The Colorado Energy Office leads and coordinates climate action for the State of Colorado. Since 2020, the Energy Office has seen significant growth in the number, size, and breadth of programs it operates to support the reduction of greenhouse gas emissions to benefit all Coloradans. This growth has been the result of nation-leading legislation in Colorado to create new policies and programs, as well as significant and historic investments at the Federal level through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).
This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The Operations team is seeking a detail-oriented team player who can support program managers and Directors throughout the Energy Office in their work, particularly with new federal grants from the IRA and IIJA.
The ideal candidate will enjoy spending time in a big spreadsheet, like budgets to reconcile down to the last penny, and look forward to being the trusted budget advisor for the talented and passionate team at the Energy Office. This role will work daily with staff running programs ranging from transportation electrification, to weatherization for low income Coloradans to carbon management and geothermal. Our office is in downtown Denver, but we offer a flexible workplace with work from home/work from office options, and the possibility of a permanently remote position anywhere in Colorado.
Support CEO’s program teams in managing Federal grants- Review all federal grant opportunities, provide analysis and recommendations
Coordinate and submit federal budgets & budget modifications for federal grants
Work with Sr Budget Analyst to ensure federal budget or budget modifications coordinates with the officewide budget
Use PAGE federal grant reporting system to help project teams administer federal grants-
Prepare and submit annual budgets, budget changes & updates
Quarterly financial and performance reports
Annual & semi annual Davis Bacon Act and other reports as needed
Reconcile grant expenditures, revenue, and receivable each month
Work with Accounting to correct general ledger coding
Calculate and reconcile monthly federal grant cash draws
Collaborate with project staff across the Energy office to prioritize and manage competitive grant applications
Identify grant opportunities that may be relevant to CEO
Track and alert program staff when a competitive grant is due
Manage CEO Indirect federal grants budget and payments to Gov Office
Assist Gov Office in calculating Indirect cost for the Long Bill
Assist Gov Office to negotiate the Indirect Cost Rate with federal cognizant agency
Manage the budgets for all federal grants
Work with Program staff and Directors to develop and balance grant budgets
Ensure budget meets grant requirements (ie admin, payroll, etc)
Monitor and communicate grant expenditure progress
Calculate and book carryforward spending authority
Manage allowability of grant expenditures (grant requirements)
Manage certified payrolls
Maintain CEO Payroll Distribution forecast
Ensure payroll documents are updated
Prepare and submit annual, new hire, separation
Input grant documents into the state accounting system
Act as Energy Office representative to Statewide Grant Manager’s Group at the Office of the State Controller (OSC)
Work closely with OSC for reporting on grant and stimulus progress

LOCATION: This position can be located in any of the following locations (duty station):
Headquarters Office in Lacey, WA. Northwest Region Office (NWRO) in Shoreline, WA . Central Region Office (CRO) in Union Gap, WA . Eastern Region Office (ERO) in Spokane, WA . Upon hire, you must live within a commutable distance from the duty station. Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA . there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,348 - $8,539 per month. Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

What you will do:
Serve as an agency subject matter expert on the HEAL Act, section RCW 70A.02.080 (Download PDF reader) , providing guidance to agency programs on implementation of agency budget equity initiatives.
Coordinate development of agency strategic planning goals and metrics for budget equity obligations.
Guide agency programs on analyzing, tracking, and reporting progress with equitably distributing funding and expenditures to overburdened communities and vulnerable populations.
Analyze and track how budget decisions and expenditures affect and benefit vulnerable populations and overburdened communities.
Evaluate and create opportunities for overburdened communities and vulnerable populations to meaningfully participate in agency expenditure decision processes.
Build and support public understanding about agency practices and progress towards advancing budget equity goals.

LOCATION: This position can be located in any of the following locations (duty station):
Headquarters Office in Lacey, WA. Northwest Region Office (NWRO) in Shoreline, WA . Central Region Office (CRO) in Union Gap, WA . Eastern Region Office (ERO) in Spokane, WA . Upon hire, you must live within a commutable distance from the duty station. Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA . there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,348 - $8,539 per month. Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

