The Oregon Health Authority (OHA), Public Health Division (PHD), Acute and Communicable Disease Prevention (ACDP) Section in Portland, OR is recruiting for a Preparedness and Surge Epidemiology Manager to manage preparedness epidemiology, syndromic surveillance, and surge support staff in ACDP.  ACDP is charged with preventing the spread of communicable disease in the State of Oregon through surveillance, epidemiologic studies, infection control, and education.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

What will you do?
As the Preparedness and Surge Epidemiology Manager, you will coordinate disease surveillance efforts with other ACDP and OPHD programs. You will manage personnel and budgets; ensure that policy priorities and the team direction are in alignment with section and agency objectives; and serve as the point person for public health disaster preparedness assessment, surveillance and epidemiology to respond to requests by the state epidemiologist, public health director, governor and legislators for epidemiologic information in the wake of public health emergencies. You will identify information needs and gaps in the state’s capacity for surveillance and epidemiology of health effects associated with all types of hazards, and spearhead efforts to fill these gaps; coordinate submission of progress reports and grant applications; and provide direct supervision of staff in the Acute and Communicable Disease Prevention Section.

What are we looking for?

Requested Skills

  • Minimum requirements: Three years of management experience in a public or private clinical or public health organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; OR two years of management experience in a public or private clinical or public health organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in public health.
  • Preference will be given to applicants with a master’s degree in public health and experience in public health program, grant and budget management.
  • Experience managing staff in a clinical or public health setting.
  • Experience overseeing budgets, contracts and financial management processes.
  • Experience with epidemiological research and communicable disease surveillance and control.
  • Extensive skill and experience managing personnel, utilizing resources, building teams and developing staff.
  • Experience communicating diplomatically with a variety of stakeholders, clearly, completely, and in a timely manner.
  • Excellent teamwork skills.
  • Content knowledge relating to COVID-19, influenza, respiratory syncytial virus (RSV), and other respiratory pathogens.
  • Experience promoting a culturally competent and diverse work environment.
