Position Summary
First 5 Contra Costa Program Officer positions have oversight of one or more program areas in early childhood as defined in the Commission adopted Strategic Plan; and require relevant subject matter expertise in those areas. The Program Officer position has managerial responsibilities, including acquiring and allocating resources, budget development and monitoring, defining program area objectives and developing work and project plans, monitoring contractors, and supervising staff, managing partnerships and coalitions, and evaluating the program's results. Early Childhood Program Officer
This position will lead the early intervention focus area and work collaboratively with the program team to plan, monitor and/or coordinate services and resources that support families with young children. Under the direction of the Deputy Director and in collaboration with other Program Officers and staff, the Early Childhood Program Officer will lead the planning and implementation of early childhood projects and initiatives related to Early Intervention and Strengthening Families . First 5 Contra Costa’s current efforts in early intervention systems is focused on building the capacity of professionals and the systems they work within to adopt proven prevention and early intervention approaches, such as evidence-based developmental screenings, connections to resources, early childhood mental health, and trauma-informed practices. First 5 advocates for increased investments and strengthening systems to utilize early preventive approaches. Also critical to First 5 Contra Costa’s current efforts, is its focus on increasing parents/families’ protective factors and resiliency and enhancing families’ access to early childhood services and resources. The Program Officer position has managerial responsibilities, including acquiring and allocating resources, budget development and monitoring, defining program area objectives and developing work and project plans, monitoring contractors, and supervising staff, managing partnerships and coalitions, and evaluating the program's results. The Program Officer will work closely with the entire First 5 Contra Costa team to understand the network of partners and services supporting Contra Costa County families with young children. Early Childhood Program Officer
This position will lead the early intervention focus area and work collaboratively with the program team to plan, monitor and/or coordinate services and resources that support families with young children. Under the direction of the Deputy Director and in collaboration with other Program Officers and staff, the Early Childhood Program Officer will lead the planning and implementation of early childhood projects and initiatives related to Early Intervention and Strengthening Families . First 5 Contra Costa’s current efforts in early intervention systems is focused on building the capacity of professionals and the systems they work within to adopt proven prevention and early intervention approaches, such as evidence-based developmental screenings, connections to resources, early childhood mental health, and trauma-informed practices. First 5 advocates for increased investments and strengthening systems to utilize early preventive approaches. Also critical to First 5 Contra Costa’s current efforts, is its focus on increasing parents/families’ protective factors and resiliency and enhancing families’ access to early childhood services and resources. The Early Childhood Program Officer will have strong knowledge of major public programs, funding streams, policy trends, research, and best practices in child development, and early intervention and prevention. Essential Duties and Responsibilities
· Lead strategic thinking and coordination of First 5 investments that improve the effectiveness of programs for children at risk of poor social and emotional development in the first five years.
· Plan and initiate projects and systems change efforts to achieve the goals of the Early Intervention and Strengthening Families focus areas in First 5’s Strategic Plan, including coordinating countywide efforts and advocating for improvements in services such as consultation, home visiting, positive parenting, developmental screening, care coordination, family resource centers, early childhood mental health, and other relevant evidence-based practices and services.

Duties
What makes this role unique? As the Program Contracts and Grants Specialist, you will interface with Air Quality Program and Ecology staff in a multitude of disciplines. You will also directly consult with and support local government and not-for-profit grant recipients, Tribes, local clean air agencies, the Attorney General’s office and other agencies and universities. Your grant portfolio includes landfill methane grants, improving air quality in overburdened communities, diesel and soot reduction, and other federal environmental grants. You will receive support and be involved with the Agency-wide grant group (including other agency-wide grant administrators) and develop expertise in competitive procurement processes. What you will do:
Negotiate, prepare, and manage complex contracts and agreements. Resolve issues that arise during the contracting process.
Ensure state policies and procedures are followed throughout the procurement process.
Assist staff in helping them in understanding regulations, policies, and procedures in the preparation of contracts, agreements, and procurements.
Review and analyze contracts and agreements to be sure they comply with regulations, policies and procedures.
Negotiate agreements with a variety of stakeholders.
Independently confirm reimbursement requests and grant submittals are eligible using working knowledge of grant agreement and guidelines, state and federal statutes and rules, AQP and Agency policies and procedures, and taking into account audit requirements and grantee relationships.
Provide expertise in determining eligibility issues and tracking and recording eligibility decisions as precedent for future issues.
Develop performance measures to accurately track and report data on all AQP grant programs.
Coordinate with the regional grant fund managers in grant cycle planning and execution.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Specialist 4 (ES4) . We will consider applicants who meet the requirements for the ES2, ES3 and ES4 levels. If the finalist meets the requirements for the ES2 or ES3 levels, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

As Program Contracts and Grants Specialist, you will support Air Quality Program’s (AQP) mission by developing, negotiating, implementing and monitoring terms of agreements for AQP grants and contracts. Meets with senior Stakeholder business executives to discuss impact of supply chain strategic development and development of forward thinking supply chain strategies.
Partners with supplier in forward-thinking strategic development and relationship building.
Creates new operational efficiencies and cost savings within the supply chain on a broad scale using process improvement and policy development.
Acts as a key advisor to senior management on the development of overall strategies and long term goals of the organization.
Applies expert subject matter knowledge to manage staff activities in solving most complex business/technical issues within established framework.
Oversees the development and delivery of complex initiatives that can impact the supply chain globally, typically requiring the leadership of cross-functional and/or cross-regional teams.
Manages the demand and supply matching activities from a strategic level, ensuring that businesses are achieving the key business metrics.
Education and Experience Required:
First level university degree or equivalent experience; advanced university degree preferred.
Typically 10+ years of experience in a supply chain or related function.
Typically 2-4 years of people management experience.
Knowledge and Skills:
Advanced understanding of supply chain and procurement processes and strategy.
Excellent understanding of market place and industry supply base and standards.
Advanced ability to partner with supplier in forward-thinking strategic development and relationship building.
Excellent leadership skills, particularly in complex, international, and cross functional teams.
Advanced analytical and data modelling skills.
Advanced project and program management skills.
Excellent people management skills, including managing teams across geographies and regions.
Advanced communication skills, catered to a wide variety of audiences; mastery in English and local language.
Excellent business acumen and understanding of risk mitigation approaches and contract language usage.

Excellent multi-tasking and prioritization skills.
