the ES2, ES3 and ES4 levels. If the finalist meets the requirements for the ES2 or ES3 levels, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

As a member of the GRI Operations Team, you will provide administrative oversight and support program operations for a varied portfolio of projects funded by multiple donors, including foreign governments and foundations. You will ensure accurate grants and contracts management, offer financial oversight, foster partner collaboration, and contribute to event coordination. As a Grants & Finance Specialist, you will develop your career in non-profit operations and financial management. You will be supported by the GRI's Operations and Management team, along with WRI’s Accounting, Grants and Contracts teams, and project managers within the Forest Program. You will report to the GRI's Operations Manager. What will you do:
Grant Financial Management (45%):
Coordinate with and advise project lead on budget management, including use of budgeting software, monthly financial tracking, and supporting project managers in expense forecasting and revenue analysis
Review, update, and monitor all transactions, invoices, commitments, and revenue prospects
Follow WRI’s internal processes and deadlines related to funding, including quarterly reviews, financial reporting, monthly & annual closeouts, and future fiscal year annual budget submission
Grant and Sub-agreement Management (50%):
Work directly with funders to request and submit Prime award amendments, payment request, and other funder related needs
Process and implement new sub-grants, contracts, and amendments
Process invoices and payments for projects in compliance with WRI’s policies
Monitor partners to ensure the and accurate submission of progress and financial reports
Program Administration and Operations (5%):
Monitor compliance with and advise teams on institutional policies, such as WRI’s travel and expense policy
Support miscellaneous project operations needs, including personnel processes, labor forecasting and guidance processes, and IT
Advise team on budget management and address any financial issues with the Operations Manager
Track program funding opportunities and record information in online tracking systems
What will you need:
Education: You have a completed Bachelor's degree in finance, business or public administration, non-profit management, or similar
Experience: You have a minimum of 3+ years full-time relevant work experience in operations, grant administration, budgeting, or financial management
You have experience in a previous role that required detail-orientation and working with deadlines, particularly with expense forecasting, grant compliance, and monitoring subgrants and contracts
You have also worked in a role with minimal supervision and have experience with interacting with multiple stakeholders and cross-collaboration with teams
Experience with financial softwares such as TM1 and Cognos and CRM software such as Salesforce considered a plus
Languages: You have verbal and written proficiency in English. Spanish preferred.
Requirements: Existing work authorization is required where this position is based. WRI is unable to authorize visa work authorization
Potential Salary: Salary range is between 69,000 and 78,000 USD. Salary is commensurate with experience and other compensable factors.

Duties
What makes this role unique?
This role has a direct positive impact on the environment that is rewarding and highly visible to the appreciative citizens of Washington. There are peak workload periods, typically in spring, however improvements to the program may be forthcoming and lessen this peak. You will be independently responsible for overseeing a litter pickup program as well as local government grants. You will need to align your time and responsibilities accordingly and adapt and respond quickly as situations change. What you will do:
Plan for and manage a 9-10 month seasonal employment program for adult crews.
Plan for and manage a teen litter pickup program with adult supervisors.
Recruit, interview, hire, manage paperwork for and train crew members and supervisors.
Manage and stay within the budget for Ecology’s Southwest Region litter pickup program.
Manage a vehicle fleet and ensure litter pickup and safety supplies are stocked and available when needed.
Ensure crews abide by all safety measures and make decisions quickly about crew deployment in times of high heat, during fire/smoke season and exposure to Covid-19.
Work with other state and local governments on litter and illegal dump cleanup and prevention measures, this includes managing grants and interagency agreements.
Must be highly organized and capable of managing heavy and diverse workloads at times.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
