Medicaid Home & Community Based Services & Transitions Policy Manager

The primary purpose of this position is to lead the development, implementation, and oversight of Medicaid policies and programs that support Home and Community-Based Services (HCBS) and care transitions across Oregon’s health system. These programs serve Oregon Health Plan (OHP) members who often have needs spanning multiple service systems – such as behavioral health, physical health, and social supports – or who are experiencing significant transitions that require coordinated and specialized services. The position manages a multidisciplinary team responsible for policy development, implementation, and operations. This includes prioritizing and assigning work, resolving escalated issues, shaping budget strategies, allocating resources, and overseeing procurements and contracts. The role informs and influences long range system direction and strengthens partnerships across OHA divisions, ODHS, federal partners, providers, and community partners.

This announcement is for one, full-time, permanent, unrepresented management service, Medicaid Home & Community Based Services & Transitions Policy Manager (Health Policy & Program Manager 2) position based in Salem, Oregon. This is a hybrid (10% in-office) position

What We Are Looking For

Minimum Qualifications:

Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field.

Desired Attributes:

• Knowledge and experience developing, implementing, and refining policies included in the Medicaid State Plan or other waiver authorities with the Centers for Medicare and Medicaid Services (CMS). Familiarity with varying funding streams for statewide and community investment and value-based payment mechanisms.
• Ability to provide organizational leadership to foster inter- and cross-agency collaboration and shape system-wide, community-centered policies, programs, and continuous improvement strategies. Experience managing teams, fostering a trusting team culture, and providing financial and budget oversight.
• Knowledge of health services delivery systems, particularly Oregon Health Plan and Medicaid administration in Oregon, including experience working with Coordinated Care Organizations, social safety net programs, health service providers, or community-based organizations to guide operations and policies.
• Knowledge of legislative and regulatory processes; experience analyzing, applying, and advising on relevant federal and state laws and regulations, as well as legislative concepts and bills. Knowledge of Oregon Administrative Rules and Oregon Revised Statutes is valued.
• Experience leading the development and implementation of policies and programs that advance health equity and elevate the voices of communities and people with lived experience.
• Ability to navigate complex relationships through collaborative problem-solving, consensus-building, and solution-focused approaches. Experience facilitating meetings with internal teams, community members, health service providers, government officials, and legislators. Knowledge of contracts, interagency agreements, procurement, and grant administration within Oregon state government or another complex health services delivery organization.
• Experience evaluating and synthesizing quantitative and qualitative data to assess program effectiveness, efficiency, and impact and inform quality assurance, strategic planning, and decision-making.
