The Department of Ecology is hiring a GIS Application Developer (IT Application Developer - Journey) within the Water Quality Program.

Location:

• Headquarters Office in Lacey, WA.
• Upon hire, you must live within a commutable distance from the duty station.

Schedule:

• This position is eligible for telework and flexible schedule options.
• A minimum of one day per week is required in the office. 
• Schedules are dependent upon position needs and are subject to change.

Duties

Are you curious, detail-oriented, analytical, and passionate about making systems work better? Join our team to play a key role in ensuring the accurate and efficient use of spatial environmental data for state systems. You will work closely with Water Quality business teams and subject matter experts to support both new and existing data and mapping needs. You'll help troubleshoot complex issues, ensure compliance with federal data standards, and identify long-term, sustainable solutions - not just quick fixes.

What you will do:

• Business analysis: Work with business teams to identify spatial data and mapping needs
• Support mobile GIS data collection and workflows
• Data analysis: Review of data elements and mapping needs for Water Quality’s permit systems
• Development: Work with Agency GIS to implement standards and support data integration
• Troubleshoot
  1. Existing GIS workflows
  2. Manage reference tables 
  3. Code fixes, or create user stories for other developers in the team

Required Qualifications:

Four (4) years of experience and/or education as described below:

• Experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online and ArcSDE products). Experience includes but not limited to analyzing, designing, implementing, maintaining and/or programming in largescale and/or organization-wide information systems.
• Education involving a major study in Computer Science, Information Technology (IT), or GIS applied science.

Examples of how to qualify:

• 4 years of experience within the last 5 years.
• 3 years of experience within the last 5 years AND 30-59 semester or 45-89 quarter college credits.
• 2 years of experience within the last 5 years AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
• 2 years of experience within the last 5 years AND completion of a two (2) year accredited vocational training program in GIS, programming, IT, or related program.
• 1 year of experience within the last 3 years AND 90-119 semester or 135-179 quarter college credits.
• 1 year of experience within the last 3 years AND a Bachelor’s degree or above.

Desired Qualifications:

• Bachelor’s degree in Geography, GIS, or environmental science.
• Four (4) years of professional experience designing and producing analytical tools and cartographic products. This experience can be gained in conjunction with other requirements.
• Four (4) years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net MVC, SOL Server, TFS, JSON, RESTful Web Services, LINO and HTML5/JavaScript for mobile applications. At least two of the four years of experience should be within the last 4 years.
