Position Overview
The Office of General Counsel is seeking to hire a dynamic, organized, detail-oriented licensed attorney in Illinois to serve as an Associate General Counsel. The Associate General Counsel will perform professional legal services in support of the Department’s programs, including, but not limited to, conducting research, providing legal advice, producing legal opinions, findings, and recommendations related to programs in the Division of Family and Community Services (FCS) and the Division of Early Childhood (DEC), the Office of Firearm Violence Prevention (OFVP) and the Office to Prevent and End Homelessness (OPEH). Essential Functions

Reviews all requests for documents and advises the Deputy General Counsel concerning the disclosure of documents pursuant to such requests.
Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
Requires graduation from an accredited law school.
Requires three (3) years progressively responsible administrative legal experience for a public or business organization.
Requires possession of a license to practice law in Illinois.
Preferred Qualifications
Three (3) years of professional experience working with statutes and administrative rules, case law, and other legal literature.
Three (3) years of professional experience reviewing proposed legislation, amendments, resolutions, procedures, rules and regulations for a public or private organization.
Three (3) years of professional experience developing and presenting oral and written legal opinions.
Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to use critical thinking skills while multi-tasking multiple projects.
Three (3) years of professional experience communicating with internal and external stakeholders, ensuring detailed and critical analysis of work performed.

Job Summary
The Assistant Fire Marshal classification is distinguished from the Fire Inspector and Deputy Fire Marshal job families by the advanced work performed. The incumbent organizes and coordinates the day-to-day activities of all personnel and helps oversee programs within the Fire Marshal’s Office. The position is supervisory and independent in nature and requires a strong technical grasp of all aspects of fire prevention, fire systems, and fire code. The position requires the ability to provide technical assistant to internal and external stakeholders. Work is performed under the general supervision of the Fire Marshal and is reviewed through periodic conferences, reports, and through the adequacy and accuracy of the resultant records, reports, and functions.
Qualifications
Education and Experience:
Four (4) year degree with major coursework in fire science or administration, law enforcement, business, or public administration, or related field. - AND -
Five (5) years' experience in code administration or enforcement including at least three (3) years of supervisory experience.- OR -
Any equivalent combination (8 years) of relevant education, training, and experience which would demonstrate an ability to perform the duties of this classification.-AND-

This is the senior level in the Deputy Fire Marshal job family. The Sr. Deputy Fire Marshal classification is distinguished from the first level by the advanced work performed. Job Summary
This is the senior level in the Deputy Fire Marshal job family. The Sr. Deputy Fire Marshal classification is distinguished from the first level by the advanced work performed. Incumbents must have extensive and advanced knowledge in all areas of fire inspection and investigation, and be trained as specially commissioned officers with regard to fire investigations. At the Sr. Deputy Fire Marshal level, incumbents are expected to possess all requisite knowledge, skills, and ability to handle the full range of work in the job family. Incumbents work with significant independence.
Qualifications
Senior Fire Marshal:
Education and Experience: Five years of professional fire service experience with a fire fighting background and career emphasis in any combination of fire inspection, fire investigation, commercial plan review (fire related) or public education.
Completion of or significant study towards a recognized degree program in fire science, administration or a closely related field at an established college or university may be substituted for experience on a year for year basis up to a maximum of two years.
Volunteer or part-time fire service experience may be substituted for career experience at the rate of two years volunteer or part time for one year of career experience. Experience in an occupationally related field may be considered as career experience.
Possession of a valid motor vehicle operator's license.
Certifications:
International Code Council Fire Inspector II certification.
International Code Council Fire Plans Examiner certification.
Additional Requirements: Completion of an approved course of instruction for meeting the law enforcement requirements for Fire Marshals in accordance with RCW 43.44.050(6) within 2 years of the date of employment is required.
Certification in fire investigation from a recognized organization such as the National Association of Fire Investigators, International Association of Arson Investigators, IFSAC, etc., as approved by the Fire Marshal.

Participates in defining the goals and objectives and develops policies and procedures for these programs. Responsible for the day-to-day operation of the program, scheduling inspections, plan reviews, follow-up investigations, etc. May have one or more inspectors or other Deputies assigned to a program.
Participates in fire prevention education programs which may include public presentations at schools, businesses, civic organizations or other audiences. These programs often require cooperation with the news media.
Maintains a current knowledge (and or certifications) of changes in applicable codes, laws, ordinances and standards.
Prepares detailed reports on all work performed.
Expresses a courteous and helpful attitude when dealing with the public and other departments or agencies.
Maintains effective working relationship with State Fire Marshal's Office, County Fire Districts, County Sheriff's Office, County Prosecutor's Office, insurance companies and related agencies.

