Job Summary


This is a senior management position, reporting to the Health Officer-Administrator, with executive level responsibility for the administration of Public Health.  This position directs and manages the Community Health Portfolio. This portfolio includes the Healthy Families programs: Nurse Family Partnership and Children & Youth with Special Healthcare Needs; and the Healthy Communities programs: Chronic Disease Prevention, Community Engagement, and Health Assessment and Evaluation.

The Program Manager III provides supervision to program managers as well as providing day-to-day leadership support for the department. The position plans, organizes and determines program organization, mission, and core services; allocates human and capital resources; develops, manages and supports implementation of short- and long-term program goals and priorities; ensures that programs meet applicable local, state and federal guidelines and contract requirements; provides training and support to program managers in implementing recruitment processes and managing assigned workforce; and responds to the Incident Command Structure (ICS) as required.

The Program Manager III is a member of the department’s Leadership Team and may be requested to manage the department at the request of the Health Officer-Administrator.

Qualifications
Education and Experience:

Requires a bachelor’s degree in public health, public administration, business administration, management, liberal arts or other related discipline, and a minimum of six years of increasingly responsible experience in administration and related areas including strong management experience with demonstrated success in leading organizational change. A Master’s Degree or above in Public Health, Public Administration or a related field is preferred. A combination of education and experience will be considered.

Knowledge of:

the principles and practices of administration, operations, public sector budgeting, human resource management, organizational development; project management; principles of community engagement; impact of the social determinants of health, including racism, on health equity and health outcomes; change management; methods and procedures of budget development, justification, monitoring, and forecasting; methods and procedures of grant seeking and contract management; principles and practices of quality assurance and quality improvement; use of qualitative and quantitative data for strategic planning and decision-making; and public health systems and practices.
