Both of the Senior Project Manager positions below are expected to rely on their extensive experience to successfully implement high-risk projects of unknown scope. Senior Project Manager: Child Welfare. This position will be the internal agency expert for project management implementation within either the Behavioral Health or Medicaid realms to support Medicaid Children & Families Programs. It will work closely with a partner project manager within the team, as well as all programs and services within the Medicaid Division. It will collaborate with other divisions and agencies as well, such as Health Policy & Analytics, Public Health, Oregon department of Human Services, and the Oregon State Hospital when needed. It will provide the assurance of equity-driven project implementation and support transparency and collaboration through the utilization of streamlined processes.
Senior Project Manager: Certified Community Behavioral Health Clinics (CCBHCs). Certified Community Behavioral Health Clinics are a national safety net model of integrated, whole-person care for individuals, regardless of complexity of need or ability or pay. Oregon CCBHCs bolster national criteria by centering state certification on standards of health equity, community-based partnerships, peer-led initiatives, and integrated physical and behavioral health care for all Oregonians. This position will be the internal agency expert for project management implementation with the Behavioral Health and Medicaid realms to support development, implementation, and expansion of the CCBHC program.

Traditional Health Workers Analyst. This position serves as the Medicaid subject matter expert for all technical and policy matters in traditional health worker (THW) policy, including design strategies, for the Medicaid Behavioral Health Policy and Programs team, which is responsible to ensure federal regulation for Medicaid programs are implemented, followed, and operationalized in Oregon. This position is responsible to consider how THWs are engaged as a vital part of the Oregon workforce, through a variety of state and federal flexibilities, including the Medicaid State Plan, the 1915(i) Home and Community Based Services, state plan option, the Substance Use Disorder 1115 Demonstration Waiver, and the 1115 OHP Demonstration Waiver.
Personal Care Attendant Workforce Analyst. This position serves as the subject matter expert and key policy advisor for all technical and policy matters, including design strategies, for the Agency with Choice (AwC) model within the Medicaid Behavioral Health Policy and Programs team which is responsible to ensure federal regulation for Medicaid programs are implemented, followed, and operationalized in Oregon. The Agency with Choice model is established in HB 4129 (2024) and is based on the vision for quality long term in-home care services to allow Oregon seniors, persons with disabilities and their families the choice of remaining in their own homes and communities, including the choice of whether to receive residential services, use licensed home care agencies or employ individual providers. To create the AwC model, the Oregon Health Authority shall adopt rules for the licensing of agencies to provide personal care services to individuals with behavioral health needs through a state plan amendment.

Medicaid BH Children Multi-system Analyst (LIMITED DURATION). In accordance with Senate Bill 1557 (2024), the Medicaid Behavioral Health Multi-system analyst will work to ensure OHA prioritizes child, youth and family-centered supports towards prevention and recovery, are provided with access to all services for which the children or youth are eligible regardless of their disability type or family situation, and are not restricted to a single-service setting or delivery system. This work aims to support youth and their families in accessing the appropriate and comprehensive home and community-based services and supports intended to prevent crises and hospitalization from happening or reoccurring and provide stabilization in the event of crisis. This includes collaboration between multiple state agencies and community partners to deliver wraparound, child, youth, and family-centered, trauma-responsive, culturally and linguistically appropriate, disability-affirming and family-focused supports to children, youth, and their families, including foster families.

