The Multnomah County Department of Community Justice Juvenile Services Division strives to be a National Model for Juvenile Justice where integrity, commitment, leadership, diversity, inclusion, and compassion are the foundation. The essential functions of this position include:
Oversight, supervision, and leadership to the Restorative Practice Team and Assessment and Evaluation Program
Direct the managers who lead the day-to-day operations of the Assessment and Evaluation (A&E), Courtyard Cafe, and Restorative Services programs.
For the A&E Program, this includes ensuring adherence to Behavioral Rehabilitation Services (BRS) standards as set forth by Oregon Health Authority (OHA) and reviewed by regular audits.
Supervision of staff that includes:
Supervision of two A&E Managers and the A&E Program
Supervision of the Courtyard Cafe Manager and Nutrition Services Program
Supervision of the Restorative Practices Program
Manage 20% of JSD’s FTEs.
Establishes expectations and provides employee performance feedback.
Create a positive work environment and employ a strength-based approach to supervising staff.
Respond to and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
Develop and coordinate professional staff development.
Development and management of the budget, contract monitoring, purchasing and accounting functions
Develop justifications and make budgetary recommendations to the DCJ Executive Team for the $6.1 million (approx.) of the JSD budget that they will be responsible for.
Develop, administer, assist, and monitor program budgets.
Assist the Juvenile Services Division Director in preparation, management and oversight of contracts and service delivery.
Forecasts and projects expenditure/revenue impacts and reallocates resources as necessary.
Plan, organize, direct, manage, coordinate and evaluate A&E and restorative programs in JSD.
Assist in the coordination and development of the Juvenile Crime Prevention Plan.
Approve expenditures with strict adherence to County Finance Administrative Procedures.
Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.
Recommend and establish administrative controls and improvements.
Identify, obtain, and manage funding from grants, contracts and other funding streams
Clinical Direction and Oversight for Assessment & Evaluation Behavioral Residential Program
Provide oversight of clinical operations of the program.
Implementation of therapeutic interventions and evidence-based practices.
Collaboration with internal and external stakeholders to include other county agencies, clients/families, and community providers to ensure accessibility of services to clients and appropriateness of referral and placements.
Monitoring and evaluating the effectiveness of programming.
Ensure that treatment programs effectively integrate community supervision, safety, and clinical protocols and mandates.
Initiate continuous program improvement efforts.
Program development, planning, coordination, and implementation
Lead in the development and implementation of policies, procedures, and practices for improved outcomes.
Monitors employee compliance with policy and procedure and keeps JSD Director advised of staff issues.
Set goals and objectives for the unit in alignment with the Department’s overall mission and vision.
Continuously review and evaluate the quality of services provided by individual work teams.
Provide leadership, strategy, and advice, driving the programmatic work of the Restorative Practices team.
The Restorative Practices team includes the Hands of Wonder garden, Detention restorative practice coordinator, and Court and Community Services restorative practice coordinator.
The programmatic work includes developing and implementing restorative practice training programs, designing and facilitating, restorative circles or meetings, creating policies and procedures for restorative approaches, evaluating the effectiveness of restorative interventions, and collaborating with other internal and external stakeholders to promote restorative practices.
Provide leadership for interagency collaborations that will improve policies and procedures to better youth and families impacted by the Juvenile Justice system.
Research evidence based practices related to subject matter expertise, including topics on trauma, cultural responsivity, and reducing overrepresentation of marginalized populations in the Juvenile Justice system.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. Position Description
America Votes is seeking a Get Out The Vote Director for a full-time, 2024-cycle position in the following states: AZ, FL, GA, MI, NC, OH, PA, WI. The Get Out The Vote Director plays a key role in the advancement of the progressive movement in the state, including supporting the growth, strategy, and effectiveness of coalition direct voter contact programs. The Get Out The Vote Director will lead the America Votes Coalition partners and their planning and program implementation for the final phase of the 2024 electoral campaign. We seek an individual with a combination of technical and political skills to join the growing team to manage these services and work with state partner groups and stakeholders. The ideal candidate will be highly organized with the ability to forge strong relationships with multiple stakeholders, and a commitment to fostering trust and respect with partner organizations. This position will also support program implementation and reporting across the state coalition, including working directly with America Votes partners and allies in the state to facilitate best practices and the incorporation of research-tested tactics. The ideal candidate will have expertise in electoral field program management, superb interpersonal skills, planning and decision making, passion for coalition work, and the capacity to build trust with an inclusive, collaborative, and diverse coalition of partner organizations. This is an ideal role for someone with a proven track record in campaign work and is ready to take on more responsibility. This position ends on December 31, 2024.