Deputy Fire Marshals are the enforcement agents for the Fire Marshal’s Office for the purpose of Fire Code enforcement. Job Summary
Inspects residential construction sites to assure that construction and materials conform to plans, local zoning, building, fire, gas, heating and plumbing codes. Notifies builders of corrections required. Inspections are frequently of residential construction, but may also include commercial structures such as schools, churches, apartment houses, retail stores and office buildings. Continuing Qualifications for Building Inspector Job Family
Incumbents must be able to successfully perform inspections of building, plumbing, and mechanical facilities to be considered fully effective in the Building Inspector job family. Incumbents may be hired at a lower level, but are expected to reach the full journey-level – Building Inspector III level – within the timeframes outlined below.
The Building Inspector I is the entry-level into the Inspector job family. An incumbent hired at the entry level is expected to obtain the qualifications to move to Building Inspector II.
Building Inspector II qualifications require certification as a residential building inspector, commercial building inspector, and plumbing inspector through ICC, IAPMO, or other approved organizations.
An incumbent at the mid-level must obtain the qualifications to move to Building Inspector III. Qualifications for a Building Inspector III require the additional certifications of residential mechanical inspector and commercial mechanical inspector through ICC, IAPMO, or other approved organizations.
Employees are required to meet the following minimum criteria within the timeframe outlined below:

Job Summary
Inspects residential construction sites to assure that construction and materials conform to plans, local zoning, building, fire, gas, heating and plumbing codes. Notifies builders of corrections required. Inspections are frequently of residential construction, but may also include commercial structures such as schools, churches, apartment houses, retail stores and office buildings. Examines routine residential building plans. This position may be filled as a Building Inspector I, II or III depending on experience.
Qualifications
Building Inspector I:
Education and Experience:
High school or vocational school graduation or GED certificate.
Two (2) years of experience as a journey-level in building trades. – or – Completion of a recognized four-year building trades apprenticeship program, which may be substituted for work experience. – or – Certification as either a building inspector or plumbing inspector through ICC, IAPMO or other approved organization at the time of hire.

Continuing Qualifications for Building Inspector Job Family
Incumbents must be able to successfully perform inspections of building, plumbing, and mechanical facilities to be considered fully effective in the Building Inspector job family. Incumbents may be hired at a lower level, but are expected to reach the full journey-level – Building Inspector III level – within the timeframes outlined below.
The Building Inspector I is the entry-level into the Inspector job family. An incumbent hired at the entry level is expected to obtain the qualifications to move to Building Inspector II.
Building Inspector II qualifications require certification as a residential building inspector, commercial building inspector, and plumbing inspector through ICC, IAPMO, or other approved organizations.
An incumbent at the mid-level must obtain the qualifications to move to Building Inspector III. Qualifications for a Building Inspector III require the additional certifications of residential mechanical inspector and commercial mechanical inspector through ICC, IAPMO, or other approved organizations.
Employees are required to meet the following minimum criteria within the timeframe outlined below:
Obtain their plumbing certification and at least one building certification within 12 months of hire or promotion.
Obtain at least one mechanical certification within 18 months of hire or promotion.
Incumbents who fail to meet these minimum qualifications will be considered “below expectations” in performance and will be subject to corrective action and/or discipline, up to and including termination, for failure to achieve performance standards.
[Note] A new hire will be required to serve a probationary period of six months from the original date of hire and/or according to contract and policy language. Authorizes minor as-built variations from plans when safety, durability, and function are not impaired. Notifies builders and installers of code violations and stipulates correction required. Investigates complaints about system failures in residential buildings; determines cause and corrective action needed; notifies installers and owners of remedial action necessary. Advises supervisor when health hazards or code violations are not corrected.
Inspects abandoned buildings to see if owners should be required to demolish or bring them up to building standards. Answers complaints on zoning code violations such as over-height fences, improper location of mobile homes and out buildings constructed without permits. Advises owners of building code and zoning ordinances and stipulates corrections required.
Performs inspections of residential public curbs, driveways, sidewalks and construction sites as directed to ensure conformance with County standards, zoning codes and specifications and to assure proper drainage.
May check residential plans for construction or alteration to ensure that type of building, dimensions, and set-backs are in compliance with zoning code; checks construction features to assure proper foundation and support, use of acceptable materials, compliance with minimum fire, heating, plumbing and gas standards; advises builders about problems of drainage, water hammer, pipe expansion, and similar design items which are frequently overlooked.