In accordance with Senate Bill 1557 (2024), the Medicaid Behavioral Health Multi-system analyst will work to ensure OHA prioritizes child, youth and family-centered supports towards prevention and recovery, are provided with access to all services for which the children or youth are eligible regardless of their disability type or family situation, and are not restricted to a single-service setting or delivery system. This work aims to support youth and their families in accessing the appropriate and comprehensive home and community-based services and supports intended to prevent crises and hospitalization from happening or reoccurring and provide stabilization in the event of crisis. Duties
What makes this role unique?
In this role, you will help increase and improve the learning opportunities available to Ecology’s workforce in topics related to diversity, equity, inclusion, and respect (DEIR). You will do this by bringing your expertise in learning and development to collaborate with experts in DEIR, to help identify Ecology’s workforce needs and the best ways to meet those needs. Challenges may include hearing tough feedback, balancing diverse opinions, and ensuring inclusion of key interested parties; opportunities include growing in your own learning and helping our workforce to grow as well, to cocreate a workplace where all belong. What you will do:
Align all work with Ecology’s strategic efforts in DEIR, pro-equity anti-racism, accessibility, belonging, restorative justice, environmental justice, and other related efforts, such as the work of Ecology’s DEIR Design Team.
Create and support multiple channels for gathering feedback from DEIR subject matter experts and key interested parties, including convening a Learning and Development Advisory Group.
Identify potential learning opportunities to meet Ecology’s business needs and facilitate evaluation and piloting of those opportunities.
Provide consultation to Ecology’s workforce at all levels about training operations, opportunities, and services.
Administer a portfolio of learning and development opportunities, from contract development to invoice approval, to support Ecology’s strategic efforts in DEIR.
Administer Ecology’s learning management system, the Washington State Learning Center, in support of this work.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. Oversight, supervision, and leadership to the Restorative Practice Team and Assessment and Evaluation Program

For the A&E Program, this includes ensuring adherence to Behavioral Rehabilitation Services (BRS) standards as set forth by Oregon Health Authority (OHA) and reviewed by regular audits.
Supervision of staff that includes:
Supervision of two A&E Managers and the A&E Program
Supervision of the Courtyard Cafe Manager and Nutrition Services Program
Supervision of the Restorative Practices Program
Manage 20% of JSD’s FTEs.

Create a positive work environment and employ a strength-based approach to supervising staff.

Wellness Supervisor General Duties: The Wellness Supervisor is responsible for the oversight, implementation, and management of mental, emotional, and social health services at Tomahawk Ranch, a Girl Scouts of Colorado (GSCO) camp property. This position is responsible for providing daily, on-call, and weekly wellness services for all persons, working in tandem with the health supervisor to provide whole body health at camp. Program Responsibilities
Provide wellness, mindfulness, 'Popsicles of Positivity', and team building programs, with a focus on self-care, positivity, kindness, empathy, and JEDI practices.
Assist with the implementation of general camp program for campers during overnight, troop day, and family camp sessions.
Camper Leadership & Supervision
Provide care and supervision for all cases of mental illness, emotional support, neurodivergent persons, and special considerations of campers.
At all times, act 'in loco parentis' regarding the wellness services for all campers in overnight camp sessions.
Accountable for assuring campers receive quality wellness health care.
Support & counsel campers in daily living, camp activities, and developing peer relationships.

Provide support to staff seeking help/assistance in areas of mental, emotional, and social health.
Aid staff when reports of child abuse/neglect are made and contacting county due to the reporting of child abuse/neglect.
Perform initial and ongoing training in mental health, wellness practices, homesickness prevention & support, behavioral and special considerations, bullying/aggressive behavior, and guidance (discipline) strategies, for the purposes of staff continued education.
Continually evaluate staff on the camp-wide mental, emotional, and social health procedures & practices.
Provide mental health first aid advice according to procedures.
Provide in-person medication administration training for staff, as needed & assigned.
Verify staff competence before assigning them health care/first aid care role. Follow up on treatment given. Monitor staff performance throughout the season.

What makes this role unique? What you will do! The Data Equity Business Analyst (OPA3) will work within a Data Equity team that works in partnership with HPA data analysis and reporting teams, and teams from the Equity and Inclusion Division (E&I) and the Office of Information Services (OIS). These teams work together to create and maintain analytical processes for the collection and storage of data for race, ethnicity, language and disability (REALD) and sexual orientation and gender identity (SOGI) in the REALD & SOGI data repository/information system, and the development of external reporting and data sharing processes that include and use REALD & SOGI data for the purpose of detecting and addressing inequitable health outcomes across REALD & SOGI disadvantaged populations. The HPA Data Equity team will a) develop documentation and business rules for REALD and SOGI data collection, b) fulfill HPA’s requests for REALD& SOGI repository data by querying and matching repository data, merging and sharing datasets, c) support an agency wide REALD &SOGI data governance committee, d) establish data use and sharing processes with internal and external partners and organizations that follow confidentiality and privacy laws, and e) build and maintain relationships with interested parties.
The purpose of this Business Analyst position is A) to lead business analysis and technology initiatives and activities in support of House Bill 3159 and the legislatively mandated implementation of a statewide REALD &SOGI data repository / information system, and B) to lead and ensure effective analysis and implementation of data and business initiatives for the HPA Data Equity REALD/ SOGI program. These initiatives usually involve business transformation and information technologies and are critical to support the agency’s mission and health equity and strategic goals. Other key responsibilities for this position include:
Providing specialized REALD& SOGI and data equity expertise and assistance to HPA research, data and analytics teams, and other OHA business and IT programs.
Documenting HB 3159 REALD and SOGI business and data requirements and data integration processes, providing requirements and validation for data reports, and developing methodologies for estimating data quality and completeness.

