Job Summary
Clark County Public Works is currently seeking an experienced Right of Way professional who loves working in a team environment to join our Real Property Services’ (RPS) team. We are looking for a professional with strong communication and interpersonal skills who can maintain a high level of intra-departmental teamwork and customer relations. As a Right of way Agent, you would perform technical work under the general supervision in a team environment and would be responsible for negotiating with property owners to acquire a wide range of property rights for public projects. You will be responsible for managing difficult and complex projects related to the acquisition of land and other real property rights including easements, leases, licenses, permits, operating agreements and other land management arrangements through the purchase, dedication, exchange and condemnation. In addition, this position would manage and dispose of surplus properties and property rights through leasing, surplus sales, and vacating roads. We are currently looking to fill this position as a Real Property Agent I, Real Property Agent II, or a Real Property Agent III depending on number applicants and qualifications. Preference is given to those professionals who have initiated or have obtained a designation with the IRWA International Right of Way Association. All qualified candidates are encouraged to apply. What you would do:
Among the varied range of responsibilities held within this role, the right of way professional will perform the following:
Resolve complex and complicated land activities such as road vacations, surplus properties, tax foreclosures, identify and clearing encroachments and encumbrances from the right of way.
Prepare/coordinate legal documents necessary to complete transactions such as purchase sale agreements, leases, easements, deeds, licenses, permits interagency agreements, and Memorandum of Understanding (MOU).
Recommend actions according to real estate processes, procedure, and law. Present and speak in front of County Council.
Negotiate and acquire private properties and land rights needed for public projects for various county departments. Contact property owners and negotiate for purchase, both permanent and temporary rights. Advise property owner(s) of their rights under all applicable laws and regulations, negotiates claims and/or settlements with owners. Perform all functions of the job by implementing practices under the Uniform Act and WSDOT guidelines.
Perform comprehensive research into property transactions such as deeds, contracts, easements, title searches, right of way restrictions, encumbrances, appraisals and value analysis, environmental impacts, interpret information and prepare findings in a written and presentation format.
Research and respond to routine inquiries by the public, other county departments, and outside agencies regarding right of way and various property in a timely manner.
Prepare valuation reports for partial acquisitions, easements, and permits for non-complex acquisitions in accordance with current federal, state and county laws, policies, and procedures.
Research public deed records and coordinate the release of unnecessary easements.
Salvage appraisal reports.
Prepare auctions.
Prepare and manage demolition contracts.
Manage and track State Turnbacks.

Ideal Candidate:

About the Role:
The Director of Development at Code for America will develop and implement fundraising strategies for securing long-term, multi-year contributed / philanthropic revenue from institutional, corporate, and individual funders. Code for America is looking for a talented Director of Development who will drive long-term strategies and lead the current development team to accomplish ambitious fundraising goals across the organization.

About the Role:
The Director of Development at Code for America will develop and implement fundraising strategies for securing long-term, multi-year contributed / philanthropic revenue from institutional, corporate, and individual funders. This includes meeting annual revenue targets, building and owning funder relationships, prospecting, managing the delivery of concept notes, grant proposals, reports, and more. The goal is to raise significant revenue to support Code for America’s various programs / portfolios and general operating needs.
The Director of Development will report to either our Chief Revenue Officer or Chief Executive Officer. This role includes up to 15% travel.
In this position you will:
Revenue planning, strategy and execution | 50%
Resource Code for America programs and meet outlined revenue targets, across all revenue types, including foundations, corporations, and major donors
Plan for future revenue in collaboration with cross-functional leadership, including Revenue Operations, Programs, Finance, CxO, and Marketing & Communications
Develop and deliver on a multi year fundraising pipeline
Coordinate with the Program, Product, and Finance staff to gather required information to produce concept notes, LOI, proposals, budgets, and reports
Establish pitch strategy across funder groups and design best practices for funder cultivation and stewardship
Prospect research | 25%
Implement prospect research in coordination with the prospect researcher, including outreach, scheduling and attending meetings, and follow up. Work with the Finance Revenue Operations team to track these efforts to demonstrate results.
Strategic leadership | 20%
Develop and implement a coordinated, year-round fundraising plan and timetable for major and mid-level gifts, including setting target goals and monitoring ongoing results
Develop and implement funding strategy, meeting milestones, OKRs, KPIs, and other metrics in service of the fundraising target
Guide and advise on funding potential in order to inform and drive resource allocation decisions that achieve program goals and organizational mission
Draft proposal budgets and coordinate with Finance and Senior Program Directors to align on accuracy. Submit funding applications via email, portal or other mechanism, when completed
Represent development and fundraising to Code for America’s leadership team and to the organization; share expertise and best practices with colleagues under the ethos that ‘everyone is a fundraiser’

