Duties
As the Permit Fee and Records Specialist for the Water Quality Program, you will help ensure accurate and consistent water quality permit fee assessments. As part of the Permit Fee Unit, you’ll work closely with a small, collaborative revenue collection team known for strong teamwork and excellent internal and external customer service. Together you will support the collection of fees from more than 7,000 permittees each year by reconciling records, processing fee assessments, and assisting customers. This funding is essential to the Water Quality Program’s ongoing work to protect Washington’s waters.
In this role, you’ll gain valuable experience with the program’s billing and permitting systems, learn how fee assessments are developed, and help maintain high-quality fiscal and permit records. You’ll work closely with the Permit Fee Unit and Fiscal’s Accounts Receivable staff, gaining exposure to accounting tasks such as invoicing, payments, refunds, and delinquent account processes. We’re looking for a motivated individual who is ready to dive in, contribute to team success, and grow in a position that directly contributes to clean, healthy water for communities and aquatic life across Washington.
What you will do:
Support the Water Quality Program’s revenue collection efforts as part of the collaborative Permit Fee Unit.
Reconcile permit fee accounts between the billing system and the accounts receivable system.
Process fiscal paperwork for moving payments between accounts and issuing refunds.
Review and process annual data collected from permittees that is used to set fees in the billing system.
Assist with monitoring and resolving delinquent accounts to ensure timely and complete revenue collection.
Update permittee contact and account information in the billing system to maintain accurate records.

Required Qualifications:
Three (3) years of experience and/or education as described below:
Experience in accounting and fiscal record keeping, which may include:
Managing accounting, customer, employee, or financial records
Working in billing and accounts receivables systems with a strong knowledge of understanding ledgers
Auditing records for discrepancies and recommending or making corrections as needed
Education involving a major study in accounting, finance, business administration, or a related field.
Examples of how to qualify:
3 years of experience.
2 years of experience AND 30-59 semester or 45-89 quarter college credits.
1 year of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).

Who You Are
As the Associate Director of Financial Aid Operations, you will play a critical leadership role in advancing the College’s strategic plan by ensuring equitable, timely, and compliant access to financial aid for all students. You will support student enrollment, persistence, and completion by leading operational excellence in financial aid processing, fund management, and systems management.
Working collaboratively with Financial Aid leadership, you will ensure that financial aid policies, processes, and technologies remove barriers and expand opportunity. You will champion continuous improvement, data-informed decision-making, and staff development, helping to create a student-centered, inclusive financial aid experience that reflects FRCC’s commitment to equity, transparency, and student success.
In this role, you will assist the Director Financial Aid in fiscal budgeting, funds management and quality assurance measures in all areas of federal, state and institutional aid. You will plan for the future and respond quickly to changes in federal, state or institutional policy. You will keep the staff engaged and apprised of current and changing processes. Ideally, you are analytical, well organized, self-motivated, with a process improvement mindset who thinks critically, solves problems and adapts well to change.
This position is based out of the Westminster campus and requires a strong on-campus presence. The position will have the opportunity to work remotely occasionally and will occasionally need to travel to all three FRCC campuses.

SALARY: $65,579 - $68,858 annually
The salary range reflects the minimum and maximum starting salary for the position. When determining the starting salary for a new employee, FRCC takes into consideration a combination of the selected candidate’s education, training and experience as it relates to the requirements of the position, as well as the position’s scope and complexity, internal pay equity and external market value.

