The purpose of this position is to manage GIS data that supports ITGIS operations for the Town of Bluffton (Town). Duties include collecting and analyzing data as well as maintaining all GIS functions.
Manages, updates, and ensures quality assurance of all GIS and geospatial data relating to any initiatives or programs belonging to ITGIS.
Conducts independent analyses; develops conclusions and recommendations from existing and future GIS geospatial data.
Creates maps and graphic products as assigned for ITGIS; supports GIS needs of other departments.
Creates, maintains, and manages the Town’s GIS layers; updates data and layers such as address points, parcel movements, street centerlines, development phases, subdivisions, and impervious surfaces.
Assigns, corrects, and updates addresses; approves address requests from entities based on local ordinances; and checks signage in the field.
Locates and fixes miss snapped or improperly snapped street segments to improve E911 dispatch routing.
Participates with other local municipalities and jurisdictions to form an appropriate and consistent GIS attribute template that can allow seamless sharing of data between jurisdictions.
Performs emergency or disaster-related duties as assigned; participates in post disaster recovery plan.
Attends meetings, conferences, workshops, and training sessions; reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned areas.
Assists with presentations of GIS projects to Town Council.
Participates regularly with Beaufort County, state, and other regional entities to ensure communication and cooperation on issues related to GIS data.
Responds to inquiries.
Performs other related duties as assigned.
Education and Experience:
Bachelor’s degree in GIS, Geography, Information Technology, or a closely related field; and two (2) years of related work experience in operating, maintaining, and implementing automated mapping and/or GIS system.; or equivalent combination of education and experience.
Licenses or Certifications:
Valid South Carolina driver’s license

Knowledge, Skills and Abilities:
Knowledge of technologies and software related to geographic analysis.
Knowledge of ESRI/ArcGIS software, personal computers, small and large format printers and plotters, windows applications, and MS Office products.
Knowledge of the Department’s policies and procedures.
Skill in establishing and maintaining an effective working relationship with the GIS Manager, other Town management and personnel, area businesses, property owner associations, homeowners, contractors, architects, engineers, developers, other related professionals, and the general public.
Skill in communicating, both verbally and in writing.
Skill in operating a personal computer using standard or customized software applications appropriate to assigned tasks.
Skill in applying ingenuity and inventiveness in performing duties.
Ability to analyze maps, codes, and legal descriptions.
Ability to make appropriate judgments;
Ability to prepare and present accurate and reliable reports containing findings and recommendations.
Ability to use logical and creative thought processes to develop solutions according to written specifications and oral instructions.
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadline.
Ability to work with relational database schemes, analysis, and manipulation.
The work is sedentary work and requires exerting up to 10 pounds of force occasionally and negligible amount of force constantly to move objects. In addition, positions in this classification typically require balancing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, manual dexterity, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, expressing ideas by the spoken word, visual acuity to analyze data/work with color or depth perception/determine accuracy or observe facilities/operate motor vehicles or equipment/inspect defects or fabricate parts, and walking.
Duties are generally performed in a moderately noisy business office with copy machines, phones, and printers along with some light foot traffic. Work, however, is also performed outdoors under various weather conditions with exposure to fumes, dust, bloodborne pathogens, and airborne particles; exposure to chemical, toxic substances, electrical hazards, and explosives; exposure to vibrations and loud noises (such as traffic and earth-moving equipment); and occasionally working in cramped or high places. Work requires dealing with situations that potentially might require wearing protective gear such as respirators.