What you will do! The Data Equity Business Analyst (OPA3) will work within a Data Equity team that works in partnership with HPA data analysis and reporting teams, and teams from the Equity and Inclusion Division (E&I) and the Office of Information Services (OIS). These teams work together to create and maintain analytical processes for the collection and storage of data for race, ethnicity, language and disability (REALD) and sexual orientation and gender identity (SOGI) in the REALD & SOGI data repository/information system, and the development of external reporting and data sharing processes that include and use REALD & SOGI data for the purpose of detecting and addressing inequitable health outcomes across REALD & SOGI disadvantaged populations. The HPA Data Equity team will a) develop documentation and business rules for REALD and SOGI data collection, b) fulfill HPA’s requests for REALD& SOGI repository data by querying and matching repository data, merging and sharing datasets, c) support an agency wide REALD &SOGI data governance committee, d) establish data use and sharing processes with internal and external partners and organizations that follow confidentiality and privacy laws, and e) build and maintain relationships with interested parties.
The purpose of this Business Analyst position is A) to lead business analysis and technology initiatives and activities in support of House Bill 3159 and the legislatively mandated implementation of a statewide REALD &SOGI data repository / information system, and B) to lead and ensure effective analysis and implementation of data and business initiatives for the HPA Data Equity REALD/ SOGI program. These initiatives usually involve business transformation and information technologies and are critical to support the agency’s mission and health equity and strategic goals. Other key responsibilities for this position include:
Providing specialized REALD& SOGI and data equity expertise and assistance to HPA research, data and analytics teams, and other OHA business and IT programs.
Documenting HB 3159 REALD and SOGI business and data requirements and data integration processes, providing requirements and validation for data reports, and developing methodologies for estimating data quality and completeness.
The position requires strong project management, analytical and interpersonal skills, and poise. The incumbent will have a substantial amount of autonomy requiring exceptional skills in self-direction, as well as navigating complex situations and competing demands. Issues and recommendations within the purview of this position will be highly visible and potentially controversial to OHA and ODHS Leadership, health care constituents, state agencies, external organizations, and the Governor's Office. The results of this work will affect significant levels of OHA operations and have far reaching implications for community-based committees and other groups interested in the reporting of REALD & SOGI data.

In addition, many people served by this unit have suffered major trauma and continue to struggle with housing and other social determinants of health.
The Intensive Services Unit provides system management, coordination, and performance evaluation. Working across all levels of government, particularly county and state justice systems, this includes statutory analysis, legislative concept development, Oregon Administrative Rule analysis and management, contract development and administration, budgetary oversight, program technical assistance, trouble-shooting, barrier removal and care coordination across multiple service and funding systems including the Oregon State Hospital, Residential Treatment Systems, Community Mental Health Programs, local hospital emergency rooms, Acute Care units, Medicaid systems, Coordinated Care Organizations, and providers, with a focus on inclusion of peer run organization and consumer driven input. Further, the unit provides critical coordination with the judicial branch of government including local law enforcement, State Police and Oregon’s court systems to manage and develop behavioral health systems for people who have been committed under Oregon Revised Statutes, Chapters 161 and 426 (Aid and Assist, Civil Commitment, Jail Diversion, and Guilty Except for Insanity/Psychiatric Security Review Board).
Forensic Program Analyst. The purpose of this position it to coordinate Intensive Services data collection and analysis. This position is responsible for researching and recommending outcome and performance measures related to the four population areas within Intensive Services: Aid and Assist, Civil Commitment, Jail Diversion, and GEI/PSRB.
Forensic Diversion Implementation Coordinator. This position will serve as a forensic diversion programs subject matter expert who will provide oversight of program development and implementation with essential community partners and providers.