Responsibilities
Project Management: Lead the work related to Get Out the Vote, Early Vote, Vote-by-Mail, Same Day Registration, and related election administration as applicable to the state. Support special projects for the mobilization phase of the work including campus programs, ballot initiatives, and other state-specific campaign projects.
Partner Support : Support coalition partners through the development of campaign plans (electoral, voting rights). This may include providing technical and organizing assistance for individual partner organizations or groups of partners , responding to programmatic requests, and supporting the implementation of winning strategies. Work with the state data director to support data needs of partner programs. Portfolio may include some tools supporting direct voter contact programs.
Support Coalition Management : Work with the state team on tracking and coordination tools to support the implementation of Get Out the Vote programs across tactics and partners. Support and create content for reports and deliver presentations to diverse sets of stakeholders, sometimes on short timelines.
Direct Voter Contact Program Support : Support coalition campaign work on field tactics implementation (like canvassing), including supporting the integration of best practices and universe coverage. Monitors information sources regarding inclement weather and hazardous road conditions. Consults with the Vice President of Administration & Finance to make recommendations on College cancellations, late starts, and early dismissals.
Maintains records, files, maintenance agreements, contracts, and warranty information for equipment and mechanical systems.
Serves as liaison with architects, engineers, and contractors regarding new construction, major renovations, and remodeling.
Facilitates projects to ensure they are completed within time, design, and budget specifications.
Develops and implements short and long-range maintenance plans to ensure resources are effectively utilized.
Participates in College safety planning to ensure staff are educated on the regulations of state and local codes.
Oversees recycling and garbage disposal for entire campus as well as driving new green initiatives.

Minimum Qualifications
Bachelor’s degree in Engineering, Business Management or Technology Management.

Must possess a current driver’s license valid in the State of Iowa and a driving record insurable by the College’s insurer. Must be able to obtain additional endorsements as needed.
Ability to obtain an OSHA 30-hour card for General Industry within twelve (12) months of hire.

Knowledge of financial rules, required compliance regulations, laws, and procedures.

Review and as needed, author concise and accurate permit language, technical documents and staff reports that are consistent with applicable codes, laws and policies as assigned by the Product Line Manager.
Research and evaluate environmental data and/or environmental remediation reports prepared by external sources to determine compliance with County requirements; approve plans and specifications for construction.
Inspect the construction, maintenance, and compliance of specific projects.
Participate in the review and evaluation of complicated plans and specifications, survey documents pertaining to Plat reviews and boundary line adjustments.
Be responsible for the technical quality assurance of policies, procedures and standards for assigned technical discipline.
Make presentations to community groups and the public on projects.
Plan, develop and implement survey methodology for plats, short plats, and boundary line adjustments.

Minimum Qualifications:
A Bachelor of Science degree in civil engineering; or any equivalent combination of education and experience demonstrating knowledge of engineering principles and site design such as surface water hydrology, soils, traffic, survey, and road geometrics.

Applied knowledge of road standards used by a government.

YOUR EXPERIENCE
4+ years of relevant work experience. High preference for candidates who have worked in the corporate sector and/or with stakeholders on marketing and communication, DEI, ESG/CSR, and/or policy teams.
Experience engaging and building rapport with high-level executives and influential leaders.
Proven track record of working across departments to accomplish large projects.
Project management experience, including managing deliverables, multiple timelines, and/or budgets.
Experience working in an email and customer management system such as EveryAction, Salesforce, or something comparable, preferred.