Job Summary
This is complex program management level work in planning, organizing, directing, and coordinating the daily operations of the Fire Marshal’s Office of the Community Development Department. In addition, as County Fire Marshal, the employee occupying the position of this classification is responsible for administering and supervising fire code education, inspections, investigations, plans review and enforcement programs. Work involves responsibility for planning, organizing, directing and coordinating the activities of subordinates responsible for the Fire Marshal's Office. The work requires making technical decisions related to State laws, County policy, ordinances, allocation of resources and divisional budgeting. Work is performed with extensive independence requiring the use of independent initiative and judgment in making important decisions and directing day-to-day operations. The work also includes special staff and management assignments normally assigned to a division manager. Supervision, direction and coordination are exercised over professional and technical personnel. Administrative and professional direction is received from the Director of the Community Development Department. Work is reviewed through periodic conferences, analysis of reports, and performance evaluations. Clark County Fire Marshall is to be fully qualified in the field of fire prevention and code enforcement to exercise the powers and perform the duties of the code official as set forth in Chapter 15.12 CLARK COUNTY FIRE CODE . The Clark County Fire Marshal shall be responsible for the administration and enforcement of this Code. In addition the Clark County Fire Marshal should foster consistent and positive collaboration within community development and all fire districts within Clark county Washington.

Job Summary
Responsible for improving standards of public safety through fire prevention activities and securing compliance with fire prevention laws, ordinances and standards. Investigates the origin and cause of fires and performs follow-up investigation as required. Presents public education programs and answers specific requests for assistance from the public. Sr. Deputy Fire Marshals are on a 24-hour, seven day rotation for fire investigative purposes. Hours not included in the normal 40 hour work week are paid as standby.
Qualifications
Education and Experience:
Five years of professional fire service experience with a fire fighting background and career emphasis in any combination of fire inspection, fire investigation, commercial plan review (fire related) or public education.
Completion of or significant study towards a recognized degree program in fire science, administration or a closely related field at an established college or university may be substituted for experience on a year for year basis up to a maximum of two years.
Volunteer or part-time fire service experience may be substituted for career experience at the rate of two years volunteer or part time for one year of career experience. Experience in an occupationally related field may be considered as career experience.
Possession of a valid motor vehicle operator's license.
Certifications:
International Code Council Fire Inspector II certification.

Additional Requirements:

Responsible for improving standards of public safety through fire prevention activities and securing compliance with fire prevention laws, ordinances and standards. Associate’s degree in fire science or related field; four (4) years’ experience in fire inspections, prevention, suppression or investigations; and two (2) years as a Fire Code Official or an equivalent combination of education and experience.
Special Qualifications:
Possession of a valid Class B driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
The following requirements must be IFSAC or Pro-Board certifications:
Firefighter Level II
Certification at Hazmat Operations Level
Emergency Vehicle Driver Certification
Fire Officer I
Fire Instructor Level I
Fire & Life Safety Educator Level II (within one year of hire date)
Additional requirements:
NC Fire Inspector Level II
NIMS 100, 200, 700 and 800
NC Emergency Medical Technician EMT-Basic (or National Registry)
NHTSA Child Passenger Safety Certified Technician

Knowledge, Skills and Abilities:
Knowledge of the methods, standards, practices, strategies, techniques and tactics used in fire prevention methods, fire suppression, fire service training, fire cause determination and arson investigation.
Knowledge of the modern investigation methods and techniques used to determine the cause of fires.
Knowledge of standard fire prevention codes, National Fire Protection Association (NFPA) standards and federal, state, and departmental standards, rules and regulations.
Knowledge of techniques for handling hazardous materials.
Knowledge of the City’s geography, street and building locations.
Skills in public speaking and public
Skills in operating emergency vehicles and in the use of firefighting equipment, fire apparatus, radios or other communications equipment.
Ability to effectively use computer programs, software and other office equipment necessary to perform job duties.
Ability to enforce National Fire Protection Association (NFPA) standards and federal, state fire codes with firmness and fairness.
Ability to lead and inspire calm control in emergency conditions.
Ability to communicate effectively, both orally and in writing, to persuasively and effectively deal with property owners, managers and the general public to eliminate and prevent fire hazards and to stimulate interest and cooperation in fire prevention activities.
Ability to establish and maintain effective working relationships with other agency officials, employees, architects, professional engineers, contractors, homeowners, business owners, children in schools/daycares, and the general public.
Ability to work some nights and weekends and on-call requirements.
PHYSICAL DEMANDS
Work in this classification is defined as heavy work requiring the physical exertion of up to 100 pounds of force occasionally and 20 pounds of force constantly to move objects. Physical demands require climbing, crouching, crawling, standing, walking and lifting. Vocal communication is required for responding to inquiries, expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Visual acuity is required for extensive reading, to prepare and analyze written or computer data, determine the accuracy and thoroughness of work, and observe general surroundings and activities.
WORK ENVIRONMENT
Work is primarily performed in both inside and outside environmental conditions, subject to noise and other workplace hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to extreme heat and cold, or exposure to chemicals or contact with potentially infectious bodily fluids and be able to function in narrow aisles or passageways. The employee will also be subjected to the potential for varied atmospheric conditions that affect the respiratory system of the skin such as fumes, odors, mists, gases, or poor ventilation and the employee may be required to wear a respirator.
