Direct and coordinate activities including sales of customized training.
Reviews and approves Iowa Jobs 260 program paperwork for Department of Education and/or Iowa Workforce Development on behalf of businesses and college, including applications, modifications, performance reports, etc.
Ensures accurate recordkeeping of grant training records is maintained for Workforce Training and Economic Development (WTED) 260C, 260E, and 260G (ACE) program training activities, in accordance with state guidelines.
Initiates grant projects, oversees and maintains records, tracks and monitors budgets and prepares reporting for contract compliance for: Workforce Training and Economic Development (WTED) 260C, 260E, and 260G (ACE) program training activities.
Uses client management software (CMS) to record sales leads, communication and analyze data.
Works cooperatively with Marketing to ensure printed and web media is current, accurate and reflects informative information regarding funding resources.
Actively involved with local organizations and presents as requested.
Provides support and direction for Corporate Business Solutions department staff and provides timely evaluations, makes recommendations for corrective action, retention, and promotion, as needed.
Maintains student records for continuing education and state-funded projects and ensures accurate recordkeeping and retrieval.
Prioritizes and completes work accurately and in the required time frame.
Maintains verbal and written confidentiality in all areas of responsibility.
Maintains professional attitude and demeanor when dealing with students, businesses, and staff.
Assists and directs client questions to appropriate areas.
Participates in campus committees as assigned.
Performs other duties as assigned.

Minimum Qualifications
Bachelor's Degree in Social Services, Human Resource, Human Services, Public Administration, or related field.
Two (2) years of experience in workforce development or related field OR a combination of education and related experience totaling six (6) years.
Must possess supervisory skills.
Demonstrated ability to manage a wide variety of government programs and contracts.
Knowledge of budget management and fiscal monitoring.
Knowledge of general human resources, employment, or related laws, regulations, and policies.
Knowledge of federal, state, and local programs available to assist people with low or no income, unemployment history, and multi-generational poverty.
Demonstrated ability to travel to and from appointments.
Demonstrated knowledge of office terminology as well as follows complex oral and written directions.

Anticipated schedule is Monday – Friday with potential evening and/or weekend hours.

Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Sit, stand, bend, lift and move frequently during working hours. During course of day, interact with students, faculty and staff in person, by telephone and computers.

To Be Successful in This Role, You’ll Need

This is a full-time position. We offer a competitive and holistic total rewards package that includes salary, bonus, and benefits. Our compensation ranges are based on salary ranges for similar sized organizations in the professional services sector and adjusted for local labor market rates and differentiated by geography.
Durham range $75,000-$85,000
Chicago range $80,000-$90,000
DC range $85,000-$95,000

The Grants Management Operations Director will lead the implementation and execution of BCT’s transition to providing OGM with high-quality grants management services for all HHS/ACF/OHS Regions. This position will also oversee the day-to-day delivery of grants support and grants management activities and manage interactions with the Client. The Grants Management Operations Director will take responsibility for ensuring the team’s production of reliable and high-quality deliverables through effective process management, and quality check and assurance systems, with an eye towards innovation and constant improvements. This is a supervisory position, requiring the Grants Management Operations Director to take responsibility for leading and managing the work, needs, and capacity building of a team of people. Key Responsibilities [1] : Transition Leadership
Oversee smooth transition of all Head Start grants specialist roles from existing regional OHS structure to national OGM structure
Ensure transition is performed efficiently, accurately, on-time, and in compliance with contractual requirements; supervise staff assigned to the transition
Ensure Weekly Progress Report outlining the expenditures, billings, progress, status, and any problems/ issues encountered as part of the transition is submitted
Contribute to development of and lead implementation, execution and regular updates of:
the transition of prior contract arrangements to new contract arrangements (where applicable), including but not limited to staff, policies and procedures, required metrics and statistics, government equipment and security materials, etc.
Program Management Plan (PMP) ensuring activities are managed in a sound, reasonable way through control policies and procedures, that follow GAAP, and standard industry practices for project administration, execution and tracking
Quality Control Plan (QCP), ensuring compliance with quality standards established and that all deliverables are acceptable prior to delivery to the client
Project Leadership
Plan, execute, monitor and modify the work and processes via a detailed plan; assume responsibility for deliverables and results
Track and manage all work-related activities, timelines, resources, outcomes, etc.
Ensure systems and procedures are in place to support the full functionality of project activities
Develop a clear and well-defined quality assurance and control plan which includes reporting and corrective action instructions.
Identify opportunities for improvements and innovation in all project plans, activities and systems; confirm alignment with client expectations when appropriate and implement
Develop a clear and well-defined communication plan that considers all stakeholders; communicate regularly with the client to ensure quality and service delivery meets expectations
Ensure timely and accurate report preparation as required or requested
Supervisory Leadership
Ensure staff understand their duties and are aware of performance expectations and deadlines