Position:
Generation Hope seeks a Director of Human Resources & Administration who will serve as the head of Human Resources and a key member of the Leadership Team. They will be responsible for establishing and leading initiatives, systems, and best practices to recruit, develop, and retain a diverse and high-performing workforce with the goal of encouraging innovation, learning, and cross-cultural collaboration. The Director will also define the processes and implement the infrastructure/systems needed to support Generation Hope’s strategic objectives. In addition to being a strategic thought partner to the Chief Executive Officer (CEO) and Chief Operating Officer (COO), the Director of Human Resources & Administration will be involved in a range of strategic planning and internal initiatives as a member of the Leadership Team and will manage a team of administrative professionals who will plan and coordinate across the organization .
Job Description:
Candidate Recruitment, Hiring, and On-Boarding
Develop and implement targeted recruitment strategies to ensure a robust and diverse applicant pool for all openings.
Oversee the hiring process to ensure that scheduling interviews, communicating with candidates, and following up with candidates is implemented efficiently and with professionalism.
Provide onboarding services and orientation to all new staff members and ensure department and program-level orientations are standardized and compelling.
Professional Development and Performance Management
Train, coach, and support managers to navigate evaluation, training, promotion, discipline, termination, and other HR issues.
Collaborate with managers to update job descriptions across the agency and implement a system for regular review and revision of descriptions.
Design and implement an enhanced performance management system for employee evaluation.
Develop internal staff trainings and identify relevant available external trainings.
Benefits/Payroll Administration
Research, implement, and maintain salary scales to standardize salary ranges across the organization and relative to peer organizations.
Negotiate benefits plan renewals to balance quality coverage with expenses for the organization and employees.
Administer all payroll and benefits-related responsibilities and monitor relevant reports to ensure accuracy.
Serve as the staff lead for all 403(b) administration responsibilities (in coordination with our third-party administrator).
Create a comprehensive benefits package for prospective employees and connect existing staff with educational opportunities on current benefits.
General HR Administration and Systems
Understand, interpret, and share relevant laws related to personnel management and ensure all HR processes and actions comply with these laws.
Manage all HRIS systems, to include BambooHR.
Review current HR systems, exploring and ultimately implementing new systems based on organizational needs.
Office Administration
Ensure the Administrative Coordinator is working closely with all third-party vendors, to include the IT helpdesk, technology maintenance, and security system providers.
Support the planning and budgeting process for IT purchases and upgrades.
Develop and maintain DC office security protocols.
Work with the Assistant Director of Growth & Strategy to ensure efficient and secure office procedures are in place at all Generation Hope sites.
Organizational Leadership
Manage the Administrative Coordinator and additionally hired team members including a DEI professional, holding team members accountable for stellar performance and upholding Generation Hope's values.
Create systems for regularly gauging the morale of the Administrative team and plan regular activities, including an annual retreat, that keep the team uplifted. Hold weekly coaching/check-in meetings with direct reports, and develop and implement a system to evaluate the skills, experience, and professional development needs of the Administrative staff.
QUALIFICATIONS:
Personal qualities of integrity, credibility, and a commitment to Generation Hope’s mission
Bachelor’s degree required, master’s degree preferred, in a related field such as Human Resources or Organizational Psychology.
Minimum 7-10 years of HR Business Partner/Generalist experience across a range of competencies.
At least five years of supervisory experience.
Demonstrated experience leading HR department(s) through strategic and transactional change.
Experience with employee relations.
Ability to meet deadlines.
Demonstrated initiative in determining new or modifying existing HR policies and procedures and effectively communicating them to staff and Board members.
Demonstrated organizational leadership and decision-making capability collaboratively at a senior management level.
Ability to communicate to staff and Board members the short and long-term impact, specific and strategic, of HR policy and procedures.
Ability to manage budgets and experience working closely with the COO to achieve team financial goals.
Excellent verbal and organizational written communication skills, including editing skills with meticulous attention to detail.