The selection process for the Associate Director of Financial Aid Operations will be conducted through a competitive, merit-based evaluation of all qualified applicants. Primary Duties
Aid Application Review and Awarding:
Lead and continuously improve processes for the daily import, review, and awarding of FAFSA and CASFA applications, including federal verification and comment code resolution, ensuring timely and equitable distribution of financial aid.
Ensure compliance with federal, state, and institutional regulations by maintaining current knowledge of guidance from Federal Student Aid, NASFAA, and CCCS and integrating updates into operational workflows.
Manage automated student communications and batch awarding processes to provide accurate, timely notifications regarding requirements, awards, and adjustments in Banner.
Partner with the Associate Director of Financial Aid Advising to address student inquiries, resolve complex issues, and identify opportunities to strengthen processes and the student experience.
Fund Management and Reconciliation:
Direct reconciliation and management of federal, state, and institutional financial aid funds, including Pell Grants, Direct Loans, SEOG, CSG, work-study, institutional grants, and scholarships, ensuring accuracy and regulatory compliance.
Coordinate grant and loan origination and disbursement data exchanges through Federal Student Aid systems and monitor allocation of limited funds to maximize responsible use of resources.
Ensure timely and compliant Return of Title IV calculations and serve as liaison with external institutions regarding transfer monitoring and overpayment resolution.
Collaborate with Fiscal Affairs and Accounts Receivable to resolve financial aid–related issues affecting institutional and student accounts.
Supervision and Leadership:
Supervise Financial Aid Specialists and the Financial Aid Coordinator – Operations, cultivating a collaborative, inclusive, and accountable team environment.
Hire, train, evaluate, and support staff development, promoting professional growth and operational excellence.
Assess and improve operational workflows across Financial Aid Operations, identifying opportunities for automation, efficiency, and compliance, including programs such as Work-Study and Satisfactory Academic Progress (SAP).
Develop, document, and update operational procedures and deliver training in collaboration with Financial Aid leadership when regulatory, process, or system changes occur.
Systems Management:
Provide advanced leadership in the effective use of Banner and related financial aid systems to ensure data integrity, accurate processing, and operational efficiency.
Maintain expert knowledge of FAFSA and CASFA data integration to support seamless system functionality and accurate awarding.
Coordinate system-related responsibilities within the team to ensure timely completion of projects and continuous improvement of automated processes.
Foundation Scholarships and COSI Grants:
Administer the FRCC Foundation scholarship platform and partner with Foundation leadership to establish timelines, develop processes, and define awarding procedures.
Support reconciliation efforts and prepare required reports for the Foundation Board.
Coordinate awarding and reporting for Colorado Opportunity Scholarship Initiative (COSI) programs in partnership with the COSI Program Manager, recommending best practices to strengthen program effectiveness.

Required Education/Training & Work Experience:
Bachelor’s Degree
Three years of increasingly responsible professional experience which includes supervision of staff and a background in financial aid.
Experience with technology systems such as Banner, or other Student Information Systems (SIS).
Experience working with Federal Student Aid systems; CPS, COD, and NSLDS

With three campuses along Colorado’s Front Range, FRCC is the state’s largest community college. We enroll close to 28,000 students annually from our diverse service area, which offers a variety of cultural and recreational activities.

Who You Are
As the Associate Director of Financial Aid Operations, you will play a critical leadership role in advancing the College’s strategic plan by ensuring equitable, timely, and compliant access to financial aid for all students. You will support student enrollment, persistence, and completion by leading operational excellence in financial aid processing, fund management, and systems management.
Working collaboratively with Financial Aid leadership, you will ensure that financial aid policies, processes, and technologies remove barriers and expand opportunity. You will champion continuous improvement, data-informed decision-making, and staff development, helping to create a student-centered, inclusive financial aid experience that reflects FRCC’s commitment to equity, transparency, and student success.
In this role, you will assist the Director Financial Aid in fiscal budgeting, funds management and quality assurance measures in all areas of federal, state and institutional aid. You will plan for the future and respond quickly to changes in federal, state or institutional policy. You will keep the staff engaged and apprised of current and changing processes. Ideally, you are analytical, well organized, self-motivated, with a process improvement mindset who thinks critically, solves problems and adapts well to change.

