Clark County Public Works is currently seeking a Civil Engineer to join its Engineering & Design Section, one of a handful of groups that make up its Engineering & Construction Division. The 10-person Engineering and Design Section has the tight-knit feel of a small firm with access to the expertise and resources of the larger Clark County Public Works organization. The team is production oriented with a focus on design and plan production to support the County’s Capital Improvement Programs. Engineering and Design Section engineers design county infrastructure and have opportunities for career development through planning, project development, project management, emergency response assistance and other interesting and challenging work. This position will be primarily focused on civil roadway and stormwater design with opportunities for stormwater modeling, specification, and standards development. This is a professional level engineering position for the Department of Public Works. Job Purpose
Works with HVAC Technicians on duties related to installation, operation, maintenance & repair to heating, ventilating & air condition ( HVAC ) systems within large campus dormitories and buildings connected to the Central Energy Facility. This includes chilled water systems, steam heated hot water, steam condensate piping, and self-contained refrigerant systems. Assists HVAC Technicians with installing, operating, maintaining and repairing residential heating, ventilating and air conditioning units in smaller college buildings and dormitories, historical homes and office buildings. Duties include performing preventive maintenance, troubleshooting equipment problems and making repairs as required.
Minimum Requirements
High school diploma and experience in the HVAC trade is required. Must be willing to expand current knowledge on how to install, perform maintenance, troubleshooting, and repair of HVAC equipment in residential, industrial and commercial applications. Must be willing to attend training. EPA certification preferred. Must be able to complete records and paperwork associated with repairs/installations. Knowledge of campus layout and buildings is preferred. Must have a valid SC Driver’s License, or the ability to obtain one within 30 days of employment, as the employee will be required to drive state vehicles to transport equipment and/or personnel as needed. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities
Must have knowledge regarding the handling of chemicals, refrigerants and industrial gasses. Considerable initiative and willingness to improve knowledge of HVAC equipment, tools, and work procedures used in HVAC equipment maintenance and repair. Must be able to anticipate, locate and correct general and emergency problems as related to HVAC /mechanical equipment maintenance and repair. Must be willing to improve understanding of the operation of computerized web-based HVAC control programs to monitor and adjust temperatures in campus buildings. Position requires basic computer skills and working knowledge and experience in using e-mail. Knowledge of Microsoft Office (Word, Excel, Outlook, etc.) is preferred. Works with HVAC Technicians on duties related to installation, operation, maintenance & repair to heating, ventilating & air condition ( HVAC ) systems within large campus dormitories and buildings connected to the Central Energy Facility. This includes chilled water systems, steam heated hot water, steam condensate piping, and self-contained refrigerant systems. Assists HVAC Technicians with installing, operating, maintaining and repairing residential heating, ventilating and air conditioning units in smaller college buildings and dormitories, historical homes and office buildings. Duties include performing preventive maintenance, troubleshooting equipment problems and making repairs as required.
Minimum Requirements
High school diploma and experience in the HVAC trade is required. Must be willing to expand current knowledge on how to install, perform maintenance, troubleshooting, and repair of HVAC equipment in residential, industrial and commercial applications. Must be willing to attend training. EPA certification preferred. Must be able to complete records and paperwork associated with repairs/installations. Knowledge of campus layout and buildings is preferred. Must have a valid SC Driver’s License, or the ability to obtain one within 30 days of employment, as the employee will be required to drive state vehicles to transport equipment and/or personnel as needed. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities
Must have knowledge regarding the handling of chemicals, refrigerants and industrial gasses. Considerable initiative and willingness to improve knowledge of HVAC equipment, tools, and work procedures used in HVAC equipment maintenance and repair. Must be able to anticipate, locate and correct general and emergency problems as related to HVAC /mechanical equipment maintenance and repair. Must be willing to improve understanding of the operation of computerized web-based HVAC control programs to monitor and adjust temperatures in campus buildings. Position requires basic computer skills and working knowledge and experience in using e-mail. Knowledge of Microsoft Office (Word, Excel, Outlook, etc.) is preferred. Experience in utilizing online work order systems is a plus. Skill with electronic devices such as iPhone and iPad is preferred. Must be able to follow oral & written instructions. Must be able to perform duties as described and work both indoors and outdoors in all types of weather. Must be able to work in close quarters, climb ladders/stairs, enter/exit hatches, & work on rooftops. Overtime & call back work is required after normal working hours & on weekends as needed. Job Summary
The employees occupying the positions of this class are responsible for performing and resolving technical and complex civil engineering tasks and problems within the framework of broad engineering and administrative guidelines within transportation. The Engineer I is an entry level engineer position in the Public Works Department. These employees operate from an office or in the field performing work under the supervision of an administrative supervisor. This is the first step in a career progression that continues to the Engineer II position and the Engineer III position. Engineer II employees work on more complex engineering tasks with less supervision and Engineer III employees manage the most complex engineering projects and are Certified Professional Engineers. The Engineer II position is the second step in a career progression that begins with Engineer I and ends with Engineer III. Engineer II employees perform tasks with limited supervision and require substantial use of independent judgment within the scope of advanced engineering assignments. Engineer I employees perform basic engineer work under the supervision of an administrative supervisor. Engineer III employees manage the more technical engineering projects and are Certified Professional Engineers. This transportation professional role is responsible for the review of land use and development engineering applications, plans, and reports for transportation concurrency, street and road standards. Conducts and interprets analyses relative to the economics on portions of proposed engineering designs or policies or on the general effectiveness of existing designs or policies.

