The Oregon Health Authority (OHA) – Office of Equity and Inclusion (OEI) is recruiting for a full-time permanent Civil Rights/Compliance Investigator (Operations and Policy Analyst 3). This position is responsible for ensuring agency compliance with state and federal civil rights statutes, rules, regulations, and policies.  It supports the development of training and creation of educational materials in support of OHA’s core value of Health Equity.

What you will do!
You will conduct investigations of complaints and respond to concerns addressing thematic and systemic issues and barriers.  Your work will encompass evaluating, analyzing and developing policy and procedure which aligns with federal and state civil rights laws as well as support the agency’s core value of health equity.  You will advise leadership of issues and concerns and provide recommendations to address gaps and barriers within OHA.  Additionally, you will develop strategic assessments of organizational needs for training and development materials on topics including systemic issues relating to civil rights, compliance, equity, inclusion, unconscious bias, anti-racism, bystander intervention, and culturally responsive needs.

You will be an active participant in OHA’s work to achieve our 10-year strategic goal of eliminating health disparities.

You will depend heavily upon your lived, learned and professional experience of conducting civil rights investigations, applying and interpreting rules, regulations and policies, and preparing comprehensive investigative reports.  Ideally, you will also possess a professional background in cultural responsiveness and humility, public sector work experience, a juris doctor degree, and fluency in a non-English language.

What we are looking for!

  • Bachelor’s Degree; AND four years of professional-level evaluative, analytical and planning work experience related to employment or civil rights compliance, or investigations; OR any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning around employment or civil rights compliance, or investigations. Experience conducting civil rights investigations, including preparing comprehensive investigative reports;
  • Experience conducting civil rights investigations, including preparing comprehensive investigative reports;
  • Experience applying rules, regulations and policies, including identifying issues ;
  • Experience determining appropriate jurisdiction;
  • Experience in the public sector;
  • Experience developing or providing cultural competency, diversity and inclusion training;
  • Experience in advancing health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations.

Preference will be given to those who have:

  • Juris Doctor degree
  • Fluency in Spanish or other non-English language (spoken, written or both)
  • Professional development around cultural responsiveness and humility to include ongoing personal and professional edification to remain current on strategies, practices and legal and regulatory developments and/or certifications, for example: Certified Affirmative Action Professional (CAAP), Certified diversity and Inclusion Professional (CDP).
