Salary Range: $6413 - $9705 Monthly

Location: Salem, OR - 100% remote work (must be in the U.S.)

The base location is in Salem, Oregon with remote work capabilities for candidates who have full access to the needed technology and can report on-site as needed. (Only candidates who reside in the United States will be considered, if applying for 100 % Remote work)

OHA is initiating the high priority Mainframe Modernization project and needs your PM expertise in legacy mainframe systems, technology modernization projects, and modern software development tools and frameworks (e.g., Agile, DevOps, Cloud) to make this project a success for Oregon.

We are looking for a Senior Technical Project Manager with Mainframe Modernization experience, someone who is driven to cultivate relationships with our partners and who delivers solutions to help Oregonians in need.

What will you do?

This Senior Technical Project Manager (ISS8) Mainframe Modernization position will be responsible for providing leadership, project management, and technology expertise focusing on modernizing the legacy mainframe environment. Your responsibilities will include leading decision-making processes for the analysis, design, development, testing, training, and implementation efforts that achieve the long-term goals for the Oregon Health Authority and the Oregon Department of Human Services associated with this critical project.

What are we looking for?

Minimum Requirements: (Please clearly outline how you meet the minimum qualifications in your application materials)

  • Seven years of professional level experience related to the class concept.

OR

  • Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification.

OR

  • Four years of professional level experience related to the class concept AND a bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field.

OR

  • Two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute.

Preferred Skills/Desired Attributes:

  • IBM Mainframe and DB2 Modernization knowledge and experience, as a PM. (e.g. 5-Rs).
  • Experience managing large complex multi-million-dollar projects implementing Commercial-Off-the-Shelf (COTS), Software as a Service (SaaS), Platform as a Service (PaaS), Infrastructure as a Service (IaaS) solutions that involved organizational transformations.
  • Experience deploying Financial and Enterprise Resource Planning (ERP) systems and processes.
  • Public sector project management experience; health/human services experience helpful.
  • Experience managing projects using Waterfall, Agile, and hybrid methodologies.
  • Successful application of project management knowledge in ambiguous and unique circumstances while managing a cross-functional team with internal matrixed resources and external contractors.
  • Project Online, Azure DevOps (ADOS) and GitHub experience.
  • Superior communication and interpersonal soft skills.
  • Excels at establishing and building relationships.
  • Organizational change management experience.
  • Adept at recognizing and anticipating emerging project risks, business priorities, and addressing those developments through risk mitigation, contingency plans, and communication strategies.
  • Demonstrated management experience in risk mitigation and project stewardship: given the constraints and budget, the program’s success criteria and expectations are met, while project costs are controlled.
  • Experience in advancing health and human services equity, addressing systemic health and human service disparities, and collaborating with diverse, vulnerable, and underrepresented populations.