Primary Duties
Aid Application Review and Awarding:
Lead and continuously improve processes for the daily import, review, and awarding of FAFSA and CASFA applications, including federal verification and comment code resolution, ensuring timely and equitable distribution of financial aid.
Ensure compliance with federal, state, and institutional regulations by maintaining current knowledge of guidance from Federal Student Aid, NASFAA, and CCCS and integrating updates into operational workflows.
Manage automated student communications and batch awarding processes to provide accurate, timely notifications regarding requirements, awards, and adjustments in Banner.
Partner with the Associate Director of Financial Aid Advising to address student inquiries, resolve complex issues, and identify opportunities to strengthen processes and the student experience.
Fund Management and Reconciliation:
Direct reconciliation and management of federal, state, and institutional financial aid funds, including Pell Grants, Direct Loans, SEOG, CSG, work-study, institutional grants, and scholarships, ensuring accuracy and regulatory compliance.
Coordinate grant and loan origination and disbursement data exchanges through Federal Student Aid systems and monitor allocation of limited funds to maximize responsible use of resources.
Ensure timely and compliant Return of Title IV calculations and serve as liaison with external institutions regarding transfer monitoring and overpayment resolution.
Collaborate with Fiscal Affairs and Accounts Receivable to resolve financial aid–related issues affecting institutional and student accounts.
Supervision and Leadership:
Supervise Financial Aid Specialists and the Financial Aid Coordinator – Operations, cultivating a collaborative, inclusive, and accountable team environment.
Hire, train, evaluate, and support staff development, promoting professional growth and operational excellence.
Assess and improve operational workflows across Financial Aid Operations, identifying opportunities for automation, efficiency, and compliance, including programs such as Work-Study and Satisfactory Academic Progress (SAP).
Develop, document, and update operational procedures and deliver training in collaboration with Financial Aid leadership when regulatory, process, or system changes occur.
Systems Management:
Provide advanced leadership in the effective use of Banner and related financial aid systems to ensure data integrity, accurate processing, and operational efficiency.
Maintain expert knowledge of FAFSA and CASFA data integration to support seamless system functionality and accurate awarding.

Foundation Scholarships and COSI Grants:

Coordinate awarding and reporting for Colorado Opportunity Scholarship Initiative (COSI) programs in partnership with the COSI Program Manager, recommending best practices to strengthen program effectiveness.

Assist the Director of Finance in annual audit and Tax Form 990 preparation. Prepare, review and/or approve detailed audit schedules and reconciliations. Identify any write offs, adjustments, reclasses, etc. prior to the audit and record in the accounting system
Assist the Director of Finance in remediating any audit issues that result from the annual audit in an effort to continually improve processes and results
Create, maintain and revise, as needed, global accounting manuals containing accounting policies and procedures and other working documents as needed
Oversee entire Accounts Payable process and Accounts Receivable function (supervise in consultation or liaise with development team to ensure accurate recording of revenue and corresponding restrictions). Implement best practices for accounts payable and accounts receivable functions in consultation with other finance and accounting team members or other staff
Responsible for timely and accurate bank reconciliations, credit card reconciliations, debit card reconciliations, etc. for all 350.org accounts, including those in non-USD currencies
Act as expert on accounting system(s) setup, capabilities and technical requirements. Ensure accounting system integrity and make recommendations to COO and Director of Finance for ongoing improvements in functionality as required
Responsible for review and approval of payroll processing and payroll accounting entries in multiple countries, including US, Canada, South Africa, UK, etc. Work with various payroll providers in each country for timely payroll submission and payment, and to ensure compliance with local laws and regulations. Maintain reconciliations for payroll liabilities, including retirement/pensions, taxes and other benefits
Understand intercompany and inter-entity accounting and cost allocations, including due-to due-from accounting
Consistently prepare financial data, analyze financial data and share reports in an accurate and timely manner as requested from the Director of Finance, COO or other management. Clearly communicate monthly, quarterly and annual financial statements. Keep management informed of any material changes
Cash Flow Management and Controls
Responsible for overall management and safeguarding of cash, including banking, bank transfers and other cash-equivalent/investment accounts
Maintain internal controls and safeguards for receipt of revenue and actual expenditures
Develop documentation of procedures and recommendations for cash control process improvements
Assist Director of Finance in organizational cash flow forecasting as needed
Complete and/or review reconciliations for all cash or cash-equivalent/investment accounts on a monthly basis
Other
Oversee accounting staff, including members of accounts payable, accounts receivable and general accountants and/or specialists
Develop and manage a high-performing accounting team with an employee-oriented culture that emphasizes quality, process improvement and employee retention. Manage direct reports, while maintaining the goals of the Finance & Accounting Department and Operations Department

