This role plans, manages and directs the activities of the Land, Lease & Right-of-Way staff as well as activities of contract land agents in the negotiation and acquisition of land agreements, real estate purchases, damage claim settlements, title investigation and other land activities applicable to distribution, storage, gathering, Renewable Natural Gas (RNG), and Production operations.   The primary responsibility of this position is to effectively manage the documentation and dissemination of all land/lease agreements for gas distribution facilities within a 7-state gas distribution service territory. Incumbent shall be responsible for managing the workload of land agents, land service vendors, and other land administration personnel.   The work location for this leadership role is flexible. Salt Lake City, Utah; Akron/Cleveland OH; Clarksburg, WV, or other suitable company facilities within the Gas Distribution service territory.   Additional responsibilities may include: Manages the procurement of high-quality contract land services through preparation of RFPs, evaluation of proposals and awarding of contracts.  Manges overall land acquisition expenditures and ensures quality service. Ensures acquisition of permits for pipeline crossing of roads and railroads, permits, and bonds for heavy hauling, surety bonds for construction projects and permits for construction operation of facilities. Oversees staff in resolution of landowner access problems or disputes. Negotiates complex agreements such as condemnations. Works directly with Legal team on land right issues or property owner disputes. Directs management of real property and timber assets. Manages negotiation of damage claim settlements with landowners.  Reads and interprets maps, plats, and blueprints. Review property valuations and damage appraisals. Oversees Land activities and resources associated with Renewable Natural Gas (RNG) initiatives including dairy and swine projects Oversees Work Management systems and ensures that land agents properly store land records in GIS and other repository systems Maintain cohesive team through effective communication, and providing training, mentoring, and support as needed. Direct Reports: Staff of eight (8); including four (4) Land Consultants, three (3) Supervisors and (1) Land Agent supporting four (4) regional business units. This includes emergency work orders involving reports of gas leaks, gas odors, damaged gas lines, fires, and explosions. Meets company, state utility commission, and federal requirements. Processes and responds to emergency requests and orders. Receives and relays messages among customers, field personnel, and internal departments. Processes and maintains accurate reports and logs. Answers emergency calls, creates emergency orders, and dispatches emergency work to field personnel. Manages notifications of escalated incidents to management and operations personnel. Responsible for the operation and maintenance of a compressor station, including starting and stopping engines, ensuring that compressor units and associated equipment are operated safely and properly.  Monitors and records operating data including pressures, temperatures, speeds, flow rates, lubricant and coolant levels, etc.  Changes compressor loading according to loading diagrams and operating schedules.  Performs maintenance on engines and compressors including routine service, tune-ups, oil changes, valve adjustments, etc.   Maintaining compressor valves, rod packing, and lubricators.  Maintaining station air compressors, emergency generator, UPS system, and storage batteries.  Changing separator filters, compressor valves, spark plugs, fuel valves, and other miscellaneous parts.  Makes emergency repairs.  Recognizes unusual noises or other abnormal operating conditions and takes corrective action to minimize the risk of failure.  Operates the valves that control the flow of gas in and out of the compressor station.  Must be able to ensure the proper handling of valves to avoid over pressuring of a station piping.  Makes major repairs and overhauls on equipment, maintains and adjusts instrumentation and controls.  Works with heavy tools and equipment (i.e. some tools weigh over 90 pounds).  Installs, removes, repairs, adjusts, inspects, tests and calibrates measuring and regulating equipment.  Lubricate, repair and rebuild valves and valve operators.  Inspect, maintain and perform minor repairs of fire extinguishers and fire-fighting equipment including emergency air packs and other life saving gear.  Control pressure in conjunction with the shutdown, tie-in and bypass of gas piping systems.  Prepares and maintains necessary paperwork in the performance of assigned job duties and as assigned within the Compressor Operator B classifications and lower classifications. This position will lead the Dominion Energy Live Gas Operations team in providing services that include pipeline tapping and stopping, portable compression, pipeline maintenance and emergency response. The incumbent will be responsible for a team of 18 employees located in Ohio and West Virginia that provides operational support within Dominion’s service territory in multiple states (including OH, WV, NC, SC, UT, WY, ID).  This role develops personnel and supervises the maintenance, repair, and restoration of gas distribution, transmission, and storage facilities. Provides project and resource management, customer involvement and monitoring of work. Supports reliability performance goals. Supervises crews during outages to ensure timely restoration of service. Schedules, assigns, and monitors the work of crews, and / or contractors. Pre / post inspect jobs, resolves design problems and material discrepancies, reviews expenses to ensure accurate time and equipment charges. Ensures proper work methods are applied and safety precautions are followed. Resolves customer complaints. Advises and assists in technical training and development of employees. Supervises emergency restoration of service activities, Utilization of GIS, SAP, and other software applications. Monitors budget goals and employee productivity. This role researches, secures and processes easements, quitclaims and other related distribution rights-of-way documentation. Coordinates and maintains communication with both internal and external customers, including legal representation, municipalities, title companies, surveyors, environmental, Dominion Energy's Legal department, landowners and other entities pertaining to questions, the acquisition of, or proof of new and existing rights. Responsible for maintaining and managing accurate workload records, learning and enforcing Rights-Of-Way policies and procedures. Researches land ownership and existing easement rights for property. Reviews easements for accuracy. Facilitates acquisition and/or prepares and secures permits from government agencies and railroads. Reviews and prepares quitclaims. Reviews, researches and answers questions from government agencies, landowners and customers. Assists in the response to requests for boundary line clarifications and adjustments from internal, external, and governmental authorities to determine company's right to serve new electrical customers.
