What you will do!

The Colorado Energy Office leads and coordinates climate action for the State of Colorado. Since 2020, the Energy Office has seen significant growth in the number, size, and breadth of programs it operates to support the reduction of greenhouse gas emissions to benefit all Coloradans. This growth has been the result of nation-leading legislation in Colorado to create new policies and programs, as well as significant and historic investments at the Federal level through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).
This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The Operations team is seeking a detail-oriented team player who can support program managers and Directors throughout the Energy Office in their work, particularly with new federal grants from the IRA and IIJA.

The Colorado Energy Office leads and coordinates climate action for the State of Colorado. Since 2020, the Energy Office has seen significant growth in the number, size, and breadth of programs it operates to support the reduction of greenhouse gas emissions to benefit all Coloradans. This growth has been the result of nation-leading legislation in Colorado to create new policies and programs, as well as significant and historic investments at the Federal level through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).
This position is a key ally for the leadership of the Energy Office and the teams working across the office on innovative programs to reduce emissions and serve the people of Colorado. The Operations team is a crucial resource for the program teams as they apply for, administer, and report on both federal and state funding and grants. The American Red Cross is currently seeking a full-time Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces and International Services (SAF-IS) missions in the Region. This position will travel to surrounding areas and will be based in the Denver area. This position is regional, but also part of our mobile staff which requires meeting strict medical and security clearances prior to employment. In this role worldwide deployment is a condition of employment. Mobile staff members typically deploy for 6 months at a time typically, approximately once every 18-24 months, and can be sent to any military base in the world. WHAT YOU NEED TO KNOW: The SAF-IS Regional Program Specialist Mobile assists in the delivery of American Red Cross programs and services to meet the needs of United States military members, veterans and their families in accordance with Red Cross policies and procedures but will focused on supporting the delivery of International Services (IS) U.S. programs and services to include International Humanitarian Law (IHL), Youth Action Campaign (YAC) and Restoring Family Links (RFL). This is accomplished through managing volunteers and working with other Red Cross departments to support strong visibility for SAF/IS U.S. throughout the military community. Serves as part of the Hero Care Center Contingency Team. Acts as the first line of supervision and support to provide casework expertise and manage volunteers and other staff members during surge situations and disaster responses. Supports Disaster Cycle Services (DCS) as necessary in accordance with the DCS COOP SAF responsibilities. Maintains deployment readiness at all times by completing medical requirements, clearance requirements and by completing ongoing training requirements to maintain proficiency with casework and relationship management. Services may include conducting training, meetings, presentations, and workshops as well as scheduling, recruitment, marketing and providing materials and support throughout the community. Hero Care Network Contingency Team: Serves as a Subject Matter Expert (SME) during emergency situations at the SAF Hero Care Center. Completes required training to ensure competency in the performance of all call center responsibilities to include intake, verification and delivery of emergency messages between service members and their families and other services as needed. Required to provide casework services for the Hero Care center remotely to ensure continued competency. Required to support the Hero Care Centers on short notice during surge or disaster situations. This support may be on site or remote as appropriate. Must also respond to periodic readiness drills. Serves as SME, assigns responsibilities to volunteers and manages volunteer caseworkers during surge situations and disaster responses. Deployment Readiness: Mobile staff are required to deploy and maintain readiness at all times. In order to maintain their annual readiness certification, the following is required: Deployment Familiarization Training on military culture and protocols, command relationships, do’s & don’ts while deployed and scenario-based situations. Advanced leadership training and advanced casework training must be completed. All trainings must be recertified annually to ensure continued readiness Once activated for deployment, staff will meet regularly with senior leadership to ensure readiness and ability to backfill OCONUS SAF-IS Mobile positions as needed. WHAT YOU NEED TO KNOW Reporting to the Chief Operating Officer or the Chief Administrative Officer, the Business Operations Specialist supervises the daily operation of support services and business office operations for regional administrative functions. This includes supervision of volunteers who will handle daily transactional responsibilities. Oversees budget monitoring, daily finance transactions, local vendor relationships, facilities management, fleet management, HR, IT, and records/reports. Establishes work procedures and standards to improve efficiency and effectiveness of assigned operations. Is the lead system trainer for software business applications. Provides COO/CAO operations management for the Region in the absence of the COO/CAO. This position is in office Monday - Friday 8am - 4:30 pm Positions will be assigned to 2221 Chestnut Street, Philadelphia, PA; however, in July 2024 it will be assigned to 700 Spring Garden, Philadelphia, PA. Position will support multiple locations throughout the region with occasional local travel required. WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities): Provide administrative budget support such as: expense coding, financial report dissemination, analyzing monthly forecasting of expenses, initiation, monitoring, and approval of regional procurement transactions, establishing location processes for cash and card transactions, and ensuring that programs are executed within budget in collaboration with department leaders. May coordinate and train volunteers to assist with less complex daily transactional work. Lead system user/training for Business Applications and IT Services using the appropriate system to troubleshoot phone and computer issues for Region and assist with tech services requests. Support facilities/asset management by ensuring repairs are completed within budget and managing vendor-related activities such as ensuring the appropriate system is used to pay vendors, maintaining relationships with vendors at each physical location, obtaining proposals for new vendors, providing business plan information for real estate transactions, and updating risk management system with current values/status. Maintain fleet inventory records, file, and maintain insurance claims and follow up with estimates/repairs. Maintain insurance certificate applications, financial collection processes, and appropriate forms and codes used for regulated items including alcohol to support meeting planning. Provide guidance and data for grant reports and respond to internal/external requests for information and/or documentation. Develop, maintain, and distribute a regional Standard Operating Procedures Manual to ensure consistent processes/procedures related to operations functions throughout the Region. Provide support to volunteers working in Business Operations. Provide support and management of facility related common spaces such as huddle rooms, focus rooms and conference rooms. Full knowledge of job. Substantial acquaintance with and understanding of general aspects of the job. Contact within department and occasionally outside of organization. WHAT YOU NEED TO SUCCEED (Minimum Qualifications ): High School or equivalent required. Associate’s degree in Accounting, Business or Public Administration preferred. Minimum 3 years of financial or facilities administrative support experience in community organizations, government agencies, non-profit organizations, business or equivalent combination of education and related experience required. Management Experience: NA Ability to work on a team. Ability to plan, prioritize and organize work to maximize team performance and meet customer expectations. Excellent organizational skills and ability to work with attention to detail. Strong interpersonal skills and the ability to create and maintain collaborative work relationships within the organization and with external stakeholders. Proficient with MS Office software, including Word, Excel, PowerPoint and Outlook. Travel: Travel is required throughout the Region with some travel outside of Region. A current, valid driver's license with good driving record is required. *Combination of candidate’s education and general experience satisfies requirements so long as the total years equate to description’s minimum education and general experience years combined (Management experience cannot be substituted). Physical requirements are those present in normal office environment conditions. Operational flexibility is required to meet sudden and unpredictable needs. Ability to use a personal computer, applicable software, and office equipment for sustained periods of time. May include sitting for long periods of time, driving a vehicle, and working under challenging conditions.
