Job Summary

 

This position is responsible for managing difficult and complex projects related to the acquisition of land and other real property rights including easements, leases, licenses, permits, operating agreements and other land management arrangements through the purchase, dedication, exchange, and condemnation.

 

The primary focus of this position is to manage and dispose of property and property rights through leasing, sales, and disposal of surplus properties, tax foreclosures, vacating streets and auctions. As the workload allows, this position would support in negotiations to acquire a wide range of property rights for public projects.

 

We are currently looking to fill this position as a Real Property Agent III; however, this position could be under filled as a Real Property Agent II or Real Property Agent I.  All qualified candidates are encouraged to apply.

 

Qualifications

Among the varied range of responsibilities held within this role, the right of way professional will perform the following:

 

  • Resolve complex and complicated land activities such as road vacations, surplus of remnant properties, tax foreclosures, road vacations, identifying and clearing encroachments and encumbrances from the right of way.
  • Apply county, state and federal laws including the WSDOT Right of Way Manual and the Local Agency Guide (LAG) Manual, regarding Property Management of County owned property.
  • Review all surplus and leasing files to ensure the appropriate laws are properly applied and ensure that the review processes are in compliance with those laws and best practices.
  • Recommend actions according to Real Estate processes, procedures, and law.
  • Prepare/coordinate documents necessary to complete transactions, i.e., deeds, agreements, leases and other essential documents.
  • Works closely with legal department for compliance and corrective issues.
  • Maintains property management systems and inventory of county owned property and assets.
  • Research public deed records and coordinate the release of unnecessary easements.
  • Salvage appraisal reports.
  • Prepare auctions.
  • Prepare and manage demolition contracts
  • Manage and track State Turnbacks
  • Maintain diary.
