Job Description

The Oregon Health Authority has a fantastic opportunity for an experienced Application Developer to join an excellent team, develop key applications for the COVID Response and Recovery Unit (CRRU) and work to advance their IT operations. 

 

This position falls under the Classification Information Systems Specialist 8.

 

 

WHAT YOU WILL DO!

As a Power Platform Application Developer, you will provide expertise and leadership to analyze, plan, develop, integrate, implement and coordinate the operations, maintenance, installation and construction of information systems. You will serve as a specialist dealing essentially with software. The majority of your job duties will involve planning, business analysis, research, problem solving and application development.

 

In this role, you will provide technical expertise for staff on new system development, system modifications and system updates. You will make technical recommendations to assist management in establishing standards, recommending changes in business processes for effective utilization of the system resources and reviewing new construction for conformance to overall system standards and business objectives.

 

Additionally, you will be assigned work in terms of program and project objectives, priorities and timelines. You will work with substantial latitude for un-reviewed action and decisions and inform supervisors on progress, potentially controversial issues or implications.  Your work will be reviewed upon completion for compatibility and effectiveness in meeting the expected results.  You will part of a team that supports mostly COVID Response and Recovery Unit (CRRU) applications. 

 

 

WHAT WE ARE LOOKING FOR:

  • Develop, analyze and apply Power Platform model-Driven Apps, Automations, and Customizations, including entity and form creation, workflow, process automation, business rules, reports, dashboard, and system configuration.
  • Solid understanding of the Agile/Scrum Software Development Lifecycle (SDLC) methodologies.
  • Conduct feasibility research for proposed/requested system changes
  • Excellent written and verbal communication and presentation skills.
  • Willingness to assist with the development of business use cases, user stories or other agile software development requirements gathering and documentation methodologies.
  • Ability to develop new application from beginning to end as well as maintaining existing applications in more than one modern programming language.
  • Ability to take high level, customer driven ideas and turn them into actionable software requirements
  • Satisfy requirements, meet agreed completion dates, and perform unit & integration testing
  • Multi-task effectively between projects
  • Interpret and design database models (Common Data Service, SQL Server, XML etc.)
  • Address and remediate security vulnerability findings in PowerApps
  • Integrate Power BI Reports and dashboards into PowerApps
  • Provide proposed enchantments and system changes that address business system change requests
  • Support cross-functional project teams consisting of app development, IT operations, and Business staff
  • Basic understanding of PowerApps and Flow licensing plans
  • Experience with Azure DevOps or other Development Operations tools.
  • Develop and maintain solution documentation.
  • Ability to work with little guidance when performing complex development functions, establishing personal work priorities, resolving issues in alignment with unit’s technical standards, practices, frameworks and paradigms.
  • Experience using modern source control systems, testing practices, code and design review tools and processes.
  • Knowledge of Software Development technology stacks, such as: .NET, Power Platform, IIS, Azure DevOps, SQL Server, Common Data Service, Power Automate, etc.
  • Strong working knowledge of modern relational database design, modeling and manipulation.
  • Knowledge and understanding of BI reporting tools such as Power BI and Tableau.
  • Experience in advancing health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations
