The Oregon Health Authority has a fantastic opportunity for an experienced Technical Manager to lead an excellent team, provide top-notch vendor management and work to advance their IT operations.
This position falls under the Classification Principal/Executive Manager D.
WHAT YOU WILL DO!
As the iOne Technical Manager, you will manage a technical team to operate the iONE technology platform. You will act on the authority of the IT Director for Vendor Managed Services (VMS) to oversee development, and ongoing operations as well as contract adherence, and performance management of services provided by vendors.
In this role, you will work with vendors and State Data Center Services to manage the Integrated Eligibility system technology and interfaces. You will work collectively with all groups within the Office of Information Services (OIS), business units, project leadership, other state agencies and third-party providers. These services are used in the service delivery to support shared Health and Human Services programs.
WHAT WE ARE LOOKING FOR:
- (a) Six (6) years of experience in supervision, staff-technical, or professional-level work. Two (2) years of this experience must have included supervision and management of a program, section, or unit which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation. OR (b) A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in management, such as Business or Public Administration, or a related field; AND Three (3) years of experience in supervision, staff-technical, or professional-level work. Two (2) years of this experience must have included supervision and management of a program, section, or unit which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
- Current expertise to for effective supervision of subordinate team leads and technical staff.
- In-depth knowledge and skills the following areas:

What you will do:
As a Senior IT Project Manager, you will develop and manage the execution of comprehensive or high-risk project plans, budgets, schedules and controls from project initiation to project close-out.
This position offers you the opportunity to lead the decision-making process throughout the Oregon Health Authority and Department of Human Services for the detailed requirements, design, testing and start-up operations related to the development and implementation efforts of achieving the long term goals of the customer agency.

MINIMUM QUALIFICATIONS:
Seven years of professional project management experience that included leading and managing discrete projects from initiation and planning through closure and evaluation.
OR
An Oregon Project Management Associate Certification or Project Management Professional Certification awarded by the Project Management Institute AND six years professional project management experience that included leading and managing discrete projects from initiation and planning through to closure and evaluation.
A Bachelor's degree in Business Administration, Management, Public Administration or a closely related field may substitute for three years of the experience. An advanced degree may substitute for an additional year of experience.
REQUESTED SKILLS:
- Experience managing large complex multi-million dollar projects that involved implementing COTS, developing custom software solutions and/or organizational transformations.
- Ability to successfully apply project management knowledge in ambiguous and unique circumstances while managing a cross-functional team with internal matrix resources and external contractors.
- 5 or more years of Project Management experience in the last 7 years that included using project management best practices and standard methodologies such as PMI (PMBOK), PRINCE 2, etc.
- Proven success in navigating complex organizations with loosely defined structures and boundaries.
- Proven ability to recognize and anticipate emerging project risks and business priorities and to address those developments through risk mitigation, contingency plans and communication strategies.
- Management experience in risk mitigation and project stewardship.
- Experience in promoting a culturally competent and diverse work environment.