LLPA is seeking a Senior Vice President of Operations to oversee the aquarium’s business performance. The SVP of Operations will be responsible for all aspects of the daily operations of the Loveland Living Planet Aquarium. This position will evaluate the short- and long-term success of LLPA’s exhibits, events, and conservation efforts. The Senior Vice President of Operations will work alongside a senior leadership team to develop and execute long-term financial and strategic goals. JOB SUMMARY
LLPA is seeking a Senior Vice President of Operations to oversee the aquarium’s business performance. The SVP of Operations will be responsible for all aspects of the daily operations of the Loveland Living Planet Aquarium. This position will evaluate the short- and long-term success of LLPA’s exhibits, events, and conservation efforts. The Senior Vice President of Operations will work alongside a senior leadership team to develop and execute long-term financial and strategic goals. This role will leverage procurement and community partnerships to optimize the day-to-day business practices of the aquarium. ESSENTIAL DUTIES & RESPONSIBILITIES
Strategic Leadership
Establish, implement, and communicate the strategic direction of the aquarium’s operations division
Collaborate with senior leadership to develop and meet company goals while supplying expertise and guidance on operations projects and systems
Guide the development, tracking, and reporting of guest and market research to deliver actionable KPIs

Train team members on the importance of, and techniques in, providing world-class guest service

REQUIRED QUALIFICATIONS
Education

This is a new position, function and team within finance so they must effectively build out FP&A function in Finance and at LCV. They will lead and provide strategic oversight to the FP&A functions within the LCV family of organizations including LCV, LCV Action Fund, LCV Victory Fund, and LCV Education Fund. This includes, but is not limited to Budget, Profit & Loss, Budget vs Actual and Projection processes; Grants Management (incoming & outgoing); Financial Modeling and Planning; and Financial Analysis. The Vice President of FP&A will support effective internal controls, ensuring efficient operations and assisting in the organizations’ compliance with relevant tax and campaign finance laws and regulations. Responsibilities:
Direct and manage the organization’s financial policies and FP&A practices.
Develop policy, procedures, manuals, training, toolkits and process points to help build out the effective functioning of this new area within finance that positions the organization to lead an effective budgeting, analysis, grants management and financial planning team.
Manage the FP&A team directly and indirectly work with all finance staff to complete high level reporting, tracking and analysis across finance functions.
Collaborate with departmental staff to support their knowledge base around financial processes, budgeting and monthly review process.
Develop a projection process and budget owner meeting process.
Develop quarterly metrics and financial health dashboards to report to All Staff, Budget Owners, Departments and the Board Finance Committee and Audit Committee as needed.
Support the Director of Grants Management in the management of our Grants Management functions which track grant revenue and expenditures across entity, program, fiscal & contract year and department.
Work with other departments’ senior leadership on big picture support, knowledge transfer and guidance around grants management, budgeting and tracking.
Take an active role in working with the Board Finance Committee on presentation materials and communications with them on financial updates.
Conduct high level analysis for a wide range of needs including our CBA union process and all negotiations that require financial analysis and Strategic Plan Priority Areas. Manage finance report requests.
Work to build a bridge between finance and departments and partner with the Accounting team to set up effective help desk systems for communication, tracking and a ticket like system for requests, training and support.
Work with the President, SVP of Finance, Legal, and Development on major reporting, analysis projects and financial processes.
Work with the SVP of Finance, the COO and President on financial health decisions and considerations around asset management, investments, reserves and other assistance with compliance processes for the finance department to maintain accuracy and completeness of revenue and disbursements reported.
Monitor investment returns and relationship with organization’s investment brokers.
Support the development of business continuity and contingency plans.
Manage financial modeling and scenario planning.
Develop, implement, and maintain the organizational financial budgeting system and budget narrative process. Facilitate a collaborative organization-wide budget process.
Support the selection, management and migration of a new budgeting software.
Develop dashboarding capabilities for financial reporting and train staff to these resources.
Serve as a consultant and advisor to departments/programs on all financial matters.
Provide leadership and strategic direction to the Financial Planning & Analysis (FP&A) team.
Lead efforts to create a departmental and organizational culture that is inclusive, respectful, and equitable.

Qualifications:

Minimum Qualifications:

Experience in gathering, analyzing, and presenting financial information using Microsoft Excel.
Ability to organize and prioritize accounting projects with minimal supervision.
Experience in performing routine analytical and technical duties within established parameters.
Ability to build respectful and productive relationships with internal colleagues and external clients; establish and maintain effective working relationships and offer high level of customer service to all stakeholders.
Advanced experience with Microsoft Office Suite with an emphasis in Excel.
Strong written and verbal communication skills.
Desired Qualifications:
Advanced knowledge of grants management, accounting, audit, and public sector budgeting.
Experience in managing the fiscal and contractual aspects of a federal or state grant/contract.
Basic knowledge of accounting principles and practices.
Experience with Oracle EBS or other similar financial systems and MS Access.
Extensive excel capabilities with proven ability to develop complex financial spreadsheets, budgets, and reports.
Demonstrated attention to details.
Excel Certification.