Bachelor’s degree or Master’s degree in Accounting
Minimum 8+ years of accounting experience, demonstrating a clear increase in responsibilities
Minimum 5+ years as a manager within the accounting or finance function, including 3+ years of direct supervision
Excellent and expert knowledge of US GAAP
Experience in developing, implementing and managing the month end close process for an international organization
Experience in an international nonprofit organization, including experience in multi-entity, multi-currency and international transactions/accounting

Assist the Director of Finance and other management in development and documentation of operational procedures and in the development of system controls to ensure data integrity and internal controls to safeguard assets
Assist the Director of Finance and other management in production of accurate and timely financial statements.
Oversee all accounts, ledgers, subledgers and reporting systems
Ensure compliance with appropriate US GAAP standards, external laws/regulations, and translations from IFRS wherever appropriate

Assist the Director of Finance in annual audit and Tax Form 990 preparation. Prepare, review and/or approve detailed audit schedules and reconciliations. Identify any write offs, adjustments, reclasses, etc. prior to the audit and record in the accounting system
Assist the Director of Finance in remediating any audit issues that result from the annual audit in an effort to continually improve processes and results
Create, maintain and revise, as needed, global accounting manuals containing accounting policies and procedures and other working documents as needed
Oversee entire Accounts Payable process and Accounts Receivable function (supervise in consultation or liaise with development team to ensure accurate recording of revenue and corresponding restrictions). Implement best practices for accounts payable and accounts receivable functions in consultation with other finance and accounting team members or other staff
Responsible for timely and accurate bank reconciliations, credit card reconciliations, debit card reconciliations, etc. for all 350.org accounts, including those in non-USD currencies
Act as expert on accounting system(s) setup, capabilities and technical requirements. Ensure accounting system integrity and make recommendations to COO and Director of Finance for ongoing improvements in functionality as required
Responsible for review and approval of payroll processing and payroll accounting entries in multiple countries, including US, Canada, South Africa, UK, etc. Work with various payroll providers in each country for timely payroll submission and payment, and to ensure compliance with local laws and regulations. Maintain reconciliations for payroll liabilities, including retirement/pensions, taxes and other benefits
Understand intercompany and inter-entity accounting and cost allocations, including due-to due-from accounting
Consistently prepare financial data, analyze financial data and share reports in an accurate and timely manner as requested from the Director of Finance, COO or other management. Clearly communicate monthly, quarterly and annual financial statements. Keep management informed of any material changes
Cash Flow Management and Controls
Responsible for overall management and safeguarding of cash, including banking, bank transfers and other cash-equivalent/investment accounts
Maintain internal controls and safeguards for receipt of revenue and actual expenditures
Develop documentation of procedures and recommendations for cash control process improvements
Assist Director of Finance in organizational cash flow forecasting as needed
Complete and/or review reconciliations for all cash or cash-equivalent/investment accounts on a monthly basis
Other
Oversee accounting staff, including members of accounts payable, accounts receivable and general accountants and/or specialists
Develop and manage a high-performing accounting team with an employee-oriented culture that emphasizes quality, process improvement and employee retention. Manage direct reports, while maintaining the goals of the Finance & Accounting Department and Operations Department
Support the Finance & Accounting Department and Operations Department when called upon for various requests. Assist in special projects as necessary and other duties as assigned by the Director of Finance, Head of Operations and/or Managing Director

QUALIFICATIONS/EDUCATION and/or EXPERIENCE REQUIREMENTS:
Required Qualifications
Bachelor’s degree or Master’s degree in Accounting
Minimum 8+ years of accounting experience, demonstrating a clear increase in responsibilities
Minimum 5+ years as a manager within the accounting or finance function, including 3+ years of direct supervision
Excellent and expert knowledge of US GAAP
Experience in developing, implementing and managing the month end close process for an international organization
Experience in an international nonprofit organization, including experience in multi-entity, multi-currency and international transactions/accounting