As part of a survey party, operates proficiently all types of survey instruments; takes, checks and makes accurate sketches and computations from field survey notes; is responsible for proper placement of centerline cross section and staking assignments.
Serves as inspector in charge of one or more phases of construction, such as bridges, culverts, drainage systems, sewage systems or road building or improvement projects where problems expected on the projects can be resolved by application of standard or precedent engineering practice; measures, computes or estimates work progress as a basis for payments.
Assures compliance (through sampling and testing) with construction specifications such as proper cribbing of excavation; pouring of seals; strength of concrete; type, size, location and spacing of reinforcing steel; quality of materials; positioning of pipe; compaction of fills and sub-grades, depth, location and smoothness of pavements.

Key Tasks as an Engineer II

Reviews and coordinates the preparation and use of traffic signs; prepares plans and drawings for other traffic control devices; develops and analyses results of traffic engineering studies.

James City County’s Social Services Department seeks an individual to perform responsible work preparing, maintaining, and reviewing financial records. There are three levels of Accounting Technician distinguished by the level of work performed and the qualifications of the employee.

What makes this role unique?
As the sole technician of the Ecology headquarters building, you play a crucial role as the first point of contact for tenants seeking assistance with building issues. Multiple government agencies have office space in this building, each with their own identity, mission, and corresponding needs and processes, offering this position a unique blend of challenges and variety. Much like other office spaces, the building is transitioning from traditional in-office work to a hybrid format. You will play a key role in facilitating that change as smoothly as possible.
What you will do:
Conduct daily in-person inspection and assessments of the building and grounds.
Coordinate with vendors and tenants to facilitate repairs.
Perform general repairs and maintenance of building hardware and fixtures.
Respond to customer inquiries or concerns in a timely manner.
Perform Planned Preventative Maintenance service to assigned building equipment.
Maintain an orderly tool shop and workspace.
Build healthy relationships with the building tenants and vendors.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

Collaborates with the CTAHR Dean’s office and other county administrators to assure uniform, statewide policies, procedures, and regulatory compliance.
Responsible for repairs and maintenance of facilities and equipment and recommends CIP projects as necessary.
Hires, supervises and evaluates county secretarial staff, farm manager, and agricultural technicians in conjunction with the farm manager.
In partnership with the department chair, determines priorities for hiring of county-based faculty, development of position descriptions, identifying search committee participants and reviewing search committee recommendations to hire; and/or may submit individual hiring recommendations, as needed.
Responsible for custody, allocation and maintenance of budgets, space, equipment, and facilities for all research, extension, and instruction activities in the county.
Provides assessment of all county-based faculty in the promotion and tenure process to the dean.
Assesses all county-based APT's in the evaluation process.
Administers other applicable fiscal and personnel policies and procedures.
Officially represents the College in dealings with the county government, federal and state agencies (including regulatory agencies) located in the county, various advisory groups, industry and community organizations and leaders, and the general public. Maintains an effective working relation with these organizations and individuals.
Serves as a public service leader in the community and interacts with other leadership segments in the county.
Represents county interests in the planning and program activities of the College.

Ability to perform difficult physical procedures for prolonged periods wearing protective clothing and in adverse weather conditions; ability to climb ladders and work at considerable heights; ability to carry or drag or assist in carrying or dragging persons and equipment up and down ladders and stairs or across flat surfaces; ability to chop holes or pry openings in doors, walls, ceilings, roofs, and other surfaces to effect ventilation; ability to screw in hoses connections and gate valves to fire hydrants; ability to apply hose clamps onto charged and uncharged hose lines; ability to hold charged hose lines and direct them at fire sources; ability to locate and estimate distances between objects and persons inside or near burning structures.
Ability to demonstrate self-confidence, self-reliance, and to take action when required by the situation; ability to confront potentially dangerous situations, remain calm, apply common sense, make logical decisions, and work effectively in stressful situations.
Ability to learn and apply the training needed to extinguish fires, rescue trapped persons, dispose of hazardous materials, and operate firefighting equipment.
Ability to establish effective working relationships with members of the squad, company, station house, and the general public; ability to co-exist and work cooperatively with a group of individuals for twenty-four hours at a time without regard for such characteristics as gender, race, or cultural background.
Ability to understand written and oral instructions.
PHYSICAL DEMANDS
Work in this classification is defined as light work requiring the physical exertion of and/or in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Physical demands require climbing, crouching, crawling, standing, walking and lifting. Vocal communication is required for responding to inquiries, expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Visual acuity is required for extensive reading, to prepare and analyze written or computer data, determine the accuracy and thoroughness of work, and observe general surroundings and activities.
WORK ENVIRONMENT
Work is primarily performed in both inside and outside environmental conditions including exposure to extreme heat and extreme cold. Employee is subject to noise, vibration, and hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, working in high places, exposure to high heat, and exposure to chemicals. Employee is subject to atmospheric conditions that affect the respiratory system of the skin including oils and greases and is also required to wear a respirator or self-contained breathing devices in certain instances. Employee may be exposed to blood or blood-borne pathogens when providing emergency medical services. At times the work is performed in conditions of extreme temperatures and danger for prolonged periods of time during which time one’s vision may be partially or totally obscured. Work is often performed under emergency conditions and frequently involves personal hazard.
