Evaluation Lead

Salary Range: $5,396 - $8,292

The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention section in Portland, OR is recruiting for an Evaluation Lead to provide high-level evaluation support, specifically the evaluation of program implementation and results. This position serves as the project leader for major evaluation studies for the section and will provide guidance and build capacity in evaluation design, analytical techniques, and concepts and methodologies to other project staff.

What will you do?

As the Evaluation Lead, you will perform the following duties:

• Establish contract guidelines, structure, and management of approximately $1,000,000 in contracts for HPCDP programs, including defining the scope of work, specific objectives, and financial resources available to accomplish the work.
• Identify program-related funding and develop complex applications and proposals for evaluating chronic disease programs.
• Support evaluation capacity building and provide technical assistance and evaluation design among local public health departments and other appropriate parties.
• Manage the contractor selection process and the day-to-day administration of contracts.
• Analyze quantitative and qualitative data and/or coordinate analyses of other HPCDP research analysts to advance evaluation work.
• Identify appropriate study designs, data sources, and data management systems to support the evaluation needs of HPCDP.
• Provide leadership to develop surveys and survey questions and other instruments for data collection to support evaluation needs.
• Develop evaluation plans and complete evaluation reporting for CDC and other state and federal grants or cooperative agreements.
• Analyze data, prepare written reports, and summarize data for required evaluation reporting.
• Prepare and deliver presentations of findings at state, regional and national scientific conferences and to other interested groups as needed.
• Train and guide lower-level analysts in conducting evaluation analysis and report writing.

Most of this work may be performed remotely at an alternative worksite with full access to the needed operating systems and technology. Occasional travel to attend meetings and conferences is required.

What are we looking for?

Minimum Qualifications

Bachelor's degree in public health or a related degree or any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects;

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.

Requested Skills

• Preference will be given to applicants with a master’s degree and experience in public health data analysis and reporting.
• Experience leading research projects and identifying appropriate study designs, data sources, and data management systems.
• Experience analyzing data, preparing written reports, and summarizing data for required evaluation reporting.
• Experience developing surveys and other tools for data collection
• Experience writing reports which include graphical presentation of data.
• Experience creating and delivering presentations which include graphics.
• Experience promoting health equity, addressing systemic health disparities, and collaborating with community partners.
• Proficiency in statistical software applications such as SPSS, Word, Excel, PowerPoint, and Teams/Zoom.
