Job Purpose
The Programmer Analyst III provides advanced analysis and programming support for enterprise software applications and customer-facing business administrative systems for the College. Performs high-level analysis, programming, testing, implementation, automation, and operational support for applications. Develops related customizations and enhancements for vendor solutions. Position takes a lead role in the development of solutions to meet institutional and enterprise system requirements.
Minimum Requirements
High school diploma and experience in computer system development and modification. Bachelor’s degree in related area may be substituted for required work experience. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities
Advanced knowledge and experience with SQL and PL/ SQL . Knowledge of PHP , JavaScript, Java, bash, . NET , and use of APIs a plus.
Demonstrated strong analytical skills.
Experience in computer system analysis, design, and testing.
Knowledge of enterprise programming methodologies.
Knowledge of education ERP , specifically higher education ERP , a plus.
Knowledge of variety of operating systems (Linux & Windows preferred).
Experience with programming in relational DB’s (Oracle & MSSQL preferred).
Strong customer service skills and familiarity with service management methodologies.
Knowledge of project management methodology. Ability to plan, organize and follow through multiple projects simultaneously.
Proficient written and verbal communications skills.
Must have the ability to establish and maintain effective working relationships with other IT staff, business stakeholders, and vendors
Additional Comments Regarding Position
Minimal after hours support required. Some occasional travel for professional development, conferences and meetings may be required. *This position may be eligible for full-time telecommuting.

During the pandemic, most of the PJC is working remotely most of the time, with some staff coming into the office as needed . The Office Manager will be expected to come to the office several days a week . The PJC will provide the Office Manager with free parking near the building while the office is working remotely. Core Duties
The Office Manager reports to the Director of Administration and has primary responsibility for doing and managing the day-to-day administrative functions of the office and the paralegals who also provide admin support.
Approximately 50% of the Office Manager’s duties will be to personally provide administrative support, including answering phones and email, referring potential clients to paralegals for intake, handling mail, copies, scans, and providing other administrative support to the PJC’s work teams.
The other 50% of the Office Manager’s duties will include:
Scheduling and supervising the other members of the admin team, who are paralegals who rotate handling the phones and mail , production of legal briefs, and other administrative tasks.
Ordering and maintaining office supplies.
Be ing the primary liaison between IT vendors and staff on upgrades, maintenance, and troubleshooting and m aintain ing inventory of computers and office equipment .
Be ing the p rimary trainer of new staff on office procedures and equipment.
Required Skills and Experience
At least 2-3 years of prior experience providing and managing office administration functions.
Strong oral and written communication skills. Please provide a writing sample.
Excellent use of MS Outlook, Word and Excel; database programs a plus, and willingness to learn new programs for case management and office life.
Strong problem-solving abilities, time management, and organizational skills.
Be tech savvy – you don’t have to be a programmer, but you do need to understand how to work with machines , programs, and their human counterparts.
Attention to detail and keen organization skills.
Ability to work under deadline and manage multiple tasks and respond to multiple people .

WHAT YOU WILL DO!
As a Systems Architect, you will support the Child Welfare OR-Kids by planning, leading and collaborating on the development of applications and corresponding databases, analysis of existing applications and systems, integration of new development, and providing operations support and maintenance for applications. You will also consult with business partners, analysts and other IT experts in the agency to resolve issues and collaborate on development.
OR-Kids is the State of Oregon’s legacy child welfare information system which was originally implemented as a large one-size-fits all federal framework meant to help case workers manage their caseloads and comply with federal reporting requirements. Oregon will be transitioning OR-Kids into a new federal framework known as CCWIS (Comprehensive Child Welfare Information System) that considers new child welfare practices and technologies. CCWIS will provide Oregon the opportunity to redesign the life cycle of child welfare and ultimately improve outcomes for children and families through better data interoperability, modularity, and data quality.
In this role, you will analyze and resolve technical problems in customer assistance, operational maintenance and construction. The customer base served will include technically sophisticated end-users, software vendors and suppliers, systems programmers, technical contractors, systems maintenance staff, and systems operations staff.
WHAT WE ARE LOOKING FOR:
Six (6) years of information systems experience in C#.NET. OR (b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in C#.NET.