Recent highlights of PHR’s work include:
Advocating for an Evidence-based Response to the Pandemic : Since the start of the coronavirus crisis, PHR has sounded the alarm over the grave risks posed by COVID-19 to populations in areas where health systems are underdeveloped, decimated by armed conflict, or virtually nonexistent. PHR is elevating the voices of local health providers about the extreme dangers of COVID-19 to their communities and supporting partners around the world in advocating for a concerted, collaborative, science- and rights- based worldwide response.
Documenting Police Violence : Following President Trump’s July 26, 2020 order to deploy federal agents to protest sites around the country, PHR sent an expert team to Portland, Oregon to investigate reports of the extreme force police and federal agents were using against protestors and first responders.
Highlighting Violence Against the Rohingya : PHR has produced numerous reports documenting serious human rights violations against the Rohingya people of Myanmar. Its latest research sheds new light on the patterns of extreme injuries, specifically related to sexual violence, that survivors suffered through rape, gang rape, mutilation, forced witnessing of sexual assault, and other forms of sexual violence.
PHR’s vital work is sustained by a dynamic and deeply committed team of approximately 45 based in New York, Boston, Washington, D.C., Kenya, and the Democratic Republic of the Congo. It is also supported by a prominent Board and an annual operating budget of nearly $8-9M.
Role Description
The Director of Institutional Development is responsible for identifying new prospective donors and creating and implementing strategies for PHR’s institutional giving program, comprised of foundations, governments, and corporate funders. The director of institutional development will report to the CDMO and supervise a staff of three. They will help to establish and maintain relationships with PHR’s institutional funders and will work closely with PHR leadership and other staff to design and prepare funding proposals and reports, and to help ensure compliance with all awarded grants and their requirements. This role will also be instrumental in the development of new programmatic areas of work during the 2021/22 year.
The ideal candidate will have experience growing and managing a diverse portfolio of funders and grants in line with strategic organizational priorities, and a demonstrated capability in forming strong relationships with funders and partners.
Reports to: Chief Marketing and Development Officer (CMDO)
Responsibilities
Develop and manage the stewardship of institutional funders in conjunction with the Chief Marketing and Development Officer (CMDO), COO, Executive Director, and senior leadership.
Support PHR’s new strategic planning process, including in the development of institutional giving strategies and the identification of potential funders to support new program areas.
Identify and steward new institutional funding prospects, as well as steward current donor relationships; develop and implement solicitation and cultivation strategies.
Oversee and prepare written communications as well as delegate writing projects for the development department including letters of inquiry, proposals, reports, budgets, pitch letters, grant applications, and periodic updates on activities to secure new funding and renewals, and to comply with grant reporting requirements.
Coordinate with senior and program staff on grant fundraising efforts and oversee submission of proposals and reports; manage negotiation of government and foundation contracts.
Partner with COO and CMDO to prepare grant budget proposals, financial reports, and other information for tracking, analysis, budgeting, and internal/external reporting.
Oversee adherence to calendar for proposal and reporting deadlines.
Recruit, hire, and supervise a top-notch professional staff that also includes rotating interns.
Assist the CMDO with other functions as needed.
Qualifications and Skills
Bachelor’s degree is required.
Minimum six to eight years demonstrated successful management of a complex fundraising program, including foundation relations, and grant writing experience, or equivalent experience. Knowledge of Moves Management a plus.
Experience working with a range of funding partners, including government funders and grants.
Proven understanding of, and ability to work with and prepare budgets.
Demonstrated experience inspiring and leading a dynamic team, supporting professional development, effectively delegating, and project managing multiple simultaneous work-streams.
Strong writing and content development skills, direct grant writing expertise, and a track record of successfully securing institutional funding, and exceeding contributed income goals in a competitive fundraising environment. Proficiency with Microsoft Office applications, especially MS Word, MS Excel, MS Outlook.
Working knowledge of Salesforce a plus.

Outstanding communications skills, both verbal and written, including the ability to write and edit persuasively on a wide range of human rights issues, and the ability to grasp and communicate substantive PHR policies and programs.
